WATER TENDER SUPPORT REQUEST FOR QUOTE
QUESTIONS WITH RESPONSES
Q1. how long will you require the water trucks for during test? Calls for test support can be from 4 – 14 day durations. This is a BPA (order as needed type contract) – not a fully funded contract. Costs provided need to be as requested and are valid for a one-year timeframe and will be updated annually.
Q1 Follow-on -- Calls for test support can be from 4 – 14 day durations. Are you saying the truck must be on-site for 4-14 days in duration? Yes The PWS references 4,000 gal trucks, how much water is required for each day event?
The PWS states
• Minimum of 4,000-gallon water tank capacity
• Provide water coverage over 5000’L by 60’W area
• Capable of spraying a 60’ water pattern (Three trucks with 30’ water spray capability is acceptable)
• Water sprayer should be capable of providing uniform water distribution.
• Roll and spray capability Do you have a potable water source supply on the installation for refilling the trucks? PWS states water will be sourced at the closed fire hydrant located at New Div 1 near the test runway location.
Q2. Is this a sources-sought/RFI request, or do you plan to make an award based on quotes received? This is a request for quotes and an award will be made
Q3. please confirm if this is a small business set aside. This is full and open
Q4. Please consider revising the NAICS code to 221310 – Water Supply & Irrigation, PSC X1NE, Lease/rental of water supply facilities You can quote without us changing the NAICS
Q5. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
There was a previous BPA -- FA9302-17-A-0005
Q6. Is this an ongoing requirement that will be base year + 4 option yrs or just 1 yr term with funding as identified in the solicitation ? It is intended to be a 5 year BPA. So only year one confirmed pricing. Then an updated price list every year. A BPA has not guaranteed funding, however. Just an ordering agreement.
Q7. Could you let me know how many test events you require each month? Some months might have 1 or 2 incidents or none as this is a as needed basis ordering type contract
