Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Provide the Air Force with a one-year corporate membership, from American Society of Safety Professionals (ASSP) with the following supplies and service:
- Membership for 260 Air Force Safety Professionals (AFSEC, MAJCOMs, active duty 1S0 and civilian 0018)

- Discounted rates for ASSE Professional development courses and seminars
- Annual reports on members Continuing Education Units (CEU)
- Digital copy of Professional Safety Journal (PSJ)

Section C: Justification for Soliciting from a Single Source or Brand Name
DAFI 91-202 2.1.2.1 requires Air Force safety professionals to maintain their education by attending yearly training that provides continuous education units (CEU). Safety professionals are also required to review ANSI/ASSP standards to keep current on OSHA requirements. The ASSP corporate membership will assist safety professionals with their yearly CEUs and provide access to ANSI/ASSP standards. ASSP is the only company corporate membership that offers ANSI/ASSP standards access and specific ASSP professional safety education and training.
Market Research indicated that, despite a Sources Sought being posted and multiple Small Businesses being contacted, only ASSP can provide the membership required. On 29 April 2024, the contracting office received a letter from ASSP confirming their sole source status. This letter is included in the file.
Section D: Efforts to Obtain Competition
Conducted research on safety organizations that offer membership and benefits that can assist the Air Force with safety education, training and networking. Performed a World Wide Web search (see attached documentation), for safety organizations that offer a corporate membership and benefits comparable to ASSP. No other nationally recognized safety organization can provide this type of corporate membership, safety education and access to ANSI standards being offered by
ASSP.
The findings of this Market Research mirror those from an identical acquisition from FY23, FA940123P0030.

The American Society of Safety Professionals (ASSP) was contacted 29 April to verify whether Rudimentary Learning, LLC, was an authorized distributor and if they had any other authorized resellers. ASSP replied stating they are the sole manufacturer and distributor of the required membership, providing a letter indicating as such. The letter is in the file.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Air Force will continue to monitor other safety companies offering membership benefits that are equal to or better than the ASSP membership program.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
