The EQDR 3.0 software/hardware needs to meet with the original form, fit, and function of the previous EQDR 1.0/2.0 requirements to expands its offering by introducing two new capabilities. The EQDR 3.0 with support the following:
1. On-Board Processing, which allows the recorder to process data before transmission. This on-board processing allows the system to send down only the necessary data to the test team and saves valuable spectrum. The feature can allow more tests to occur withing the same allocated spectrum due to this saving
2. Dynamic Data Request, which allows the recorder to select and modify what data is sent down the telemetry stream.
Dynamic data request allows flight test engineers to request new data that was not previously part of the telemetry stream. This capability greatly enhances the ability of the test team to get the data they need at each test point while also saving spectrum by only requesting the data require.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The Government will continue to attend roadshows, engage with industry and continue to perform market research in order to find other capable vendors.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
IAW FAR 13.106-3 (a)(2)(ii)and (iii), proposed prices will be determined fair and reasonable on the basis of comparison of the proposed price with prices found reasonable on previous purchases; and current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was performed by Internet searches, contacting vendors, and searching though GSA Advantage. The following vendors were contacted June 2023: Curtiss Wright, SAFRAN, Quasonix, Ampex, and Wideband. However, none of the vendors had recorders capable of meeting the data back fill requirement that the EDQER 2.0 meets, nor did any of the vendor support the two requirements: on-board data processing and dynamic data requests which EQDR 3.0 meets. Prior to submitting the purchase request the referenced vendors catalogs were reviewed and other capable source was found to meet with the form, fit and function of this requirement.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
The vendor is the only provider that meets the current requirements. This capability is part or a larger effort to modernize our test and evaluation and upgrade the current technology. None of the current recoding solutions offer a comparable product.
X. List of any sources that expressed, in writing, an interest in the acquisition.
Competing this requirement would require years of new development (schedule delays) and substantial cost (investment by the government), and would not meet the mission schedule.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The government will continue to search for other alternatives in the future that may satisfy the requirements.
