About this file
This document contains a sole source justification and details of a related federal contract opportunity. The sole source justification is for replacement compressor antisurge and performance controllers for 12 axial flow compressors that comprise the Arnold Engineering Development Center Propulsion Wind Tunnel Plenum Evacuation System. It cites that alternative control platforms from other vendors would require a redesign of existing AEDC hardware and software, and facility downtime to implement, potentially delaying numerous test programs. The related federal contract opportunity was awarded on August 24, 2021 to an unknown vendor for an unknown amount under solicitation number FA9101-21-P-0022. The scope of work is for the design and supply of all hardware and software for the replacement compressor antisurge and performance control system, which will interface with existing instrumentation and controls. The agency is the Department of the Air Force Materiel Command Test Center.

Internet research was performed to identify other suppliers for commercial antisurge and performance controllers. Companies such as Petrotech, SAS, and Micon were discovered. However, each of their control platforms were unique and do not have the same communication and instrumentation interfaces that are currently established for the at AEDC today. Implementation of these alternates would require AEDC re-design of existing AEDC hardware and software external to the antisurge controllers.
The facilities and equipment that will utilize the replacement anti-surge controllers are experiencing near historic high workloads in the near term. Facility and equipment downtime available to conduct maintenance, repairs, and upgrades is very scarce, and must be performed with maximum efficiency. Delays and more lengthy downtimes, should another incompatible platform be selected, would create a domino effect of delays to numerous test programs, Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items
