Underground Storage Tank Q&As:
1. How many tanks are there and how many need inspections annually?
Inspections are conducted on a monthly basis. There is one annual inspection and certification. There are two service locations: 1) Gas Station and 2) Flightline. The Gas Station holds 3 tanks and the Flightline has 1 tank. Total amount of tanks is 4.
Appendix 3 in the PWS provides a more detailed description of the tanks.
2. How many dispensers at the Gas Station? How many nozzles?
There are 20 pumps at the gas station with a total of 24 nozzles.
3. Annual Monitoring System Certification at gas station to include Leak Detection
Sensors, Spill Containers, and Line Leak Detectors?
Reference Section 1.6.1.1 “The walk through will include but is not limited to the inspection of spill prevention equipment and containment apparatus, release detection equipment and containment sumps, review of the containment alarm history.”
4. Will you require pricing for Annual Vapor recovery testing at the gas station?
AAFES is responsible for the Annual Vapor Recovery Test.
5. Will any special access/badging be required for the Designated Operator Inspections, and access to the flight line generator tank?
Escorts are provided for the UST located on Edwards AFB Main Base FL.
6. Do you want annual Designated Facility Employee training as well?
Yes. Please reference PWS Section 1.6.3. “DUSTO Training. The contractor shall perform DUSTO training and provide training to facility employees in the proper operation and maintenance of the UST system(s) at least once every 12 months. “
7. Do you want triennial overfill prevention equipment (OPE) testing included as well?
State requirement, UST 3 years, water quality control board. Please reference PWS Section “4.4. Environmental Protection/Hazardous Materials Management. The contractor shall comply with all applicable federal, state and local laws, regulations and standards that are or may become applicable to contractor’s activities in performance of this PWS.”
8. Will either facility require secondary containment testing?
Not required.
9. The recent change to the Federal and State regulations require Designated Operator inspections to be performed every 30 days or less. This works out to thirteen inspections per year. Do you want the cost for the thirteenth inspection averaged into the twelve inspections in the RFP?
Please reference PWS Section 4.4. Environmental Protection/Hazardous Materials Management. The contractor shall comply with all applicable federal, state and local laws, regulations and standards that are or may become applicable to contractor’s activities in performance of this PWS.
