QuestionsGovernment Response
1B100 annex parking lot has tow specifications for striping/paint (Federal and TDOT). These condradict eachother in a few areas, which does the Government prefer.Contractor shall use TDOT specifications
26th street section between N. Hap Arnold and fence calls for 3" of gravel on top of FDR layer. 3" of gravel is redundant and raises the roadway high above shoulder. Will the Government allow the road to be constructed without the 3" gravel layer?Yes, contractor shall construct the roadway using FDR and can omit the additioanl 3" of gravel.
36th street section between N. Hap Arnold SOW requires FDR design which implies fully engineered design, which is both expensive and time consuming. Is this a firm requirement of the Government? No, intent of Government to have submittal record of component mixture and not a fully engineered FDR design.
4How and where are bids to be delivered?Bids are due 20 Sep 23, 1:00PM CST, delivered physically, to the CO who will be at the Arnold Visitor Center, Arnold AFB, TN for bid opening.
5Can you give us some insight on the 12” full depth reclamation for the base bid? It looks like 6.5” out of the 12” is mix and base stone, does this mean only 5.5” of the remaining section is cement stabilized or is the section 12” cement stabilized, 3” stone, 3.5” asphalt?Contractor shall perform 12" full depth reclamation from the surface of the existing roadway. Once full depth reclamation has been completed a 2" binder course will be added and then a final 1 1/2" Grading E surface shall be added. Please see attached image.
6With the rail line abandoned and not in use, does the Government want to pave around the existing or can the contractor demo the line that crosses 6th Street near N. Hap Arnold? The rail line shall be demolished on 6th street. Contractor shall provide clean cut end with no rail or rail structure left sticking up to create a hazard.
7Can the Government provide a utility map of road section to receive FDR?Please see attachment.
8Will Sixth St. be able to be completely shut down to traffic to allow the FDR?The Government will shut down Sixth street during the FDR
