Is it acceptable for a contractor to provide and detail their recommended solution to the issues the Government has identified or are we required to only bid the scope explicitly identified by the Government?

Please provide the best solution based on the Statement of Work provided by the Government. Please see latest revision (Atch 9).

Since the spaces are essential, occupied, and used daily, please confirm if all construction activities must occur during off-hours? Confirm there are approximately 5 people working in room 1212 daily?

The space must be conditioned to support work in Room 1212/1214. This project will therefore require a scheduled outage for demo/install and will need to be coordinated to minimize impact to mission-critical activities. Current schedule now shows ideal installation period from mid-September to mid-November 2022, but is subject to change. Options/costs to potentially accelerate schedule to minimize outage should be included in proposal response.

Please confirm whether or not the Government will be responsible for removing/protecting Government personnel items within the space during construction? Confirmed

Please confirm whether bid bond will be required as part of bidder submissions, and whether Payment and Performance bonds will be required upon award to the successful bidder? A Bond is not required for this contract.

5 Please outline insurance requirements for this project?

Insurance limits will be included in the contract, usual to this type project. Work Comp - $100K; General Liab. $500K per occurrence; Auto Liab $200K per person, $500K per occurrence-bodily, and $20K per occurrence-property. Clause 52.228-5 has been added for Insurance-Work on a Government Installation

6 What are the lower and upper budgetary limits for this project? The governments is not required to issue these limits in a Supply/Install contract.

Confirm new thermostats in both rooms are to include displays for temperature and humididty per discussion at site walk? Confirmed

8 Confirm a disconnect switch shall be installed for the electric heater? Confirmed

Confirm this job is tax exempt and provide tax exempt certificate. It is our understanding that the state of Maryland does not treat government agencies as tax exempt? This Job is not tax exempt. SOW has been revised to reflect as such.

Please clarify the the AHU is a 100% fresh air unit, or a recirculated air unit and if the fan is equipped with

VFD.

Air is recirculated. There is a fresh air damper. We do not know if it works, or how it is supposed to work.

Include this as part of the solution. Existing fan is not equipped with a VFD.

11 Please also provide the control diagram and/or control sequence. The photo is all we have.

11.1 Typical control point for a 100% fresh air unit - outside air damper open/close command, outside air damper status, filter alarm, heating valve, cooling valve, fan start/stop, fan status, supply air temp, supply air humidity, heating coil leaving temp. (if fan with VFD, we will need fan speed control, possibly supply air static pressure)

Part of the Contractor's Solution is to determine, in your best judgement, what will provide the best answer to the current heat, air and humidity issues, within these rooms. Currently, there is a recirculation system in place with approximately a 10% fresh-air input and no VFD in place. However, management is unsure if the outside air damper is working properly.

Typical control point for a re-circulation air unit - Mixing air damper control, mixing air damper, filter alarm, heating valve, cooling valve, fan start/stop, fan status, supply air temp, supply air humidity, return air temp, return air humidity, heating coil leaving temp. (if fan with VFD, we will need fan speed control, possibly supply air static pressure).

Same as above 11.1 response.

11.1.b - Not sure if there is a return fan. There is no return air fan.

11.2 Please provide the close-up copy of the Sequence of Operation (in the pink circle) on photo #405-1208 Pneumatice Control Center, sent with Amendment 0001. Photos provided.

12 Please provide the current dehumidifier make and model, if the current unit has been satisfactory. Current unit does the job well. Model is Whynter RPD-951DXP*
