About this file
This is a Notice of Intent to Restrict Competition and associated Solicitation/Contract Order for Commercial Products and Commercial Services issued by the Department of the Air Force.
The Arnold Engineering Development Complex (AEDC) at Arnold AFB, Tennessee intends to procure one HAAS brand horizontal CNC lathe (Product Service Code 3416) through restricted competition with Phillips Corporation (CAGE Code 3MPQ0). The requirement is classified under NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing). The Government requires the HAAS brand specifically to ensure compatibility with existing AEDC infrastructure, operator knowledge, programming software, and compatible tooling. Market research including three Requests for Information on GSA and a Sources Sought notice on SAM.gov confirmed that Phillips Corporation is the only authorized HAAS reseller for the Federal Government and that no existing Government-wide contracts can fulfill the requirement. The procurement is conducted under FAR 12.102(a) for acquisitions at or below the simplified acquisition threshold using FAR 12.201-1 simplified procedures, allowing direct negotiation with the single source.
The solicitation establishes a response deadline of 10:00 AM CDT on Thursday, May 21, 2026, though this notice is not a request for competitive quotes. The Government will consider all responses received by this deadline to determine whether to conduct a competitive procurement, with final contract award to Phillips Corporation if no favorable alternative responses are received. Delivery is scheduled for 10 weeks from the date of award receipt at AEDC (FY1476). Inspection and acceptance will occur at both the destination and DoDAAC F1EEMA locations. The pricing arrangement is firm fixed price. Standard FAR and DFARS clauses are incorporated, including provisions related to electronic payment submission via WAWF, representations and certifications, buy American requirements, and various compliance requirements for defense contractors. Contact information for inquiries is provided for Ms. Paytonne Szatkowski (Contract Specialist) and Ms. Erica Anglin (Contracting Officer).
