Robinson R-44 Helicopter
FA9302-12-R-0014 - Attachment 1
25 October 2011
Robinson R-44 Helicopter
FA9302-12-R-0014 - Attachment 1
1.0 INTRODUCTION
Contractor shall provide aircraft, pilot with the ability to fly predetermined designated routes in desert and mountainous terrain at Edwards Air Force Base (EAFB) and surrounding areas. The contractor shall perform all requirements; obtain all permits and licenses in accordance to all applicable federal, state, and local guidelines.
2.0 PURPOSE
The Test Pilot School (TPS) is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. Test Management Projects
(TMP) teach the students the process of testing aircraft and aircraft systems. There is a concern with the threat and actual use of commercially available small dark aircraft to penetrate US airspace delivering illegal narcotics. TPS is to acquire instrumentation (for manned operations, communications, and reconstruction of operations “ground truth”) and operate commercially available small dark aircraft matching certain specifications. The intention would be for TPS to operate the vehicle as a surrogate target for the development of methods and techniques to detect and track the small dark aircraft.
3.0 SCOPE
3.1. Aircraft. The contractor shall provide to EAFB a Robinson R-44 Helicopter. The pilot will be given a route to fly and will be required to navigate the provided ground track with an accuracy of +/- .5 statute miles.
Aircraft Communication/Navigation equipment shall include a transponder with mode 3C capability and a
VHF or UHF aviation band radio. The aircraft may include, at a minimum precision navigation systems using Global Positioning System (GPS) or Inertial Navigation System (INS).
Aircraft shall be able to carry up to three personnel (one pilot/two students/staff) plus equipment.
Staff/students will carry-on hand held instrumentation systems that are approved by the TPS point of contact (POC) and coordinated with the contractor. Special instrumentation equipment may need to be secured to the aircraft during flights. Missions will not exceed the capabilities of the aircraft.
Aircraft Safety Equipment certifications shall be current, and are subject to inspection by government personnel. Safety features of the aircraft that are inoperable (such as bailout exits) shall be clearly placarded.
Contractor shall maintain airworthiness of aircraft in accordance with the requirements of 14 CFR Part 91
