About this file

This document contains a sources sought notice and information on a related future federal contract opportunity. The sources sought notice is a market research tool being used by the Arnold Engineering Development Complex to determine industry availability to provide engineering, programmatic, and technical Advisory and Assistance Services in support of test and evaluation programs for hypersonic weapon systems. The required services include expertise in areas such as hypersonic vehicle and ground test design, hypersonic facilities operation, flight test techniques, modeling and simulation, and program management. Responses to five questions were requested by December 8, 2020.

The related federal contract opportunity will be a cost plus fixed fee contract solicited under NAICS code 541715 and set aside for 8(a) small businesses. It will be awarded on or about May 1, 2022 by the Air Force Test Center to provide technical support and advisory services for hypersonic test and evaluation requirements managed at Arnold Air Force Base, including assistance with strategic planning, technology design and development, fielding of test capabilities, conducting tests, analyzing results, and supporting roadmap efforts.

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for proposal, and no contract will be awarded from this notice. No solicitation or draft Statement of Objectives is available at this time.

A Sources Sought is a market research tool used to determine: the availability and adequacy of industry sources to support described efforts; the method of acquisition; and the subsequent issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

This Sources Sought supports Arnold Engineering Development Complex (AEDC) at Arnold AFB, TN market research efforts for engineering, programmatic, and technical Advisory and Assistance Services (A&AS). The Test Resource Management Center (TRMC) executes multiple programs through the Test and Evaluation/Science and Technology (T&E/S&T) Program and the Central Test and Evaluation Investment Program (CTEIP) at AEDC that require A&AS support. This support is required to 1) provide specialized expertise in Test and Evaluation (T&E) of hypersonic weapon systems; 2) support development of new T&E technologies for hypersonic weapon systems; 3) support establishment of new T&E facilities and capabilities for hypersonic weapon systems; 4) conduct T&E of hypersonic weapon systems; and

5) provide strategic planning for investment and technology development in T&E of hypersonic weapon systems.

In order to provide requisite A&AS support, the contractor must possess recognized expertise and demonstrated experience in several highly-specialized fields, including but not limited to:

Hypersonic boost-glide, scramjet, and interceptor vehicle design and T&E o Designs o Operating characteristics o T&E requirements

Hypersonic weapon system ground test techniques, including:

o Boost-glide aerothermal, aerodynamic, and aerostructural T&E o Scramjet performance, operation, and characterization T&E o Interceptor design, performance, and effectiveness T&E o Aero-optical T&E o Weather encounter simulation T&E o Test article design

Hypersonic ground test facility design and operation, including:

o Shock and expansion hypervelocity facilities o High-enthalpy and ablation facilities o High-pressure, high-temperature storage heaters and air delivery systems o Ballistic range facilities o Hypersonic wind tunnel facilities o Civil, construction, and environmental regulations and requirements

Hypersonic flight test techniques, requirements, and concept of operations, including:

o Boost-glide, scramjet, and interceptor flight test requirements o Mission planning capabilities o Forward-deployment activities o Data collection requirements and methods

Unmanned Aerial Systems (UAS) development, fielding, operation, and sustainment, including:

o RQ-4 and MQ-9 design, operation, and maintenance expertise o Logistics support o Airworthiness support o Department of Defense and Air Force UAS regulations and contractual requirements for flight operations o Sensor systems integration

Multi-spectral imaging on ground and airborne platforms and for ground test facilities Atmospheric sensing on ground and airborne platforms Modeling and simulation capabilities, including:

o Computational fluid dynamics tools o Facility design software o Boundary layer stability and transition

Uncertainty quantification processes and assessments

Additionally, the contractor must provide services in the following areas:

Program management Project management Financial management Contracts management

To prevent conflicts of interest, firms must meet the following requirements to be eligible for the A&AS sought:

Must not be currently participating or planning to participate as a prime contractor or subcontractor supporting projects within the TRMC T&E/S&T and CTEIP programs.

Must not be currently participating or planning to participate as a prime contractor or subcontractor in operations or sustainment of any of the Major Range and Test Facility Base (MRTFB) locations.

Must not be currently participating or planning to participate in A&AS support to any organization within the MRTFB, including support to the Air Force Test Center as part of the Technical Management and Advisory Services, except for A&AS support to T&E/S&T and CTEIP.

Must not have any current or planned efforts directly supporting hypersonic weapon systems development.

Firms whose capabilities can support the required A&AS may submit a capabilities statement and provide a response to the survey questions indicated below to john.stewart.33@us.af.mil no later than 8 Dec 2020, 5:00pm CST.

Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry.

Q1 – Does your company have demonstrated experience with recognized expertise supporting the DoD in the fields discussed in this Sources Sought? If so, please list the effort(s), with supporting details, that result in addressing all of the fields and provide contact information for the Government Contracting Officer’s Representative (COR) for each effort.

Q2 – Does your company have demonstrated experience providing A&AS Services to DoD organizations in the area of hypersonic weapon systems? If so, please list the organizations supported and provide contact information for the Government COR.

Q3 – Does your company have demonstrated experience providing A&AS Services to DoD organizations in the area of T&E for hypersonic weapon systems? If so, please list the organizations supported and provide contact information for the Government COR.

Q4 – Does your company have experience providing A&AS Services to DoD organizations in the area of technology development for T&E of hypersonic weapon systems? If so, please list the organizations supported and provide contact information for the Government COR.

Q5 – Does your company meet the conflict of interest requirements outlined above regarding no current or planned participation in on-going projects within T&E/S&T and CTEIP, contracts supporting operations or sustainment in the MRTFB, in A&AS efforts supporting the MRTFB, and in hypersonic weapon systems development?
