About this file

This document is a market survey issued by the Department of the Air Force Materiel Command Test Center seeking information from industry to identify potential sources that may possess expertise in mechanical, electrical, instrumentation, data systems and controls, and design/build projects for military ground testing facilities. Services required include infrastructure sustainment, restoration and modernization to support research, development, test and evaluation missions at locations including Arnold Air Force Base in Tennessee as well as geographically separated units. Responses to the market survey will help formulate an acquisition strategy for the Facilities Acquisitions for Restoration and Modernization II effort. Participation in the survey does not ensure participation in future solicitations, and no contracts will be awarded on the basis of the survey. The Government plans to issue a best value solicitation in January 2022 that will result in multiple award indefinite-delivery/indefinite-quantity task order contracts with a period of performance of five years and an estimated maximum value of $200-250 million. Task orders will typically range from $200,000 to $15 million.

Text version

If an offeror is awarded a contract under FARM II, are they precluded from bidding on the successor contract to Test Operations and Sustainment (TOS) or would the multi‐step OCI process under FAR 15.202 kick in at that point?

Any firm that participates in preparation of the FARM II solicitation

(including task orders), whether as a prime or as a subcontractor, is not eligible to participate in this effort due to a conflict of interest. In addition, any firm performing on the Test Operations and Sustainment

(TOS) or successor contracts is not eligible to participate in the FARM II solicitation as a prime or subcontractor. The Government considers such firms to have an unfair competitive advantage and, therefore, will not consider such firms if proposed. This determination is based upon the TOS contractor's role in the development of requirements and oversight responsibilities as it relates to the FARM II contract. This OCI issue cannot be mitigated through the multi‐step OCI process.
