I. Contracting Activity.

The Air Force Test Center Contracting Division at Eglin, AFTC/PZZC, located at 102 West D Ave Eglin AFB, FL 32542, has the responsibility for this procurement action. Justification for Other Than Full and Open Competition is requested for the National Radar Cross-Section Test Facility (NRTF) Operations and Maintenance (O&M) contract.

This action is being requested under purchase request number F2ETG46259B 101.

II. Nature and/or description of the action being processed.

This will be a Cost Plus Award Fee (CPAF) contract extension of the existing NRTF O&M contract with URS Corporation (F A9200-08-C-O 179). This action extends the current URS Operations and Maintenance contract for 8 months. This action is planned for award on or about 30 September 2016.

Ill. Description of supplies/services required to meet agency needs.

The government has a requirement for O&M services for the National Radar Cross-Section Test Facility (NRTF) RCS Advanced Measurement System (RAMS) on White Sands Missile Range (WSMR), New Mexico. The O&M support includes the following mission areas: Project management/planning, systems engineering, test engineering, maintenance of the RAMS site (including equipment, facilities, infrastructure, vehicles, radar systems, support systems, and other items required for RCS testing), operations of RAMS site (including targets handling and storage, operation of the radar systems, data collection, and data storage systems}, security and environmental support, configuration management, and organizational support. The skills and expertise required consists primarily of engineers, software developers and programmers, project managers, test managers, Information Technology (IT) specialists, mechanics, mechanical and electrical technicians, security managers, environmental technicians, safety officers, and vehicle operators. Due to the nature of the contract requirements, the contract employees are required to have security clearances at the top secret level; the O&M contractor is required to obtain and maintain a facility clearance at the top secret level.

The contractor will provide the following services to support the NRTF under the contemplated contract:

1. The contractor shall provide all aspects of planning, provisioning, execution, analysis, and reporting in support of NRTF tests, RCS, and antenna pattern measurement mission conduct.

2. The contractor shall provide maintenance of the NRTF RAMS site facilities, grounds, infrastructure, vehicles, and systems used to conduct test, test support missions, ground maintenance, or RAMS support.

3. The contractor shall provide software support for programs like Signal Analysis, Basis Editing, and Reconstruction (SABER), including SABER development and performing SABER Low Observable LO analysis for NRTF customers. Other software packages currently used by the NRTF will also be supported.

4. The contractor shall provide project management and project planning support for test planning and support, infrastructure upgrades and improvements, and other ongoing investment efforts at the NRTF RAMS site.

S. The contractor shall provide financial management support for tracking manpower, services, and supplies for the operation of the NRTF RAMS site.

6. The contractor shall provide engineering and analysis support. The engineering disciplines to be supported are:

mechanical, electrical, systems, environmental, and software engineering.

7. The contractor shall provide support in the generat ion and management ofNRTF's technical data to include conducting RCS and antenna pattern measurements, data processing, and data distribution support.

8. The contractor shall provide IT, automated data processing equipment, computer informarion system, and network administration support. This includes support of the standard USAF desktop environment, multiple engineering workstation environments, fi le servers, printers, scanners, and plotting systems. The contract shall also provide support for a broad range of operating systems and networks for both the NRTR RAMS site as well as B 1262, the CNI lab, and the "NRTF SCIF/SAPF locared on Holloman Air Force Base.

9. The contractor shall provide CONUS travel to suppon NRTF customer requirements.

JO. The contractor shall provide the necessary security support for the NRTF RAMS site, test program support, and visit request support for NRTF and 96 Test Group personnel.

IV. Statutory authority permitting Other than Full and Open Competition.

10 USC 2304(c)(2), as implemented by FAR 6.302-2, Unusual and Compelling Urgency.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicabili ty of authority).

FAR 6.302-2 Unusual and Compelling Urgency: The NRTF relies solely on the O&M contractor to provide Low Observable expertise, RCS, and antenna pattern data for a wide rnnge ofOoO customers and highly classified acquisition programs. The NRTF, the E-OMS contractor, and the current O&M contractor are leaders in the RCS community. The NRTF executes its mission by providing world-class experts in Low Observable (LO) and RCS testing manpower, engineering tools, computer analysis, data and expertise in support ofDoO and multi-service test support for legacy and future LO platforms. Organizing, training, and equipping another contracto r to conduct low observable RCS testing (e.g. not utilizing the current workforce at the NRTF) would incur a delay of a year for training and equipping personnel for test and evaluation activities at RAMS. This does not account for delays lhat would be incurred due to obtaining proper security and facility clearances for a replacement workforce.

The O&M work at the f\."RTF has been subcontracted by RT&T to TIKlgak Corporation . The Facil ity Clearance (FCL) package for TIKigaq is currently being processed by the government and will not be com pleted in ti me for contract performance start date. Initial ly, RT &Twas not allowed to ini tiate FCLs for its subcontractors until after it had obtained its own. Prior to RT &T being able to obtain its own FCL, it had to obtain a new Eglin AFB Address CAGE Code, because the address it used in it's E-OMS proposal was a corporate address. Addi tionally, the CAGE submission couldn't be accomplished unti l a contract was awarded and a contract number was provided. RT&T obtained its new CAGE Code on 26 April 2016, obtained a signed 0 0 254 from lhe government on 11 May 2016, and submitted the FCL paperwork on 11 May 2016. Concurrently, RT&T prepared all of the necessary paperwork for T!Klgak's clearances in advance of the official request. On 12 August 2016 RT&T obtained lheir FCL, and on the same day it submitted the necessary paperwork for TIK!gaq's FCL. Once it was able to submit the request for TJK!gak. RT &T coordinated the security clearance (SF 86) and FCL paperwork with the local OSS office to ensure that there were no errors. The security and facility clearance process is under the auspices of an agency other than the Air Force; the Ai r Force has no control over the timeliness of the processing ofrhe packages. It is es timated U1at

Updated: 15 Mar 16 Page 3or 14 the time required for the E-OMS sub-contractor to acquire the necessary FCL and security clearances for its management personnel will be six or seven months however, this timeline could vary significantly.

The first day of performance for the new E-OMS contract is I October 2016. The process for TIKlgak to obtain the FCL and security clearances for their managers has been delayed due to the requirement for RT&T to first obtain their own FCL and then sponsor TIKlgaq as its subcontractor. TIKigak will not meet the I October 2016 need-date with regard to management personnel security clearances and FCL, thus preventing the work from being transferred onto the E-OMS contract. If the work were transitioned as planned, the E-OMS sub-contractor's lack of the FCL and clearances for their leadership would, in tum, cause a total work-stoppage at the NRTF, adversely affecting major acquisition efforts across the DoD.

The O&M effort at the NRTF is a highly specialized service which includes operating and collecting highly classified Radar Cross-Section data for DoD and industry programs. As the incumbent contractor, URS Corporation has the required security clearances and FC~ to perform the O&M service. Due to the pending FCL and security clearances for the E-OMS sub-contractor TIKlgaq, the imminent work stoppage at the NRTF. and the adverse impact to major acquisition efforts across the DoD, this extension is critical to the mission success of the Test Wing. Because of the high classification and special access nature of the programs tested at the NR TF, finding another service provider with the proper clearances (Top Secret) and special access to the programs tested, which is often a separate and lengthy process, is not possible.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Based on the highly specialized skills required to operate the systems at the NRTF, the security and facilities clearances, and the highly classified programs supported, other sources for services and supplies could not be solicited in a timely fashion to accommodate the urgent need of a cleared, experienced O&M contractor to operate and maintain the NRTF RAMS site. The follow-on E-OMS contract, discussed earlier, was awarded via a competitive source selection process. The future generations of contracts for NRTF O&M support are expected to be competitive efforts, consistent with the previous acquisition history. In accordance with FAR 5.202(a)(2), this action is not required to be synopsized.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer anticipates that the cost to the Government will be a fair and reasonable price, based on the Government estimate, the contractor's proposal, the program manager's technical evaluation. In accordance with the Truth in Negotiations Act (TINA) and FAR 15.403-4 ,a certificate of certified cost or pricing data will be obtained.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Due to the highly specialized skill set and the highly classified operations, no additional market research was conducted. Furthermore, there is no other contractor able to meet the stringent security requirements in the allotted time to meet test mission time lines.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The extension of the existing O&M contract supporting the NRTF is an emergency path taken due to the delay in receiving the facilities clearance letter and security clearances for one subcontractor for RT&T under the E-OMS contract. The subcontractor is crucial to the operation and maintenance of the NRTF RAMS site. The duties

Justification and Approval {J&A) for Other Than Full and Open Competition perfonned by the subcontractor entail working closely with highly classified targets, mounting/dismounting, repairing, installing the target on the pylon, operation of the pylon/silo, storing targets and working directly with our classified customer base. Additionally, these same individuals are responsible for maintaining all the facilities, capabilities and infrastructure {including working in Special Access environments) to ensure mission success ofDoD low observable programs. The result of non-access to the site, the target buildings and the target silo, translates directly into mission failure.

X. Ust of sources, if any, that expressed interest in the acquisition.

See Section VI above

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The follow-on contract, E-OMS, was competitively awarded. No further sole source actions are anticipated for this effort.

XII. Certification by the Contracting Officer.
