(1) Contracting Activity:
Installation Contracting Division, AFTC/PZI (Arnold), Arnold Air Force Base, Tennessee, 37389-1332
(2) Nature and/or description of the action being approved:
This will be a non-commercial, firm-fixed price construction effort at McKinley Climatic Lab (MCL) to restore existing AEDC infrastructure. A new task order will be issued as a sole-source to Black and Veatch as a logical follow-on to a current AEDC task order (FA9101-17-F-0070) that was competed on the Facilities Acquisitions for Restoration and Modernization (FARM) contract.
This work utilizes the same personnel and resources to accomplish the same system design and installation that is currently installed at AEDC to allow for several economies and efficiencies to be gained. The current AEDC design will be applied to the equipment at MCL with minor modification to the control and protection settings. MCL, Eglin AFB incurred a Class A catastrophic fire that led to severe corrosion and damage to critical electrical equipment in the main equipment room that supports testing. Actions were taken to clean and repair the equipment; however, the damage was too severe producing the requirement to expedite the installation of new equipment. The equipment is on the verge of complete failure and has an increased probability of an arc flash event that will generate an extensive outage affecting test programs such as the
The listed programs were rescheduled due to the mishap delaying critical testing information that is imperative to all branches of the military. None of the programs have an acceptable alternate testing site available. In the event of a facility equipment failure, these programs will have long term impacts and delays crippling critical milestones. Increased man power has been required to monitor equipment for proper working conditions increasing daily operation costs. Within the statement of work there is a requirement to design, supply, and install Load Commutated Inverters (LCI), drive systems for 12 Plenum Motors, and related equipment without delay in order to minimize further testing impacts. Without this critical electrical equipment McKinley Climatic Lab is not able to fulfill their test mission.
(3) Description of the supplies/services required to meet the agency's needs:
This scope of work includes work needed to design, specify, procure, and replace the McKinley LCI compressor drive(s) and related equipment at Eglin AFB. This work falls within scope of work of the FARM contract which includes providing all labor, materials, equipment, transportation, supervision, quality control and other items necessary to design, manage and accomplish the work at AEDC.

Specific equipment that must be replaced is as follows:
Drive and LCI Panels- For application with the existing EM Synchronous AC motors. Rated 600 VAC.
The VFD's are rated up to 1250 HP with a common bridge and control design for both the low stage and high stage compressor applications. NEMA 1, indoor, panel line-up fitting in the existing LCI drive footprint.
Key LCI Features include:
• Coordination with MV drive isolation transformer primary protective switchgear.
• Door Mounted HMI user maintenance and status interface.
• Six Pulse Input (converter), Six Pulse Output (inverter).
LCI Drive Isolation Transformer- Dry type, air cooled, indoor drive isolation transformer. Rated 1425/1900 KVA, AA/FA, 4160 volt primary, 630 volt secondary, copper windings
LCI Drive Isolation Transformer- Dry type, air cooled, indoor drive isolation transformer. Rated 1150/1530 KVA, AA/FA, 4160 volt primary, 630 volt secondary, copper windings
480V Panel- Bolt-on panel, single section panel bottom feed, surface mount, 250A three pole main breaker, copper bus.
5KV 400A Contractors for Drive Transformers (MCC ) - 4160 volts AC, three phase, 60Hz, 1200A copper main bus.
Perform a Coordination Study - Complete short circuit and protective device coordination study to coordinate new relaying and circuit breaker trip settings with the existing electrical distribution system and to provide motor, cable, grounding transformer, and load protection to meet the requirements of NFPA 70 and
IEEE 242.
Cable Replacement - Replace any cables that fail Megger testing.
The period of performance for this effort is 250 days after notice to proceed
(4) Identification of the exception to fair opportunity and the supporting rationale:
The statutory authority for exception to fair opportunity is FAR 16.505(b)(2)(i)(C). This order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. The cost of the initial capital investment made by the contractor cannot be offset by savings that would result from competition. Initial market research was conducted on this requirement and a determination was made that this effort fit within the FARM scope of work. After researching the current FARM contractors, it was determined that AEDC had awarded a previous task order to Black and Veatch that had similar requirements as Replace Damaged Equipment at McKinley Climatic Lab. As a result of a previously competed effort on FARM, Black and Veatch is currently on contract at AEDC and has successfully completed design and installation of a similar system comprised of LCI's and related equipment.
Utilizing Black and Veatch's expertise and previous design experience will allow for a cost and schedule savings reducing current and future test programs impacts. A schedule efficiency of three months will be gained through Black and Veatch's prior experience with the design that was produced and installed at AEDC.

System expertise will allow for efficiencies on installation, commissioning, and outage duration reducing the cost of the effort. Awarding to Black and Veatch, a sole-source, will accelerate the contract allowing for the supplies and services to be expedited.
(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
This is a non-commercial, sole source task order; therefore, certified cost or pricing data will be required in accordance with FAR 15.403-4(a)(1). A cost analysis will be conducted and determined fair and reasonable in accordance with FAR 15.404-1(a)(3).

McKinley Climatic Lab, Eglin AFB incurred a Class A mishap that is driving the exception to fair opportunity. Future procurements of this nature will be competed amongst all four FARM contractors.
