STATEMENT OF WORK

771TS Secure Room Intrusion Detection

Objective: The purpose of this Statement of Requirements is to outline the duties and responsibilities of the contractor(s) involved in providing Floor and equipment cleaning supporting the 772 TS/EWOS at Building 1020, RM 148 Edwards Air Force Base, California.

Period of Performance: Sept 15 – Oct 15 2020

Scope of Work:

Vacuum and remove all dust and debris with a HEPA vacuum from all surfaces below the raised flooring, to include floor, cables, cable trays, and suspended floor grid, grid tracks that hold the floor tiles, wipe down/clean cables and cable trays. Dry clean raised floor tiles.

CLIN 001: Services

· Mobilization

· HEPA Vacuuming - Detailed for 2,784 square feet (All surfaces below the raised flooring)

· Clean cables. wires, etc. below grid

· Dry Clean surfaces (Flooring above grid floor) - 1,392 square feet

· HEPA Vacuuming - Detailed for 1,392 square feet (Suspended floor grid) Hours of Operation:

Service shall be performed by the contractor during normal Government working hours, 7:00 am to 4:00 pm during regular working days, excluding Government holidays. Any deviations of this schedule shall be coordinated with the contracting officer or their representative and the 772 TS/EWOS management.

Utilities:

Electricity will be furnished to the contractor from existing Government systems and outlets at no cost to the contractor. Restrooms will be available for contractor use.

Access to Work Area:

U.S. Citizenship is required to work in the area unescorted.

The EWG Facility Office and Base Security Office will require a list of all contractor personnel who will be working on the site and the contractor must submit a visit request through EWG Security. The following information must be provided not less than 72 working hours of the date in which work is to begin.

Vehicle Access Vehicles necessary within the complex must display a company logo and the contractor must provide a list of vehicle make and license numbers. Any contractor who drives on any of the ramps or the flight line will be required to have a government flight line driver’s license. Arrangements shall be made with the EWG facilities manager in advance in order to support transporting materials to the work site in accordance with Edwards Air Force Base flight line driving policy. Staging area for materials and equipment will be made available on site.

Prohibited Items The following items are prohibited within the EWG Complex: Cameras, illegal drugs, weapons, video and audio cassette recorders, recorders and tapes, binoculars, film and computer media (laptops and pda’s) and cell phones. CD players (non recordable) and radios are allowed.

Safety The contractor shall comply with all Edwards Air Force Base safety standards and all OSHA or AFOSHA standards. Resolution of citations for violations of Occupational Safety, Health Act Safety, and Health Standards is the contractor’s responsibility.

Smoking Air Force Policy prohibits SMOKING in any Government vehicle or building in accordance with AFI 40.102 (3 Jun 1994). Smoking is permitted in “Designated Areas Only”.

Foreign Object Debris (FOD) and Installation Cleanup The contractor must comply with FOD requirements. The contractor is responsible for maintaining a FOD control program which shall consist of supplying an adequate number of covered trash and FOD receptacles in all appropriate locations while performing their duties at the work site. All equipment entering designated areas must be inventoried before and prior to leaving the designated areas. The contractor shall take precautions at all times to prevent Foreign Object Debris (FOD) while working on or around the flight line and shall be responsible for trash disposal and FOD control in association with this project. Contractor shall be responsible for job site cleanup daily, as well as clean up of all debris, excess material, packing, or waste resulting from performance of this contract when all work has been completed.
