1. Refer to section 3.1.1.B. Please confirm that the intent is to operate all 4 exchangers in parallel for the alternate case and only two exchangers in parallel for the primary design conditions.
Answer:
It should be noted that in accordance with section 3.2.3.A, the number of heat exchangers in each bank is at the discretion of the Contractor. The representation of two heat exchangers in each bank was for illustration purposes only. However, their understanding of the concept of operations is correct. Only one bank, in parallel, is intended to be used for the primary design condition, and the second bank is used to achieve the alternate conditions.
2. Appendix A note 2 states that we can exceed the cooling water flow with prior
Government approval. We would like to know if we can use up to 130% of the flow (if needed) noted for the "strained lake water/drain".
A nominal flow of 14,000 GPM is acceptable for the cooling water.
3. On Appendix A the Process Fluid maximum pressure shows 500 psig with a maximum of
700 psig. We ask - is the maximum pressure the design pressure for the vessel or are these operating conditions? If the 700 psig is the design pressure for a stainless steel shell that will result in a thick shell. If these pressures are lower that would make a difference.
The current operating pressure is 500 PSIG; however, the system is designed to allow a future operating pressure up to 700 PSIG. The process side, whether the shell side or the tube side, must be rated for 700 PSIG. If properly relieved, the cooling water side will only have to be rated for 150 PSIG.
4. On Appendix A and in section 3.1.1. A, the service conditions state "intermittent". We would like to understand how the systems operates in case we need to consider how this might impact the design.
The system will be operated on an irregular schedule, typically only operating a few times a week for an hour or two at a time. When not in operation, the system will still be full of water on both the process and cooling sides, but there will be no flow or heat transfer.
5. Refer to section 3.2.2.B. What happens if the total weight exceeds 300,000 LBS.
The concrete foundation is only designed for 300,000 lbs per bank.
6. For the Primary conditions only, is there any way to increase the lake water flow to
14,000 GPM in order to cool the demineralized water from 190 F to 105 F?
7. What is the max no. of exchangers that will go into the bank
In accordance with section 3.2.3.A, the number of heat exchangers is at the discretion of the Contractor; however, all units must fit entirely within the space constraints provided per section 3.2.3.C.
8. (3.2.4) 20 plugs in spare, which type of plug pop-a-plug or welded, any preference of one over another.
We have no preference as to the style of plug.
9. (3.7.1 L) MSDS -MSDS for the fluids that will run into the exchanger, please provide
MSDS for review.
Answer:
The Contractor is not responsible for providing an MSDS for the process or cooling fluids. They are only required to provide an MSDS for items they supply, such as additional lubricants, sealants, or other chemicals provided with the units. I have never produced or used an MSDS for water, so if the Contractor would still like an MSDS for review we can produce one. We do currently have a nominal contamination composition of the cooling water if that would be an acceptable replacement.
10. Are tube ends welded or just roller expanded with 2 grooves?
The tube end connection method was not specified and is left to the Contractor's discretion. Any method compliant with the ASME Boiler and Pressure Vessel Code and the TEMA Standard is permitted.
11. For welded tube ends, is there is helium leak test requirement?
Only tests specifically required by the ASME Boiler and Pressure Vessel Code and the
TEMA Standard are specified. There are no additional or optional tests required.
12. Is there is N2 purging requirement?
Nitrogen purging is only needed when required by the ASME Boiler and Pressure Vessel
Code, such as when welding stainless steel.
13. Tubes are welded spec or seamless specification?
The tube specification was not specified and is left to the Contractor's discretion. Any specification that satisfies the ASME Boiler and Pressure Vessel Code and the TEMA
Standard is permitted.
14. Why max particle size mentioned, do we have to use larger tubes or is there a min tube diameter requirement such as 1" or so?
Answer:
The maximum particle size is included to assist the Contractor in selecting a minimum tube size and evaluate potential clogging.
15. What is the inlet pressure on both sides?
The nominal pressures listed in APPENDIX A are the inlet pressures on both the process and the cooling side and should be used for all flow calculations.
16. What corrosion allowance to be used on shell & tube side?
The manufacturer's standard corrosion allowance is acceptable; however, note that if a carbon steel shell is used they are also required to provide a sacrificial anode to account for galvanic corrosion.
17. Fouling resistance will be per TEMA as given in the spec.?
Fouling resistance per the TEMA Standard is all that is required.
18. Are there any paint specifications to be followed?
Section 3.1.2 requires that all exposed carbon steel or iron surfaces be painted per the manufacturer's standard practice for outdoor service.
19. Refer Appendix A Heat Exchanger Data Sheet for Rated Performance. Please check
Total Cooling Flow in GPM given: 9000. Required: 14085.
20. Can the Contractor accept the first two prepayments?
Contractors may propose a payment schedule. However, offerors should give head to note the progress schedule listed in CLIN 0001 and FAR 52.232-01.
21. Will the Contractor be paid the remaining balance within 45 days of date of delivery?
Answer:
Refer to 3.6, Acceptance: The Government will accept the heat exchangers after installation and operational checkout that demonstrates the units meet physical and performance requirements. Acceptance shall be within 180 days of delivery to Arnold Air
Force Base, TN."
