Air Force Test Center, AFTC/PZI (Arnold) is the contracting agency and organizational activity responsible for this proposed contracting action, located at 100 Kindel Drive Suite A332, Arnold AFB, TN 37389.

This is a new action for the replacement of intercom systems in multiple test cell control rooms at Arnold Engineering Development Complex (AEDC), Arnold AFB, TN. It is the intent of AFTC/PZI (Arnold) to directly negotiate with one source, Compunetix Inc. (Compunetix) (CAGE: 8C319 UEI: ENKEEGPLQM86), to meet the Government's requirement for delivery, installation, training and checkout of a red (classified)/black (unclassified) intercom system to replace the existing base intercom systems. It is the intent of the Government to award a requirements type contract with a five year ordering period. A firm-fixed pricing arrangement will be established at the DO level for each one-year period of the five-year ordering period.

AEDC at Arnold AFB located in Tennessee has a requirement to replace intercom systems . AEDC control rooms provide various testing and analysis capabilities.

Classified systems are currently subject to the following security requirements: Committee on National Security Systems Advisory Memorandum TEMPEST/1-13 - Red/Black Installation Guidance; Director of Central Intelligence Directive 6/3 - Protecting Sensitive Compartmented Information within Information Systems; Office of the Director or National Intelligence Community Directive 503 - Intelligence Community Information Technology Systems Security Risk Management; and Federal Information Processing Standards Publication 197 - Advanced Encryption Standard. The system must also be compliant with National Fire Protection Association (NFPA) standards 70-20 National Electrical Code and 70E-18 Standard for Electrical Safety in the Workplace.

The Government anticipates issuing a requirements type contract with an available five-year ordering period directly to Compunetix, Inc (Compunetix), a small business and the only source capable of meeting this acquisition's requirements, with an estimated maximum ceiling of $4.9M and a minimum guarantee of $500K.

Funding will be provided at the delivery order level as the need arises and as funding is available.

The independent Government estimate (IGE) for this effort has been calculated based on previous prices paid for the same or similar items. Estimated unit prices for years two through five include markups based on projected consumer price indices for those periods.

The Government intends to issue a delivery order immediately following award of this contemplated contract in the amount of . A certified Form 9 with fiscal year (FY) 24 research, development, test and evaluation (RDT&E) funding in the amount of has been received. Complete funding is expected before issuance of the request for proposal (RFP). The initial delivery order includes various equipment, delivery, installation and training for the

. Attachment 1 details the equipment included for each control room and the estimated price based on the independent Government estimate (IGE). Delivery is required no later than 365 days after receipt of order.

The anticipated Contract Line Item Number (CLIN) structure for the requirements type contract is as follows:

CLIN Description Qty UOM 0001 Intercom System Replacement 1 Lot Equipment and Installation. All equipment and installation shall be IAW the Price List found at Attachment 1 of the contract and shall be billed upon delivery/acceptance or at the end of the period of performance as specified in the delivery order. Compunetix, Inc. shall provide all labor and transportation necessary to install equipment to Arnold AFB, TN as determined on a delivery order basis.

All travel expenses will be negotiated at the delivery order level.

In the event items become unavailable or obsolete/superseded by newer versions, the addition/replacement of substitutions will be approved and prices will be negotiatedupon contract modification. PoP (estimated) 1 February 2024 - 30 January 2029.

This sole source justification is prepared IAW DAFFARS 5313.501 - 10 U.S.C. 3572, and IAW the authority at 10 U.S.C. 3204(a)(1).

Per 10 U.S.C. 3204(a)(1), use of procedures other than competitive procedures are authorized when the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.

AEDC requires a red/black intercom system Compunetix is the only known source available to provide compatibility with AEDC's existing control system that also meets all security requirements.

Market research was conducted to identify other suppliers for commercial intercom components compatible with existing systems at AEDC. Capabilities were reviewed for alternate systems including those of ; however, each of those intercom systems are unique. Currently, does not have communication and instrumentation interfaces compatible with what is currently established for the control rooms of the test centers at AEDC today.

Implementation of these alternates would require re-design of existing AEDC hardware and software external to the intercom systems in addition to retraining of personnel, the cost of which could not reasonably be made up through competition. While does offer products that are compatible with some AEDC systems, they do not meet the current requirement of being TEMPEST/1-13 certified.

Based on market research efforts, Compunetix Inc. is the only responsible source interested in and capable off satisfying the subject requirement. No other supplies can meet the subject requirement.

Over the last few years, AEDC has been replacing intercom systems across the base as part of an Enterprise Solution. Most recently, Furthermore, by the Test Operations and Sustainment (TOS) contractor. The CONTEX system from Compunetix was

During market research, other vendor offerings including those of and were reviewed; however, each system is unique to those vendors. While provides products that are compatible with some communication and instrumentation interfaces at AEDC, they do not meet the full requirement for this effort, including TEMPEST 1-13 certification and the ability to accommodate up to four user headsets. The CONTEX system from Compunetix was chosen as it is the only known red/black system that is compatible with the existing control system.

A previous sources sought was posted for contract number FA9101-23-Q-B012 to GSA eBuy (RFQ1598299) and SAM.gov (FA9101-23-Q-INTERCOM) from 1 December 2022 through 9 December 2022. One response was received to RFQ1598299; however, the capabilities statement provided was not relevant to the acquisition. Two responses to FA9101-23-Q-INTERCOM were received. Compunetix noted that it is the sole authorized source for the design, manufacture, sales, installation, training, warranty, software support, hardware repairs and upgrades for the required CONTEX MVP system and supporting parts.

provided a capabilities statement recommending their own product. After technical review and direct communication with , it was determined that the products did not meet the full requirement, including TEMPEST 1-13 certification and the ability to accommodate up to four user headsets.

Ultimately, contract FA910123PB014 was awarded directly to Compunetix.

A synopsis of proposed contract action was posted to SAM.gov from 1 December 2023 through 8 December 2023. The posting contained all required elements IAW FAR 5.207, including identification of the intended sole source and a statement that all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency IAW FAR 5.207(c)(16)(ii). No communication was received in response to the posting.

The AbilityOne Procurement list of Products and/or Services, located at the following website: https:// www.abilityone.gov/procurement_list/, was queried on 13 December 2023 to identify a supply (or any similar supply) that could meet this requirement. Upon conclusion of this query, it was determined that the AbilityOne Program cannot fulfill this requirement. Additionally, there are no mandatory use policies that apply to this acquisition, and, based on market research, there are no existing enterprise solutions available that can be leveraged to meet this acquisition.

Price fair and reasonableness will be made IAW price analysis techniques found at FAR 13.106-3(a)(2) using a Government calculated Total Average Price (TAP). The TAP will be calculated by first establishing the average price per unit of measure for each CLIN. The average price per unit of measure for each CLIN will be calculated by adding together the proposed prices for each one year ordering period, then dividing the sum by the number of one year ordering periods reflected under the CLIN. Next, the calculated average price per unit will be multiplied by the estimated total quantity for each CLIN for the five year ordering period to arrive at the total estimated price for each CLIN. Finally, the total average price for each CLIN will be added together to arrive at the Government calculated

TAP.

In accordance with FAR 10.001(a)(2), market research was conducted appropriate to the circumstances for this procurement (see section VI for additional details). Compunetix Inc. is the only known vendor who can satisfy

March 2023 Page 5 of 5 the requirement due to patented/proprietary technology and ability to manufacture equipment that fits existing hardware, and there are no other supplies that can meet the subject requirement.

AEDC has a satisfactory past performance history with Compunetix for the acquisition and installation of red/black intercom systems under AEDC's Test Operations and Sustainment (TOS) contract, and
