About this file

This is a Questions and Answers document for the 420 FLTS Toolboxes federal contract opportunity.

The document addresses three questions submitted by potential offerors regarding the Statement of Requirements (SOR). The questions concern whether Snap-on brand toolbox requirements specified in the SOR are strictly brand-name only or whether equivalent products meeting the same functional and performance specifications would be acceptable; whether authorized distributors or resellers of brand-name products could serve as offerors if brand-name products are required; and whether specific salient characteristics, technical requirements, or minimum standards beyond the listed part descriptions must be met if equivalent products are permitted.

The government's response indicates that an incorrect Statement of Requirements was inadvertently posted initially. The government has since posted the correct SOR, and notes that all three questions submitted by offerors are now superseded and no longer applicable (OBE - Overtaken By Events). Potential offerors are directed to reference the newly posted Statement of Requirements for accurate solicitation requirements.

Questions and Answers – 420 FLTS Toolboxes

1. The Statement of Requirements references numerous Snap-on part numbers and associated tool items. Are these requirements considered strictly brand-name only, or will equivalent products meeting the same functional and performance specifications be considered?

2. If brand-name products are required, are authorized distributors or resellers acceptable offerors?

3. If equivalent products are permitted, are there any specific salient characteristics, technical requirements, or minimum standards that must be met beyond the listed part descriptions?

The incorrect Statement of Requirements was inadvertently posted. The new SOR has been posted and all questions should be OBE.
