705th CTS Access Control and Maintenance Combined Synopsis and Solicitation Questions & Answers
13 July 2020
1. As stated in the “Performance Work Statement” or PWS there are 3 separate card access systems on site. What is the Manufacture Brand and number of doors on each system?
A. Five of the doors are controlled by two smaller systems which utilize HID equipment and run
Intelli-m software. 40 doors are controlled by one major Hirsch system and are running Velocity software.
2. Please provide further clarification on PWS paragraph 4.3.1.2, regarding loaner parts.
A. Please refer to PWS paragraph 4 in its entirety. Per PWS paragraph 4.1, parts and equipment are not a part of the firm fixed price of this contract. PWS paragraph 4.3.1.1 states “Refurbished or used materials are not acceptable, unless they are provided by the contractor at no cost (temporary loan) to be used as an interim solution to resolve a problem until new parts can be ordered, delivered, and installed.” The loaner or replacement parts would only be for a temporary time frame, during urgent or emergency situation, while the Government purchases new part in accordance with Government Acquisition Regulations.
3. For paragraph 3 of the PWS “Troubleshooting and Repair” there are no guidelines for the number of calls and the time of day or night that service that might be generated by the customer. What is the historical data for these types of service calls?
A. The historical data for service call is as follows and all service calls or emails were placed during normal business hours 0730-1630. There were no night service calls made from October 2019 – July 2020.
October 2019 - no service calls December 2019 - One email sent; no service calls January 2020 - One email sent regarding pending order; one service call February 2020 - Two emails; three service calls March 2020 - No service calls April 2020 - No service calls May 2020 - One service call June 2020 - One service call July 2020 – One service call Total Service calls: Seven service calls all during the day.
4. Is the software currently up to date. Additionally, Hirsch requires a Site Support Agreement (SSA). Is this SSA current? Does this SSA need to be factored into the contract cost?
A. The current software is running on the versions below:
Velocity Software product Version 3.06.0010 File version 3.6.7.1279 Intelli-m software Product version/ File Version 4.1.47.0
Please refer to the updated PWS dated 13 July 2020 which now states that an SSA will be required in order to ensure all hardware, software, and firmware is up to date in accordance with PWS paragraph 2.2.1.
PWS Paragraph 2.2.2 states, “A Systems Support Agreement (SSA) is required to allow use of the software and allow access to program updates. Costs associated with licensing and SSAs are covered under the Firm Fixed Price of this contract. The contractor is responsible for obtaining and maintaining license/support agreements after contract award as soon as possible.”
IAW with FAR 37.106 the SSA agreement shall be on a year to year basis in line with the Period of Performance.
