Market research and consultation with technical experts confirmed the need to utilize Siemens software for this requirement. Other similar products in the market include Fusion 360, Inventor and SOLIDWORKS. None of these programs have the full range of capability and compatibility provided by the Siemens suite. Fusion 360 and Inventor are both AutoDesk products and are not at the level of Siemens NX in the area of modeling, simulation and meshing which is needed to perform structural analysis. SOLIDWORKS does not have a powerful Finite Element Analysis software engine to support the types of projects undertaken at the Test Group. Market research included Internet, FPDS, GSA and PIEE searches, discussions with the developer and consultation with technical experts. Several vendors were identified and contacted as reflected in the attached Market Research Report.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 704 TG will have an ongoing need to utilize these software packages based on the longevity of its use and future requirements. In order to obtain competition, the Test Group's engineers will research other possible software that can fulfill the same data requirements and the compatibility of using it in conjunction with or in place of the current software.

A Request for Information (RFI) will be issued before the next requirement, seeking alternative means of obtaining the same data and analysis through use of existing software or software in development. Furthermore, as hardware is upgraded, consideration will be placed on the cost of upgrading systems with alternative software that can accomplish the same work.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
