Section B: Description of the Supplies/Services Required
The requirements listed above are server equipment cabinets that provide rack-mountable storage for various server components and will be utilized at Edwards AFB, CA. The 419th CTF has been approved to build a mission control rooms (MCR) 1 and 2 to support CTF flight and ground testing. This permits the 419th CTF the flexibility to schedule day and night testing with no impact to normal Edwards Range operational support.
Section C: Justification for Soliciting from a Single Source or Brand Name
The 412th Range Squadron Mission Control Rooms 2 and 3 (MCR 2 MCR 3) are required to have the same capabilities as and are built to match specifications of MCR 176 within the Range . Currently MCR 176 is equipped with Ward/Davis Emcor racks, MCRs 2 and 3 must match legacy systems that are currently installed in MCR176. Maintaining conformity among Range MCRs ensures there are no compatibility issues with existing legacy systems. This supports cross functionality within MCRs 176,2, and 3 which allows for ease of maintenance and cross utilization of racks within multiple MCRs. Utilizing other rack brands will not allow uniform placement of server systems and components in racks and hinders functionality across multiple MCRs. Without standardized rack configurations missions employing MCRs 2,3, and 176 will maintain standard operational capability. The need to maintain functionality across MCRs necessitates the use of brand name racks, in this case Emcor.
Section D: Efforts to Obtain Competition
Several market research techniques such as: Internet Searches and Contacting known suppliers were employed to conduct market searches. Emcor is the manufacturer of referenced racks and Ward/Davis is the only authorized dealer for Emcor racks. Additionally, Ward/Davis does not have a GSA schedule.
AbilityOne and Federal Prison Industries (FPI) were subsequently checked for server equipment cabinets that provide rack mountable storage, and was not found on the procurement lists.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
TENG will strive to perform research, survey the market, and attain the requirements within the confines of the available mandatory sources, per the relative FAR Guidance.
