GENERAL INFORMATION

1. This is a combined synopsis/solicitation notice for commercial product/services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a: Request for Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through, Federal Acquisition Circular (FAC) 2022-06, dated 1 May 2022.

4. This acquisition is set-aside 100% for Small Business Competition.

5. North American Industry Classification System Code (NAICS) is 333996 – Fluid Power Pump and Motor Manufacturing.

6. The size standard of 1,250 employees. All qualified small businesses under this industry are encouraged to submit quotes.

REQUIREMENT INFORMATION

Description:

The Air Force has a requirement for five (5) Hydraulic Pumps. Three (3) Hydraulic Pump Unit Motors and two (2) Custom Hydraulic Pump Unit Custom HPU Motors.

Place of Delivery/Performance/Acceptance/FOB Point:

F.O.B. Destination; Kirtland AFB, New Mexico 87117 (exact customer address will be provided in the resulting contract).

- Control Box attached to a 12'foot foot Cord set to provide the following Switches to control the power unit as follows. Power Switch to energize or De-energize the Hydraulic Selector Valve to start and stop hydraulic flow.

- Also includes Start/Stop switch to Remotely Start and Stop the Electric Motor.

- Also included, an Emergency Stop Switch to shut off all electrical Functions. RATED @ 3500 P.S.I. Working Pressure

INSTRUCTIONS TO OFFERORS

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

As prescribed in FAR 12.301(b)(1), the following instructions are additionally included:

1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 16 May 2022 Questions submitted after this date may not be answered.

2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

3. Quotes must be valid for 30 days.

4. All price quotations and technical submissions must be submitted on a separate document.

5. All offerors shall complete the “52.204-24 Representation Regarding Certain telecommunications and Video Surveillance Services or Equipment.” as prescribed in 4.2105(a). The provision and representation can be found in the clause section of this solicitation.

EVALUATION CRITERIA

52.212-2 Evaluation-Commercial Items.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Acceptability, technical evaluation team will evaluate by assigning a rating of “acceptable” or “unacceptable”. The Government will evaluate a minimum of three (3) lowest priced offers for technical acceptability in accordance with the solicitation. If none of the lowest three (3) are technically acceptable, the

Government will evaluate the next three (3) lowest priced proposals until one proposal is technically acceptable, or until all offers have been evaluated. Only those proposals considered technically acceptable will receive further consideration for award.

2. Price – Price will be evaluated to be determined to be fair and reasonable in accordance with FAR 13.106-3 Award and documentation.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with alternate I applies to this acquisition; the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.
