About this file
This is a Sources Sought Notice issued by the Department of the Air Force, Headquarters Air Force Test Center (AFMC) at Edwards Air Force Base, dated 31 August 2026, for market research purposes only. The notice seeks information from commercial vendors capable of designing, producing, and installing a temporary building wrap at the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee. The project requires showcasing the AEDC test mission (past, present, and future) on a designated facility's exterior, with several potential installation locations currently under evaluation, some of which have historic designations.
The government seeks high-quality, weather-resistant, UV-protected vinyl or similar commercial equivalent materials suitable for temporary exterior building installation, paired with non-destructive installation methods compliant with State Historic Preservation Office (SHPO) guidelines for temporary structures—such as tension frames, non-damaging adhesives, or anchor points that do not deface historic masonry or permanently alter building facades. The applicable NAICS code is 541850 (Indoor and Outdoor Display Advertising) and PSC is T099 (Photo/Map/Print/Publication—Other). Interested vendors must submit a Capability Statement not exceeding 5 pages addressing: company profile (name, CAGE code, UEI, socio-economic business size standard); technical capability and approach for large-scale temporary wraps on historic or sensitive facades; estimated lead time from site survey to final installation; rough order of magnitude pricing for various wrap sizes; and specific questions requiring answers before submitting a quote. This is voluntary market research; no award will be made directly from this notice, and the government will not pay for response costs. The Contracting Officer is Erica A. Anglin.
