About this file

This is a Questions and Answers document addressing clarifications for solicitation FA930226Q0025, an RFQ for fall protection system acquisition and installation at Ramp 10, Edwards Air Force Base.

The Q&A clarifies key requirements and acceptability of proposed solutions for the fall protection project. The Government confirmed that a portable fall protection system designed for aircraft use is acceptable, rejecting ladder-based solutions due to safety hazards including fall distances and swing hazards toward ladder stands. A 12-week lead time for made-to-order portable systems is acceptable despite the 9-week project window. The Government will provide outdoor storage for materials prior to installation. For portable systems, contractors may propose two units each supporting two people to meet the requirement of supporting four total users, and freight and delivery to Edwards AFB must be included in pricing. The Government requires engineered drawings and calculations stamped by a California licensed structural engineer in both digital and physical copies. Specific component quantities are confirmed as: 20 single-point anchors, 20 self-retracting lifelines (SRLs), and 20 taglines. The Government clarified uncertainty regarding SRL lashing brackets, requesting vendor examples since the requirement appears inconsistent with confined space applications. Self-retracting lifelines must feature galvanized steel cable lifelines, consistent with systems used in other hangars. For the Ramp 10 UK Sun Shelter specifically, rigid rails are acceptable as a solution; however, for the hangar fall protection system, the solution must remain portable.

Q&A Install Ramp 10 Sunshade Fall protection System Edwards AFB

1) The portable fall protection system in the SOW is intended for use with tanker trucks and not aircrafts. We’re proposing the attached which is intended for use over aircrafts, is that acceptable?

a) As discussed at the site walk the ladder solution is not a safe option for aircraft use; hence why it’s intended for tankers. When it is set up at the end of the wing the personnel have to take out a considerable length of line to reach the working area. As such, if they slip and fall of the fuselage at the wing route by the time the line slack is taken up, they’ll have struck the floor. If they somehow avoid the floor then the swing that would be induced would be sufficient to swing the person into the ladder stand, again, causing injury.

2) The project window of 9 weeks as requested in the SOW is sufficient for the SPAs. However, the lead time for the portable fall protection system is 12 weeks as they are made-to-order items, is that acceptable?

a) Yes, that’s acceptable. We understand issues with lead times.

3) Will Edwards AFB be providing a lay down area for receiving the materials prior to installation?

a) Yes this can be provided, can the items be stored outside?

4) Portable Systems

a) Do you require two (2) of the portable fall protection systems?

i) Per the SOW “3.3.1.8 The system must be capable of supporting Qty 4 Users. Note - This may be done as 2 units each supporting 2 people.

b) Should we include freight and delivery of the units to Edwards AFB ?

i) Yes, freight and delivery to Edwards AFB included.

5) Ramp 10 UK Sun Shelter

a) Do you require engineered drawings and calculations stamped by a California licensed structural engineer as required per OSHA and ANSI ?

i) Yes we will need both digital and physical copies, and they need to be stamped by a California licensed structural engineer. Per the SOW “3.2.2 The contractor will provide physical and digital copies of the following technical document sets.”

b) Do you require 20 each: single point anchors, self-retracting lifelines and taglines?

i) Yes, we require 20 of each.

c) Do you require 7 SRL lashing brackets?

i) I’m unsure what this is. Would the potential vendors be willing to provide an example? Everything I have found says this is for confined space applications, which hangar fall protection doesn’t seem to classify as a confined space in my mind.

Google search results:

“A self-retracting lifeline (SRL) lashing bracket—often referred to as a retrieval mounting bracket or quick-connect bracket—is a specialized, heavy-duty metal bracket used to securely attach a self-retracting lifeline (especially 3-way retrieval models) to a support structure, such as a rescue tripod, davit arm, or vertical column. These brackets are essential in confined space entry, rescue operations, and manhole tasks where a worker needs a retractable lifeline that can also be used to raise or lower them in an emergency.”

d) Should the self-retracting lifelines have stainless steel or galvanized steel cable lifelines?

i) The SRLs need to have galvanized cable, this is based off what we are currently using in our other hangars.

6) Are they open to having Rigid Rails as a solution?

a) Yes for the sunshade, for the hangar system it must be portable.
