The proposed action is for a new, firm-fixed-priced (FFP), indefinite-delivery indefinite-quantity (IDIQ) contract to purchase Scanivalve Digital Thermocouple Scanners (DTS) in addition to factory recalibration of new and existing DTSs. These items are an embedded component in the designed and operational Enterprise System for Test Data Acquisition Recording and Redistribution (eSTARR) system.

This is a brand name justification for an IDIQ with an estimated total contract amount of over a five year ordering period.

AEDC at Arnold AFB, TN has a requirement for new DTS equipment, in addition to recalibration of exisiting DTS equipment, as manufactured by Scanivalve Corporation over a period of five years (FY22-FY26). These scanners will be installed in all transient data systems across AEDC.

New Units:

Approximately 65 each DTS4050/32Tx

Approximately 23 each DTS4050/32Tx/PJ

Recalibration:

Approximately 120 units, DTS4050/32Tx or DTS3250/32Tx

The procedures in FAR subpart 13.5 will be used per 41 U.S.C 1901, which reference 41 U.S.C. 3304(a)(1) as the authority for use of non-competitive procedures.

AEDC has held one prior IDIQ contract with Scanivalve Corporation: Contract FA9101-14-D-0003 ending FY19.

Scanivalve Corporation's DTS 3250/4050 model series have met all technical requirements. Based on the selection of the Scanivalve product, in-house software programmers developed a data source to interface the Scanivalve thermocouple scanners to eSTARR.

Since FY05, the Government has invested approximately $2M in the development, prototyping, installation and validation of the Scanivalve products. The Government conducted market research and evaluated multiple scanner solutions to meet the needs of current and future test programs during the course of Project

This effort led to the selection of Scanivalve products. The Government completed additional in-house development of the data source on project (EDAPS) Digital Temperature & Voltage Scanners. This effort was validated within EDAPS (now eSTARR) through installation in various test cells to test under real-time environmental conditions and test baselines were established. The baseline testing and investment cost includes the time required to coordinate with the vendor to troubleshoot test issues and develop resolution to uncommon problems. This investment cost did not, however, reflect the cost to procure and install the equipment in the individual test cells, since this cost would have been incurred for a competitive product as well.

Since then, Scanivalve products have become the standard products used for DTS equipment in all AEDC test areas. The current DTS equipment is needed for compatibility and commonality across all AEDC mission areas without substantial investment and competition to replace a fully functional and adequate system. The current infrastructure has been designed and built to interface with these specific parts manufactured by Scanivalve. Consideration of any other manufacturer's product would result in a substantial duplication of cost of the development and prototyping efforts conducted since FY05.

(including installation of the product(s) in a test cell environment) in order to ensure that the product could interface to the transient data system and function properly in a given test cell environment. To use parts from another manufacturer would require months of redesign leading to the inability to utilize test cells, causing major test delays. Additionally, switching to another manufacturer has the potential to cost approximately in investments (eSTARR development costs plus DTSs already purchased over the past 15 years) for redesign of the system that would be unrecoverable through competition. Based on this information, as no other sources submitted interest to the Sources Sought posted to SAM.gov, it has been concluded that Scanivalve Corporation is the only responsible manufacturer of the items specified.

In a separate sole source effort to Scanivalve Corporation for the APTU facility in FY21, a sources sought was posted (25 January 2021 to 4 February 2021). Other manufacturers were identified in the market research for the previously awarded sole source IDIQ; however, only Scanivalve Corporation parts were able to meet all of the Government's requirements. Market research was conducted again to see if there were any parts compatible with the current infrastructure developed for the Scanivalve Corporation parts and none were identified.

A redacted copy of the Brand Name Justification will be posted with the combined synopsis/solicitation on SAM.gov. The Government will address any responses to the justification at that time.

Pricing for this IDIQ will be at the delivery order level. This will give the Government the ability to take advantage of current pricing and quantity order discounts. The anticipated cost to the Government for each delivery order will be evaluated and determined fair and reasonable using the procedures outlined in FAR 13.106-3.

A market survey for the DTS scanners was conducted recently to determine if any other manufacturers could provide interchangeable and compatible sources of equipment or offer an entirely new system that would meet the requirements, could be implemented in a timely manner, and offer a cost benefit. The DTS scanner from Scanivalve Corporation is the only product that meets the requirements. No other manufacturers were identified as having the technology that could meet the requirements and directly interface with the existing eSTARR system interfaces.

This particular product was selected as it is already a component within AEDC's existing systems. No other manufacturers were identified with the ability to meet our specific, compatibility requirements. AEDC will continue to monitor the market for new products which will meet this need, via trade magazines, websites, and manufacturer information and technical publications. It is not anticipated that the need for the brand name products will change over the next five (5) years as AEDC will continue to have the need to maintain compatibility with the eSTARR system.

The Government intends to review new equipment and re-validate market data as the equipment comes to the end of its life cycle, following the same process that initially lead to the integration of Scanivalve DTSs.
