About this file
This Statement of Objectives (SOO) details the modernization of the Exhaust Gas Cooling System (EC-1) at Arnold Air Force Base (AEDC). The primary objective is to re-engineer the water supply and redistribution system, focusing on improving flow rates, pressures, and controls to enhance system performance and efficiency. The contract requires comprehensive activities including design reviews (from 10% conceptual to 100% final), fabrication, procurement, installation, and checkout of the water supply system and supporting hardware.
Key deliverables include a Project Management Plan, Risk Management Plan, and multiple design review submissions with specific milestones such as Project Kickoff Meeting, Business Process Review, and various design review stages. The government will receive unlimited data rights to all technical data and drawings, and on-site training will be provided for new equipment. The SOO emphasizes flexibility for offerors to innovatively manage schedule, performance, risks, warranties, and subcontracts while maintaining clear government visibility into the project's progress.

Statement of Objectives (SOO) AEDC-Arnold AFB: EC-1 Cooler Modernization
Distribution A: Approved for public release: distribution unlimited.
1. Program Objectives Arnold AFB is restoring the Exhaust Gas Cooling System, EC-1. The objective of this effort is to re-engineer the EC-1 water supply and redistribution system. Address flow rates, pressures, and controls to ensure EC-1’s performance and efficiency by completion of design, procurements, fabrications, and installation. A performance of checkout verification will demonstrate the requirements specified in the attached Performance Parameters have been met. The minimum success criteria are described in the attached performance parameters.
2. Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to-be Performed
Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy all project requirements established in SOO Attachment 1 – Performance Parameters. Follow on tasks are as follows:
2.1.1. Design activities to include, but are not limited to: System Requirements Document Review (SRD), 10% Conceptual Design Review, 30 % Preliminary Design Review (PDR), 60% Design Review, 90% Critical Design Review (CDR), 100% Final Design Submission and Approval, and Procurement Review (PR).
2.1.2. Fabrication activities for the water supply and redistribution system and supporting hardware.
2.1.3. Procurement and delivery activities for water supply and redistribution system and supporting hardware.
2.1.4. Installation activities for water supply and redistribution system and supporting hardware
2.1.5. Checkout and calibration activities and support for water supply and redistribution system and supporting hardware
2.2. Milestones
Planned, significant events scheduled to occur at specific times in performance of the SOW.
Milestones shall include, at a minimum
• Project Kickoff Meeting
• Business Process Review for Water Supply System
• System Requirements Document Review (SRD)
• 10% Conceptual Design Review for Water Supply and Redistribution System
• 30 % Preliminary Design Review for Water Supply and Redistribution System
• Authorization to begin procurement of any long lead items.
