Questions and Answers T-7A Chase Support BPA
1. Will the Government accept a fixed monthly sustainment cost, plus per flight hour cost? To further clarify, this fixed sustainment cost would be regardless of the amount of flight hours performed each month. There can be some monthly sustainment costs that should cover management oversight, or pilot training costs. The bulk of the costs should be based on flights executed.
2. Please confirm that on-base fuel costs for the contractor aircraft will be covered outside of this contract. Yes, we will provide a fuel card for any contract aircraft supporting T-7A.
3. Shall the contractor provide insurance or does the Government want to include the contractor aircraft and agreed value in the contract schedule for Government assumption of risk? We are assuming that the contractor will be providing insurance.
4. Please provide sortie hours for GFY 27, 28, and 29 for the 5-year BPA. At this time it is unknown if the T-7A program will require contracted chase support past FY26, but there is potential that support could go into FY27 or FY28. Maybe we need to change this to a 2 or 3 year BPA?
5. How many hours for each GFY are estimated to be at the sea-test-range (NTB)? We are estimating around ten sorties out at the STR either refueling at Pt Mugu or at Santa Maria airport. Our current plan is to take off from Edwards and refuel once or twice at one of the locations and then return back to Edwards all in one day. So potentially going to STR four to five deployments.
6. Section B in the RFQ is very vague and general. Please identify specific pricing requirements the Government requires.
a. No individual call shall exceed $5,400.00
b. Yearly Ceiling $160,800.00 for Years 1-5
c. Master BPA Limit for 5 years is not to exceed $804,000.00
7. Is there a minimum dollar amount per order? No, we only have a maximum dollar amount per individual call.
8. Please confirm that personnel clearances are not required. Furthermore, does 7.1 mean the contractor or the Government will do the background checks? Personnel clearances are not required. When contractors come on Edwards AFB, they are subject to a background check performed by the Government.
9. Please add DFARS clause 252.228-7001 Ground and Flight Risk to the RFQ. The amendment to the RFQ will state in the description that DFARS clause 252.228-7001 is applicable to this acquisition.
10. What is the minimum validity period the Government requires for proposals? The Government does not have a minimum validity period, but we request a minimum of 60 days.
11. Please confirm the BPA pricing is Firm Fixed Price (FFP). Yes – BPA pricing is Firm Fixed Price
(FFP).
