About this file

This is a Questions and Answers document for a DISA Network federal contract opportunity.

The solicitation requires Cisco network hardware, software, subscriptions, and support components, including NIM modules, 8GB memory, DNA Advantage licenses, ThousandEyes, and Umbrella subscriptions, along with fiber patch cable assemblies from Lynn Electronics Corp. Specific Cisco part numbers and fiber cable part numbers are referenced in an attachment (R2508 BOCA). The 10-meter fiber cabling must be OM3/UPC or OM4/UPC duplex (multimode) and OS2/UPC duplex (singlemode), though cabling does not require Lynn as the vendor. The 2-meter singlemode cable specification is LC/UPC duplex to SC/UPC duplex. Cisco hardware/software support is covered under DAF GEMSS Contract #204246961, with Smart Account Name "DAF GEMSS," Domain Identifier "en-ea.us.af.mil," and Virtual Account "AFMC-AFTC-412th CS-N." All hardware must be new, genuine Cisco equipment sourced through authorized U.S. channels with serial numbers eligible for manufacturer warranty, TAA-compliant, and with no refurbished or third-party compatible items. Offerors must be current Cisco-authorized partners or identify their authorized distributor.

The award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Quotes must be emailed to both contracting officer and contracting specialist points of contact; files exceeding 25 MB may be submitted via DoDSafe. The solicitation requires a signed and completed attachment with the quote. Freight pricing may be included in CLIN 0001 or separately in CLIN 0002 (marked "NSP" if not separately priced). FOB Destination applies. Delivery beyond 60 days after award is acceptable if manufacturer lead times require it, though earlier delivery is preferred. Installation and maintenance will be performed by 412 CS/SCOIM; installation is not required from the contractor. The Bill of Materials should be obtained through the project manager or purchase request.

Questions and Answers – DISA Network

Question 1: Part numbers. The Statement of Requirements (24 Aug 2026) lists item descriptions only, and the D&F states the requirement is brand name only. Please provide the Cisco part numbers for each line, or the Cisco Commerce Workspace (CCW) estimate ID the requirement was built from. This matters most for the NIM module, the 8GB memory, and the DNA Advantage, ThousandEyes and Umbrella license lines.

Answer 1: See attachment (R2508 BOCA) for part numbers/etc.

Question 2: Cisco Smart Account. Several license lines require a Smart Account for provisioning. Please provide the Smart Account domain and Virtual Account to associate with the order.

Answer 2:

Cisco GEMSS Contract # 204246961

Smart Account Name: DAF GEMSS

Smart Account Domain Identifier: en-ea.us.af.mil

Smart Account Virtual Account: AFMC-AFTC-412th CS-N

Question 3: Fiber patch cables. The D&F identifies Lynn Electronics Corp as the required brand for patch assemblies, but the SOR does not name a manufacturer.

Please clarify:

a. Lynn part numbers for the four fiber lines, if available.

b. Whether the two 10-meter lines (multimode LC-LC aqua, and singlemode LC-LC) must also be Lynn, and the required fiber type (OM3/OM4, OS2), duplex/simplex, and connector polish.

c. That the 2-meter singlemode line is LC/UPC duplex to SC/UPC duplex, as written.

Answer 3:

a. See attachment (R2508 BOCA) for part numbers/etc.

b. The 10-meter LC-LC aqua cabling must be OM3/UPC or OM4/UPC duplex and the singlemode LC-LC cabling must be OS2/UPC duplex. Cabling does not have to be from Lynn or any specific vendor.

c. The information for the 2-meter LC/UPC to SC/UPC is correct.

Question 4: Basis of award. The Evaluation Factors for Award section is blank. Please confirm whether award will be made on a Lowest Price Technically Acceptable basis, and whether award will be all-or-none.

Answer 4: Yes, this will be awarded to the lowest price technically acceptable offeror.

Question 5: Submission. Please confirm quotes should be emailed to both of you, any file format or size limits, and whether a signed SF 1449 is required with the quote.

Answer 5: Yes, please email all quotes to both POCs (CO and CS) listed in the solicitation.

If the file size is over 25 MB you can submit via DoDSafe to the POCS. As directed in the solicitation, you must sign and complete the solicitation attachment.

Question 6: Shipping. The solicitation is FOB Destination but includes CLIN 0002, Shipping.

Should freight be priced in CLIN 0002 or included in CLIN 0001?

Answer 6: If you want to include it in CLIN 0001 you can but if you want to separate the pricing you can include it under CLIN 0002. If you choose not to provide under CLIN 0002, please annotate Not Separately Priced (NSP).

Question 7: Delivery. If manufacturer lead time on any item exceeds 60 days after award, will the Government accept a stated days-after-award delivery commitment or partial deliveries?

Answer 7: Yes, we will accept a later delivery but prefer as soon as possible.

Question 8: If available, could you provide the complete Cisco configuration or BOM, including the manufacturer part numbers for the hardware, software, subscriptions and support?

Answer 8: BOM should be available through the project manager or the purchase request.

Question 9: Could you confirm the required term for Cisco support, ThousandEyes, Umbrella and the other subscription components? The SOR identifies a three-year term for Cisco DNA Advantage, but the terms for the related components are not clear.

Answer 9: Cisco hardware/software support is covered under the DAF GEMSS contract.

Cisco GEMSS Contract # 204246961

Question 10: Because the requirement includes Cisco hardware, subscriptions and support, should offerors be current Cisco-authorized partners or identify the Cisco-authorized distributor or partner through which those items will be supplied?

Answer 10: Yes. Additionally, please ensure that equipment is TAA compliant.

Question 11: Could you please confirm that the requirement is for new, genuine Cisco hardware and optics sourced through Cisco’s authorized U.S. channel, with:

o Serial numbers eligible for Cisco’s U.S. manufacturer warranty and support;

o Subscriptions and support registered to the Government’s designated Cisco Smart Account; and o No refurbished, aftermarket or third-party “Cisco-compatible” hardware or optics?

Answer 11: Yes.

Question 12: Could you provide the Lynn manufacturer part number for each of the four fiber cable assemblies? The SOR includes detailed descriptions but does not list the corresponding orderable part numbers.

Answer 12: See attachment (R2508 BOCA) for part numbers/etc.

Question 13: Please confirm whether “002 Meters” means that the applicable cables should be two meters long.

Answer 13: Yes.

Question 14: Is installation required for the DISA network equipment?

Answer 14: The equipment in the attachment (R2508 BOCA) will be installed and maintained by the 412 CS/SCOIM.
