About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document authorizing a sole-source award of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to L3 Technologies, Inc. for Telemetry Security Products (TSP) and services in support of the Air Force Test Center (AFTC) at Edwards AFB, California. The contract is valued at $95,834,907.76 over a ten-year period of performance (30 September 2026 through 29 September 2036), structured as a five-year base plus one five-year option, with annual funding ranging from $6,378,396 to $13,376,038. The primary appropriation is Research, Development, Test & Engineering (RDT&E) 3600.

L3 Technologies will supply NSA-certified Telemetry Security Products including decryption/encryption units (ADU-1000, ISM-1000, KGR-135A, KGT-135A, MAEU, SP10-135A), load interface modules (LIM-135A, LIM-B-135A, LIM-BAT-401), and ancillary services comprising TEMPEST testing, EMI/RFI testing per MIL-STD-461, product upgrades and enhancements, teardown and maintenance/repair, and technical support. The contract is structured into four CLINs: Secure Telemetry Products, Secure Telemetry Accessories, Services, and Data. The justification cites 10 U.S.C. 3204(a)(1) permitting sole-source acquisition, emphasizing that L3 is the only firm with NSA certification for these COMSEC products, extensive 30-year history providing these systems, and that developing alternative sources would require 3-5 years and cost $20M-$30M per product, making competition cost-prohibitive. The Air Force conducted market research through internet searches, industry conferences, vendor contacts, and government database reviews, identifying two small business responses deemed technically unacceptable and confirming no other viable competitors exist for NSA Type 1 encryption microelectronic devices meeting mandatory DoD security certification requirements.
