About this file
This single source justification document proposes awarding a sole source contract to Phillips Corporation Inc. for preventative maintenance, comprehensive calibration tests, and reactive service support for four computer numerical cutting machines used by the 58th Aircraft Maintenance Support Squadron at Kirtland Air Force Base. The estimated contract value is $530,231. Phillips Corporation is justified as the single source as they are the sole exclusive distributor of OMAX and HAAS machine tools and certified service for government facilities, as confirmed by the machine manufacturers. Market research found no other potential vendors. Efforts to obtain competition were unsuccessful, as replacement of the recently procured machines valued at $402K would cause significant operational delays. The contracting officer determined only a single source was reasonably available in accordance with FAR 13.106-1(b)(1).

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 377 MSG/PKA
Project/Program Name: 58 MXS Metal Tech Maintenance Service
Purchase Request / Local ID Number: F2K2AF3191AW01
Estimated Contract Cost (including Options): $530,231.00
Section B: Description of the Supplies/Services Required
The 58th Aircraft Maintenance Support Squadron requests preventative maintenance, comprehensive calibration tests, and reactive service support for the four (4) computer numerical cutting machines - OMAX 55100, HAAS TL-1, HAAS TM-2P, and HAAS VF-4. This vendor shall provide maintenance support in accordance with the manufacturers recommended preventative maintenance schedule and standard commercial practices for the machines. Preventative maintenance will assure uptime and machine reliability for operational needs at Kirtland Air Force Base, 58th MXS. The preventative maintenance support service will consist of all major maintenance checks that are recommended by the machine manufacturer. Comprehensive checks will be made by factory trained technicians on the mechanical, electrical, and air systems. The standard checks will also include yearly ball calibration, and the renishaw ball bar service will be performance for the preventative and comprehensive diagnostic report, giving an overall assessmenet of machine performance (circularity). In addition, this test provides an automatic diagnosis of specific machine positioning errors including servo mismatch, stick-slip errors, backlash, repeatability, scale mismatch and machine geometry.
Section C: Justification for Soliciting from a Single Source or Brand Name
Phillips Corporation Inc., Federal Division, is the sole exclusive distributor of OMAX CNC machine tools and HAAS machine tools, and any associated factory certified service, training, and applications work for the US Government facilities. This has continuously been confirmed by OMAX Corporation (A Hypertherm Brand) and HAAS Automation Incorporated, who are the manufacturers of the metal technologies computer numerical cutting machines and associated equipment or parts The sole exclusive distributor agreements include any factory certified related contracts, maintenance agreements, training, and application work on OMAX or HAAS equipment. OMAX and HAAS machines and components, are warranted by manufacturer against defects in material and workmanship. All out of warranty repair parts carry a warranty, provided the repair is performed by a OMAX or HAAS Certified Technician. Only repairs performed by OMAX or HAAS Certified technicians will be warranted, and therefore, must be completed by a Phillips Corporation, Inc technician. Market research was conducted to identify any potential vendors, and there were zero responses to the GSA RFQ or Notice of Intent to Award Sole Source (posted via SAM).
Section D: Efforts to Obtain Competition
Air Force Metals Technology Office has conducted research, and reviewed literature from manufacturers and suppliers. The research has shown that purchase of any other other metal technology machine options would provide significant operational delays (3-5 years). Competition for maintenance services needed for metal technology machines will not be available as long as the 58th Maintenance Squadron operates the current OMAX and HAAS machines. As the current machines in service were procured in the last three fiscal years, it is not in the best interest of the government to replace the machine valued at $402K for all four machines. As the machines reach end of life, the 58th Maintenance Squadron will reach out to the Air Force Metals Technology Office for up-to-date research, and explore comparable metal technology machines that could satisfy the Government requirement.
