About this file
This is a Memorandum for Record documenting market research and acquisition planning for a horizontal CNC lathe procurement.
Arnold Engineering Development Complex (AEDC) requires a HAAS-brand horizontal CNC lathe for delivery to Arnold Air Force Base, Tennessee. The requirement is classified as a commercial off-the-shelf product under NAICS 333992 (machinery manufacturing) with a size standard of 1,250 employees and is subject to the nonmanufacturing rule. The Federal Supply Code is 3416. The Government conducted extensive market research, including posting three Requests for Information on GSA schedules, which yielded only one inadequate response from Burhani Enterprises, Inc., and posting a Sources Sought on SAM.gov, which identified Phillips Corporation (CAGE: 3MPQ0) as the only authorized HAAS reseller for the Federal Government. Phillips Corporation qualifies as a small business under NAICS 333992. The procurement will be firm fixed price with no significant price variations anticipated for this one-time purchase. Substantial cost savings justify the HAAS selection because AEDC already operates a HAAS ST20 lathe and possesses compatible programming software (FANUC protocol and Espirit CAM), tooling (Renishaw-style probe tools), and existing knowledge that can transfer to the new machine, eliminating redundant software purchases and reducing labor, testing, and training costs. The contracting officer concludes that a 100% small business set-aside solicitation will be issued via SAM.gov under FAR Part 12 procedures, leveraging FAR RFO 12.102(a) for brand-name restriction and FAR RFO 5.101(b)(1)(i) for presolicitation posting exception authority.

Memorandum for Record
SUBJECT: Market Research and Acquisition Planning for Horizontal CNC Lathe
1. Requirement:
Arnold Engineering Development Complex (AEDC) has a requirement for horizontal CNC lathe leveraging brand name HAAS. Delivery will be at Arnold Air Force Base, Tennessee. The estimated value
HAAS lathes currently exist with the same controls. Leveraging the same brand would improve efficiencies for a backlog of machining needs through existing knowledge of operating the machine, setting up the machine for operations, software processes (FANUC protocol programming software and post processor Espirit CAM software), tooling for on-going machining inspections (Renishaw style probe tool).
2. Market Research and Acquisition Planning Findings:
In accordance with FAR RFO Part 2, this requirement is a commercial product.
CNC lathes are utilized in various machine shops, aerospace, defense, automotive, and electronics industries. Thus, this will be firm fixed price as there are no significant changes in price for one-time procurements.
The Government posted three Request for Information on General Services Administration (GSA) under various schedules. The Government received one response from Burhani Enterprises, Inc. where the response copied and pasted the specifications. As such, the requirement cannot be met with any existing or modified Government-wide contracts.
The Government posted a Sources Sought on SAM.gov. The Government received several responses. One response led to the discovery that Phillips Corporation is the only authorized HAAS reseller for the Federal Government.
North America Industry Classification System 333992 is appropriate. The size standard is 1,250 employees. This requirement is subject to the nonmanufacturing rule. Federal Supply Code 3416 is appropriate.
Phillips Corporation (CAGE: 3MPQ0) is a small business under NAICS 333992.
There are saved costs on leveraging a HAAS Horizontal CNC Lathe. Since the shop already has a HAAS ST20 in the shop, AEDC currently has a programming post for this machine, thus purchasing the programming post for a different machine with a different controller is not
