About this file

This is a Statement of Objectives (SOO) for the repair of an Allis Chalmers 1409 axial compressor footer at Arnold Engineering and Development Complex (AEDC) in the Propulsion Wind Tunnel Area. The north-west footer female attachment threading has stripped out of four mounting holes, requiring comprehensive repair work. AEDC will perform preparatory work including removal of agreed-upon ducting, couplers, and disconnection of support services (oil lines, drain lines, instrumentation) prior to contractor arrival to enable lifting of the compressor as a unit.

The contracted work is divided into two Contract Line Items (CLINs). CLIN 1 encompasses lifting the 80,000-pound compressor, repairing all 2-1/2"-8 hold down threads on the damaged footer to original specification or greater (4 threaded fittings), repairing the remaining 2-1/2"-8 hold down threads on the three remaining footers (12 bolt holes), repositioning the compressor to its original location, and replacing 16 old bolts with new hold down hardware meeting or exceeding original specifications. The contractor must provide crane services, submit a lift plan five working days prior to the lift (with December 22 through January 3 and weekends considered non-working days), and perform inspection of compressor lifting points. CLIN 2 includes reconnecting the compressor to the motor and aft compressor via removed couplers and shim packs (requiring crane lift of approximately 2,000-pound couplers with hubs and spool piece installed separately), reconnecting hydraulic lines with AEDC engineering assistance, and performing cold alignment of the complete drive system consisting of an electric motor and two compressors in series.

SOO: AEDC Compressor V1409 Footer Repair

1) PROBLEM STATEMENT

Arnold Engineering and Devepment Complex (AEDC) has a compressor footer failure in the Propulsion Wind Tunnel (PWT) Area. The north-west footer female attachment threading has stripped out of the 4 mounting holes. These mounting holes are for an Allis Chalmers 1409 axial compressor.

2. DESCRIPTION OF SYSTEM

2.1. The drivetrain is shown in Attachment 1, Drawing 16-533-033. The compressor with the damaged thread is circled on RED.

2.2. Attachment 2, Photos of damaged footer.

3. WORK TO BE PERFORMED

3.1. AEDC work that will be performed prior to contractor arriving at AEDC

3.1.1. Agreed upon ducting is removed. Requires a site visit prior to contract award.

3.1.2. Couplers are removed

3.1.3. Compressor is disconnected from support services: oil lines, drain lines, instrumentation, etc. This is to allow the contractor to perform a lift of the compressor as a unit when they arrive.

3.2. Contracted Vendor to perform repair required work

3.2.1. CLIN 1

3.2.1.1. Lift compressor as a unit and replace unit after repair is completed, if required

3.2.1.1.1. Compressor weight in 80,000 lbf

3.2.1.1.2. Contractor is responsible for providing the crane

3.2.1.1.3. Lift plan is to be submitted 5 working days prior to conducting lift. Dec 22 – Jan 03 and weekends are considered non-working days.

3.2.1.1.4. Inspection of compressor lifting points are to be

performed to ensure lifting points are in a condition to support the lift.

3.2.1.2. Repair all 2-1/2”-8 hold down threads to original spec or greater on damaged footer. This includes 4 threaded fittings.

3.2.1.3. Repair remaining 2-1/2”-8 hold down threads to original spec or greater for remaining 3 footers. This includes 12 bolt holes.

3.2.1.4. Move compressor back to original location and secure to footer per specifications.

3.2.1.4.1. Contractor is responsible for providing the crane

3.2.1.4.2. Replace old bolts with new hold down hardware that meets or exceeds original specs. This includes 16 bolts.

3.2.2. CLIN 2

3.2.2.1. Reconnect compressor to motor and aft compressor via AEDC removed couplers and shim packs.

3.2.2.1.1. Contractor will be required to provide a crane to lift couplers in place to attach. Coupler weight is approx.

2000 lbf

3.2.2.1.2. Hubs and spool piece which make up the coupler are installed separately (not assembled as a unit).

3.2.2.2. Reconnect hydraulic lines to removed compressor. AEDC will provide engineering assistance/guidance for this task.

3.2.2.3. Perform a cold alignment of the complete drive system after repairs and drive system is reassembled. Complete drive system consists of Electric motor and 2 connected compressors that are in series.
