About this file

This document is an amendment to a Request for Quote (RFQ) for a Charpy Impact Machine with a 450-joule capacity, issued under solicitation number FA9101-24-Q-B050 by the Department of the Air Force Materiel Command Test Center.

The key details are:

  • The RFQ originally specified a 450-joule capacity machine, with an option to purchase a 900-joule upgrade hammer in the future.
  • Vendors had questions about the energy requirement, which the government clarified - the 450-joule capacity is the requirement, with the 900-joule upgrade as an optional future purchase.
  • Vendors also inquired about country of origin concerns, which the government addressed by referencing DFARS clauses on qualifying country sources and the Buy American Act.
  • The government granted a deadline extension for vendor responses to the RFQ from August 14 to August 16, 2024.

MEMORANDUM FOR VENDORS UTILIZING NAICS 334516 – ANALYTICAL LABORATORY

INSTRUMENT MANUFACTURING

FROM: AFTC/PZIA (ARNOLD)

SUBJECT: FA9101-24-Q-B050 – Charpy Impact Machine: Amendment 3

1) Amend 1

a) Contractor Question: Is it possible to get an extension to Friday?

i) Government Answer: Yes, it can be extended to 16 August 2024, 1:00PM CST.

2) Amend 2

a) Contractor Question: We have a question about the Spec’s for this purchase? Can we get clarification on the energy requirement for the tester? The description says 450-joule capacity.

But, then it states 900-joule max capacity with an upgraded hammer.

i) Government Answer: The requirement is for a 450-joule. If higher energy testing is needed in the future, we want to simply purchase a hammer upgrade (900 joules) rather than an entirely new unit

3) Amend 3

a) Contractor Question: Is the country of origin for this solicitation of concern?

i) Government Answer: As detailed in the model contract, an attachment to the combined synopsis solicitation, refer to DFARS 252.225-7002 – Qualifying Country Sources as

Subcontractors and DFARS 252.225-7000 – Buy American--Balance of Payments Program

Certificate.
