About this file
This is a Sole Source Justification document for a short-term bridge contract for Materiel Management Operations (MMO) services at Edwards Air Force Base.
The Air Force Test Center (AFTC) at Edwards AFB seeks a six-month Indefinite Delivery Indefinite Quantity (IDIQ) contract valued at $2.2 million to provide critical MMO support to the 412th Logistics Readiness Squadron. The incumbent contractor, Data Monitor Systems, Inc. (DMS), a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in Oklahoma City, is the proposed sole-source awardee. The required services encompass a broad range of materiel management functions including asset management, equipment accountability, inventory control, customer support, hazardous material management, armory services, document control, mail processing, Defense Logistics Agency Disposition Services, flight service center operations, quality assurance, and documented cargo operations. DMS has performed these services since February 1, 2019, and possesses in-depth knowledge of performance work statement requirements, base procedures, and established workflow processes. The justification for sole-source procurement is based on the urgent need to prevent service disruption caused by administrative delays, including a government shutdown, that precluded timely completion of a full and open competition for the long-term five-year follow-on contract. A 30-day transition period for a new contractor would degrade service quality and impact mission operations.
Market research identified 22 vendors expressing interest and capability for the long-term follow-on contract through a Sources Sought notice posted on SAM.gov from April 8-29, 2025. However, insufficient time remains to complete competitive procurement before contract expiration. The proposed price will be evaluated using price analysis based on prices found reasonable on the previous DMS contract. The Contracting Officer determined costs will be fair and reasonable; certified cost and pricing data is not required as the services are classified as commercial items, though other pricing data may be requested. This short-term contract is intended to bridge the service gap while completing the competitive long-term acquisition process.

I. Contracting Activity.
The Contracting organization that is responsible for the proposed contract action is the Air Force Test Center (AFTC), Directorate of Contracting, AFTC/PZIOA, 5 South Wolfe Avenue, Edwards AFB, CA.
II. Nature and/or description of the action being processed.
This acquisition is anticipated to result in a new six-month Indefinite Delivery Indefinite Quantity (IDIQ) contract for Materiel Management Operations (MMO) at an estimated cost of $2.2M.
The proposed contractor is:
Data Monitor Systems, Inc. (DMS) 316 S Midwest BLVD Oklahoma City, Oklahoma 73110 Harvey Watson Email: h.watson@dmsok.com sharon.murray@dmsok.com Phone: 405.737.7950 SB category: SDVOSB
III. Description of supplies/services required to meet agency needs.
This acquisition is identified as mission essential in support of the Air Force Materiel Command (AFMC), Air Force Test Center (AFTC) at Edwards Air Force Base (EAFB) to perform the Materiel Management Operational (MMO) services. The Contractor shall perform duties within the following functional areas: Materiel Management, Asset Management, Equipment Accountability Element, Inventory Control, Customer Support Element, Hazardous Materiel Management, Inventory Control, Decentralized Material Support (DMS), Individual Protective Equipment (IPE), Armory services, Document Control, Mail processing, Defense Logistics Agency Disposition Services (DLADS), Flight Service Center, Quality Assurance and Documented Cargo operations as directed by the Government in accordance with DAFMAN 23-300 Materiel Management Procedures.
IV. Statutory authority permitting other than full and open competition.
This acquisition is conducted under the authority of 41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii), which allows other than full and open competition when the supplies or services requested by the agency are available from only one responsible source.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The 412th Logistics Readiness Squadron (LRS) at Edwards Air Force Base has a critical and continuing requirement for non-personal services to support its Materiel Management Operations (MMO). These services are essential for mission success and encompass a wide range of functions, Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 5April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 5 including the Customer Support Section, Equipment Accountability Element, Individual Protective Equipment, Central Storage Section, Receiving Section, and Flight Service Center.
The incumbent contractor, Data Monitor Systems, Inc. (DMS), is uniquely qualified to provide these services without a break in performance. Having served as the incumbent since February 1, 2019, DMS possesses an unparalleled and in-depth understanding of the Performance Work Statement (PWS) requirements, local base procedures, and established workflow processes critical to the 412th Test Wing's mission. Their personnel have developed essential working relationships with key Government personnel, ensuring seamless and efficient operations. A new contractor would require a significant transition period (30 days) to acquire this level of site-specific knowledge and operational proficiency, which would inevitably lead to a degradation of services and mission disruption.
The nature of this acquisition is driven by an urgent and compelling need resulting from unforeseen delays, including a government shutdown, which have prevented the timely completion of a full and open competition for the long-term follow-on contract. A lapse in these vital MMO services would severely impact the 412 LRS's ability to support the base's operational and testing missions.
Therefore, to prevent a critical gap in service, a short-term, sole-source contract with the uniquely experienced incumbent, DMS, is required. This action provides the necessary time to complete the fair competition process and award a new 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract without compromising mission support.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was conducted for the long-term follow-on requirement to ensure maximum practicable competition. A Sources Sought notice was posted to the Government Point of Entry (GPE), SAM.gov, from April 8, 2025, to April 29, 2025. This notice described the requirement for Materiel Management Operations (MMO) support for the 412th Logistics Readiness Squadron (LRS) and solicited capability statements from interested parties.
The market research efforts were successful in identifying a robust competitive field for the 5-year follow-on contract. A total of twenty-two (22) vendors responded to the Sources Sought notice, demonstrating significant industry interest and capability.
However, due to unforeseen administrative delays, including a government shutdown, it is not possible to complete this competitive process before the current contract expires. This has created an urgent and compelling need for a short-term contract to prevent a severe disruption in essential MMO services, which would negatively impact mission support at Edwards Air Force Base. There is insufficient time to solicit offers, evaluate proposals, and transition to a new contractor without an unacceptable break in service. Therefore, for this specific short-term requirement, soliciting offers from any source other than the incumbent is not practicable.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. The proposal will be evaluated using price analysis in

The proposed price for this short-term bridge contract will be compared to the prices found reasonable on the previous contract with the incumbent, Data Monitor Systems, Inc., for the same or similar Materiel Management Operations services. As these services have been determined to be commercial items, certified cost and pricing data is not required in accordance with FAR 15.403-4. However, the Government may request other than certified cost and pricing data to aid in the price analysis and ensure the final negotiated price is fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted to identify potential sources for the long-term, 5-year follow-on requirement for Materiel Management Operations (MMO). A Sources Sought notice was posted to the Government Point of Entry (GPE), SAM.gov, from 8 - 29 April 2025.
The results of the market research were positive, identifying a robust competitive environment. A total of twenty-two vendors responded to the Sources Sought notice, indicating significant industry interest and capability.
While the market research confirmed a competitive field for the long-term requirement, further research was not conducted for this specific short-term bridge contract. Due to unforeseen delays which have prevented the timely award of the competitive follow-on contract, an urgent and compelling need exists to avoid a gap in critical services. There is insufficient time to solicit and evaluate offers for this immediate, short-term need without causing an unacceptable break in service and mission disruption. Therefore, conducting additional market research for this contract was not practicable.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
N/A
X. List of any sources that expressed, in writing, an interest in the acquisition.
None known.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The market research conducted for the long-term follow-on requirement has not identified any significant or lasting barriers to competition. The research identified twenty-two vendors expressing interest and capability in performing the follow-on required Materiel Management Operations (MMO) services.
The barrier necessitating the current sole-source action is not due to a lack of capable sources but a significant amount of time due to unforeseen administrative delays. The primary action the agency is taking to overcome this temporary barrier is the award of a short-term contract. This action provides

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 5 of 5April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 5 of 5 the necessary time to finalize the longer term acquisition already in progress. Therefore, this contract action is the specific measure being taken to ensure the subsequent, long-term acquisition will be awarded competitively, removing the time constraint as a barrier to competition.
