About this file
This document is a Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items for the acquisition of services to provide Administrative and Training support for use of the Project Management Resource Tools (PMRT). The justification cites the statutory authority of 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures, and states that the Air Force's use of PMRT, including the Comprehensive Cost & Reporting (CCaR) system, is mandated by Air Force policy. The contract is a new, firm-fixed price commercial contract with an estimated period of performance from 7 September 2024 through 6 September 2029. The contracting officer determined that the anticipated costs will be fair and reasonable based on price analysis. The justification states that only Integrated Data Services (IDS) can provide the required PMRT and CCaR support, as evidenced by past outreach efforts and the lack of other responses. The related federal contract opportunity is for a fixed-price contract award to IDS for CCaR support, with a value of $5,590,896.44.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Formal market research was not conducted as AFI 63-101 mandates the use of the PMRT to include CCaR. Internet search results fand intellectual property constraints have determined that only IDS can meet our need for PMRT and CCaR support. This includes very recent other agencies Sources Sought wherein only IDS responded.

A notice of contract award (NOCA) will be posted on SAM to inform the public of our intent to use other than full and open competition.
X. List of any sources that expressed, in writing, an interest in the acquisition.
No additional sources have shown interest from NOCAs posted in the past. IDS does not have any authorized providers for the CCaR system.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
AFI 63-101 will continue to be monitored for any changes to the current mandate to use PMRT and CCaR. As part of the procurement process, we will continue to synopsize our intent via the GPE to inform the public of our intentions and to identify potential sources.
