About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity (Solicitation Number FA930425Q5009) for North American B-25 Mitchell Aircraft Services at Edwards Air Force Base. The Q&A addresses key operational details including sortie scheduling, contract structure, and flight requirements for the Test Pilot School (TPS) Qualitative Evaluation program.
Key details include: estimated 16-18 annual sorties (6 sorties per class with 4 students per sortie, plus 1-2 staff sorties), two deployments per year for senior classes, and specific flight seat requirements where test pilots must occupy the left/PIC seat during all flight phases. The contract will be issued as an Indefinite Delivery/Indefinite Quantity (IDIQ) with a minimum ordering amount, and contractors may use base lodging facilities if they are US citizens or green card holders. Additional notable provisions include pro-rated billing for canceled sorties, potential for extra deployments if needed, and specific requirements for aircraft airworthiness certificates.

Questions and Answers for FA930425Q5009 North American B-25 Mitchell Aircraft Services
22 July 2025
1. What happens if the aircraft is unable to complete a sortie due to events such as, but not limited to, student illness, weather, or mechanical problems that prevents a sortie? How is that sortie rescheduled?
Answer: The sortie will be rescheduled based on the deployment window at Edwards AFB and the students’ schedule/availability. Loss/cancelation of sortie can also occur. It is not academically required for all students to fly in a sortie since these missions are considered as “experience broadeners”.
2. Is there a cancellation or termination clause in the event either party wishes to discontinue the contract after the first one-year period of performance?
Answer: The contract will not require a unique cancellation or termination clause. This contract will be issued as an IDIQ, with a minimum ordering amount. The first year will be identified as the minimum order. The contract requires the Government to order and the contractor to furnish at least a stated minimum quantity of supplies or services. In addition, if ordered, the contractor must furnish any additional quantities, not to exceed the stated maximum. The contracting officer should establish a reasonable maximum quantity based on market research, trends on recent contracts for similar supplies or services, survey of potential users, or any other rational basis.
3. In the event the aircraft begins a flight but the sortie cannot be completed as planned due to events such as, but not limited to, student illness, weather, or mechanical problems, does the Contractor get full credit for the sortie?
Answer (TPS): In an event such as weather, student, or TPS-initiated cancelations, Contractor will be pro-rated a full day cost of aircrew (CLIN 1 typically) and maintenance support (CLIN 2 typically). Flight hours (CLIN 3 typically) will only be pro-rated for airborne activities. Flight times based on COOL which is T/O time to Land time + 5 minutes. Cancelations due to aircraft maintenance issues or contractor personnel issues will not be credited.
4. Does an FAA aircraft Limited Airworthiness certificate meet the program requirements?
Answer: Yes, but depends on the limitation. Please provide more details. For example, aircraft with special (experimental) AW certificates are acceptable if there is a FAA-approved LODA or program letter accompanying.
5. In the CLIN Structure table, are offerors to complete Unit Price and Extended Price for each CLIN based item on a five-year period or just the one-year base?
Answer 1: If the Contractor expects pricing to increase over the expected 5-year ordering period this needs to be proposed clearly. Additional pricing spreadsheets and tables can be submitted to allow for a full evaluation of any and all the proposed pricing.

6. Are any facilities on base available for contactor housing?
Answer: Yes. Contractors have the option of staying at Edwards AFB lodging facilities based on availability. All contractors need to be US citizens/green card holders to stay in base lodging.
7. Will daily hangaring be available for contractor’s B-25 during contract deployments?
Answer: No. Due to size of the B-25, it is not feasible. However, short term (i.e. 24 - 48 hours) access may be available for emergency maintenance actions but not guaranteed. Please plan accordingly since equipment for maintenance are not available for contractor use. TPS can provide lights, cooling carts, and power carts if available.
8. Are B-25 flights in support of TPS TMPs inclusive in the total yearly deployments identified in PWS 1.6.2?
Answer: No. If TMP support is required, additional hours/funds will be added to the task order.
Actual requirements are unknown at this time. Any TMP support will be fully requested and coordinated prior.
9. Is it two total deployments per year or four (two for senior classes and two for junior classes)?
Answer: Two (senior only) is typical since there are 2 classes per year. However, if deployment is cut short (due to unforeseen circumstances such as persistent bad weather/maintenance issue or emergent TMP support), a third or fourth deployment may be requested.
10. What are the total number of sorties to be quoted (CLIN 3) per year?
Answer: Estimated ~16-18 sorties annually to provide for student flights, staff flights, and makeup/backup flights. 6 sorties per class @ 4 students per sortie. Plus 1 - 2 staff sorties per deployment. The number of students per sortie can vary due scheduling/illness which can add additional sorties and/or deployment stay.
11. Does TPS require or expect students/staff to fly the B-25 from the left/PIC seat?
Answer: Yes. Only student and staff test pilots are required to sit left seat during all phases of flight. Student and staff engineers/RPAs/CSOs/WSOs are only allowed in left seat during non-critical phases of flight.
