Locata Engineering Support
Statement of Work (SOW) for
704th Test Group/746th Test Squadron
1.0 PURPOSE
The 746th Test Squadron (746 TS) at Holloman Air Force Base, New Mexico operates the Central
Inertial and Global Positioning System (GPS) Test Facility. This premier test facility is the United States
Air Force center of excellence for guidance and navigation testing of developmental and operational weapons systems. The 746 TS provides expert test and evaluations of the following: Navigation Warfare
Systems, Inertial Navigation Systems (INS), GPS, and embedded GPS/INS navigation and guidance.
Relevant to this support effort is the Squadron’s unique test and evaluation capability to provide a high-accuracy timing and position reference in a GPS denied environment through the configuration, and operation of the Non-GPS Based Positioning System (NGBPS) consisting of networked LocataLite transceivers, Locata vehicle receivers (Rovers) and supporting infrastructure. The 746 TS requires engineering support services for the Locata network insfrastructure in order support current and future test missions.
2.0 SCOPE
The Contractor shall provide engineering support study on the configuration and operation of the proprietary Locata network and associated receivers that meets the following requirements:
2.1 Engineering support will include all LocataLite transceivers, Locata Rovers and supporting infrastructure.
2.1.1 Current LocataLite transceivers serial numbers: 31, 58, 61, 66, 69, 70, 86, 87, 90, 91, 93, 102, 111, 117, 273 and 274.
2.1.2 Current Rover serial numbers: 258, 266, 267 and 268.
2.2 Support NGBPS operations, maintenance and sustainment through an onsite training including but not limited to:
2.2.1 Theory of Operation
2.2.1.1 Position determination
2.2.1.2 Time Lock
2.2.1.3 Models (e.g. tropo)
2.2.2 System Operation
2.2.2.1 Configurations and how to switch between configurations
2.2.2.2 Operating procedures
2.2.2.3 Unique modes (e.g. 2D mode)
2.2.3 Diagnostics and Troubleshooting
2.2.3.1 Identifying when the system is out of spec
2.2.3.2 Common causes/solutions for system failures or degraded performance
2.2.3.3 What to check to ensure peak performance of the system
2.2.4 Maintenance
2.2.4.1 Maintenance items, recommended schedule and procedures
2.2.4.2 Installing updates
2.2.5 Input/Output
2.2.5.1 Output files, HTML pages of LocataLites and Rovers
2.2.5.2 How to command different modes of operation
2.2.5.3 Format and information contained in configuration files and HTML pages
2.2.6 Available Resources
2.3 Conduct a detailed analysis of the performance of the networked LocataLites and Rovers when implementing the 2D solution mode. Provide a report outlining the test to determine the system’s performance, the process and procedures followed and the accuracy of the Rover solution when operating in 2D mode. The report is to include in an appendix detailed procedures for implementing the 2D solution mode.
Support for 2.2 will be provided primarily through less than one week of onsite training. Support for 2.3 will be primarily provided by electronic and telephone communication.
3.0 MILESTONES
The engineering support coverage shall be from 1 Dec 2018 – 1 Dec 2019.
The training class shall be scheduled between the 746 TS and Locata Corporation at a time convenient for both parties within the support coverage period established above.
4.0 DELIVERABLES
The contractor shall deliver 1) one training guide, 2) one report addressing Locata 2D mode performance and procedures.
