EVALUATION PLAN
For FA9101-19-Q-0070: Control Valves- Group 3 Basis for Award
a. The Government will award a single firm-fixed-price (FFP) purchase order resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Award will be made to the quoter who represents the best value to the Government based on the information below.
b. The Government reserves the right to evaluate quotes and make award without seeking additional information from quoters through discussions. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical criteria standpoint. However, the Government reserves the right to conduct discussions, if the Contracting Officer later determines them to be necessary.
c. Failure to provide quotes that comply with any requirements of the solicitation may render the quote non-compliant and be grounds for rejection.
Evaluation Information:
a. The Contracting Officer will begin the evaluation process by conducting a compliance review for determination of basic quote adequacy prior to conducting evaluations. The Government reserves the right to obtain additional information from quoters solely for the purpose of making a responsibility determination after receipt of quotes. Requests for responsibility information do not constitute discussions. By submission of the quote, quoters agree that all items proposed will be utilized for the duration of the contract and any substitutions shall require prior Contracting Officer's approval.
b. Quoters shall propose a unit price for Contract Line Item Numbers (CLIN) 0001 – 0003. This price should be all-inclusive including the most current Tennessee Sales Tax applicable to Coffee County- Arnold AFB TN and provide the total price for each CLIN. Any quote that fails to cite a price for each CLIN or fails to make an entry may be rejected as nonconforming to this solicitation.
c. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Failure to provide a quote in accordance with the terms, conditions, and structure of the solicited requirement will be rejected.
d. Only Firm Fixed Price (FFP) quotes will be evaluated for this action. A quote using a sliding price scale or pricing subject to escalation based on any contingency for a FFP designated CLINs will not be accepted.
e. Initially, quoters will be ranked according to their total evaluated price (TEP) which will be calculated as the sum total of CLINs 0001 – 0003.
f. Evaluation will begin starting with the lowest priced quote. If the lowest priced quote is determined to be technically acceptable on the basis of section b. below, the evaluation process stops at that point. Award shall be made to that quoter without further consideration of any other quoters. If the lowest priced quoter is not determined to be technically acceptable, the next lowest priced quoter will be evaluated and the process will continue (in order by price) until a quoter is determined to be technically acceptable, or until all quotes are evaluated.
Evaluation Factors:
The following factors shall be used to evaluate quotes:
a. Price
b. Technical Acceptability
a) Price:
a.1. Initially, quotes will be ranked according to their TEP which will be calculated as the sum total of CLINs 0001-0003.
a.2. Once the Contracting Officer has determined that competitive quotes exists, the quoter’s TEP will be evaluated for reasonableness based on the comparison of the quoter's overall TEP with all other competitive quoters’ overall TEPs received in response to the solicitation. In the event competitive quotes are not received, the Contracting Officer will attempt to determine the quoter’s CLIN and TEP prices fair and reasonable utilizing the methods established at FAR 13.106-3.
b) Technical Acceptability:
* Quoters will be evaluated by a technical advisor and rated in accordance with Table 1. Documents submitted in response to this solicitation not meeting the requirements of this plan may make the quote not technically acceptable.

b.1. Technical Acceptability Evaluation Factor 1: The quoter’s technical proposal narrative shall demonstrate an understanding of all fabrication efforts to be performed in accordance with the Requirements Document. This shall include proposed worksite equipment and identify a proposed equipment inventory, with delineations between rented and owned equipment.
b.2. Control Valve Technical Criteria:
b.2.1. Manufacturer’s data sheet clearly identifying model, dimensions, pressure rating, selected materials, all available trim sizes for the selected valve, and all selected options including trim size and characteristic. When multiple options are presented on the data sheet, the selected option must be clearly marked.
b.2.2. Valve Cv vs. Position curve.
b.2.3. Calculations showing valve position at each identified design point.
b.2.4. Actuator data sheet, wiring diagrams, and hydraulic diagram identifying all required components, with power and control signal requirements, and performance characteristics.
b.2.5. Calculations verifying acceptable stroke time with the selected actuator.
b.2.6. The evidence and narrative shall not exceed 10 pages in length. Text for all narrative shall be single-spaced, on an 8 ½ x 11 sheet with a minimum one-inch margin all around. Font shall be no less than Times New Roman 11 pt. Graphics, charts, tables, and pictures, while not subject to the same font requirement, shall be legible and easy to read. Pages shall be numbered consecutively. A page printed on both sides will count as two (2) pages. Fold out pages, 11 x 17, may be used for tables, charts, graphs, or pictures (but not text) that cannot be legibly presented on an 8 ½ x 11 sheet. A fold out page will count as one page. All proposal information shall be submitted in either MS Word or PDF. The proposal shall be submitted with a cover/transmittal letter on company letterhead that includes the company name, address, and a specific point of contact. The cover letter, title page, any table of contents, and any glossary/acronym list (if necessary) are not included in the total page count of the volume.
b.3. Technical Acceptability Evaluation Factor 2: The quoter's submitted documentation shall clearly demonstrate their capability and previous experience of successfully supplying and delivering isolation valves noted in the specification sheet.
b.3.1. Quoters are advised that sources of existing information available to the Government including, but not limited to, the Contractor Performance Assessment Reports System, Past Performance Information Retrieval System, Federal Performance and Integrity Information System, and Electronic Subcontract Reporting System, may be utilized to review recent and relevant past performance. The Government may use past performance information obtained from sources other than those identified by the quoter. The Government reserves the right to use or not use past performance information submitted by the quoter based on whether or not adequate recorded past performance information is available in its Federal databases.
