DISCIPLINE QUESTION AEDC RESPONSE

Overall

The RFP says that contractors responding as a Joint Venture can have no more than 7 contract references and associated PPQ’s for the past performance section.

What is the maximum number of contract references and PPQ’s that a Prime contractor can submit if they are not a JV?

No more than 7 references total can be submitted.

880 Fire protection

In building 880, will we be replacing the drop ceiling in the work areas where it exists currently?

The drop ceiling in the work areas will require replacement. Existing lighting fixtures are to remain in place and worked around.

For the existing systems that will be monitor only, who will land wire on the existing panels?

The successful contractor will be responsible for landing wire on the existing releasing panels.

Are there any existing drawing of the mezzanines in the high bay area?

Mezzanine is approximately 24”Wide x 40” Long x 24’ High Adequate fire alarm notification for this area may require on site determination.

Para 3.4.5 - Is there an existing contract covering the inspection, maintenance, and certification of the existing CO2 fire suppression system? If so, who holds the contract?

AEDC maintains the system.

Para 3.4.5 - How will the ambient noise level be determined as the basis of design for the mass notification system?

The ambient noise in the area has been determined to be 85db.

Para 3.32.1.A - What is the process for clearing the required test equipment into the test cell space for taking measurements of the noise levels?

The ambient noise in the area has been determined to be 85db.

Para 3.1.3 – What notice is required to ensure adequate numbers of escorts are available to allow the work of this contract to proceed unimpeded?

During the outage of June 1-August 31 no escorts will be required. Demo and construction during this time will not require escorts. Work outside the outage will require AEDC approval and cannot interrupt testing.

Per UFC 4-021-01 5-6.1 Locations Army and Air Force: Provide a LOC so that occupants do not need to travel a distance in excess of 61 m (200 ft) horizontally or to travel vertically to other floors to access a LOC.

Question: Is a LOC required on the different mezzanine levels?

This area is an industrial space with the mezzanine being more of an equipment storage/installation space. LOCs on each level of the mezzanine is not recommended.

An LOC available in each side of the high bay, J1 side and J2 side, should be sufficient.

Should the fire alarm during alarm release all secure doors?

No. The secure doors shall not interface with the new fire alarm system. The doors have crash bars to allow adequate egress for personnel within the secure areas. Access to the secure areas does not need to be undermined via activation of the fire alarm system.

Will there be a fire pump?

It is incumbent upon the Fire Protection Engineer (FPE) licensed in the state of Tennessee designing the suppression system to determine whether a fire pump is required.

Should the fire alarm and mass notification conductors be installed in conduit? If yes what what type conduit.

EMT or GRC?

All conductors must be installed in conduit (EMT minimum).

Are we to provide a complete new fire alarm and mass notification system for the complete area of building

880. If yes please provide floor plan of the building. If no please provide exact details of what area is to be covered.

See statement of work, Table I in section

3.5.2. Not mentioned in the table is the

stairwell space which requires sprinkler coverage.

880 Liebert Replacement

What is the maximum amount of time that the Liebert unit can be shut down without temporary cooling?

June 1-August 31

Will the contractor need to provide any rigging man power or material to lower the existing or lift the new indoor Liebert up to the 4th floor?

The contractor will be responsible for removing the old Liebert in the control room and placing it next to the double doors on the stair landing. AEDC will rig and lower the unit to the 1st floor.

The contractor will be responsible for removal of the unit once it is on the ground floor. The contractor will be responsible for putting the new unit in the building.

AEDC will rig and raise it to the 4th floor.

The contractor will be responsible for moving the unit from the landing into the installed position on the 4th floor. The contractor is responsible for all demo and install on the fan unit outside the building.

Will the new outside unit electric supply connection point be in the same location? Will the new outside unit require the same size electric circuit?

The connection point will be in the same location. The unit provided by the contractor will determine exact location a circuit size. Spec. allows for approved alternates that may dictate location.

912 Chiller

How close can we park a crane to remove the existing chiller and offload the new?

There are no restrictions. Cranes must have steel plates under the outriggers.

What is the maximum amount of time that the chiller can be shut down without temporary cooling?

The chiller is inoperable and will remain inoperable until the new unit is installed.

The other chiller will carry the load. The tie in will need to be performed 24 hrs and the outage will need to be requested 1 month in advance.

Sheet E2 the two existing disconnect switches are indicated as 600 amp. Actually installed at this time is 400 amp. For the fuse size this does not matter.

Regardless if the disconnect switch is 400 amp or 600 amp it is of adequate size to protect the chiller.

I could not located the existing control circuit to the chiller.

DDC is in the equipment room in 912. This equipment room is where the existing chilled water pipe enters the building.

Should there be a fuseible disconnect where the chiller control circuit is tapped to the 600 amp supply circuit in the existing wire way.

Presently the control circuits are fed from a mini power center which is protected by a primary circuit breaker.

Will the electrcal supply connection point for the new chiller be in the same location as the existing chiller?

This will effect how much conduit and wire is required.

This will depend on the make and model supplied. If the model in the spec is provided then it will be in the same location. If an approved equal is provided is may be in a different location and the contractor will be responsible for wiring it.

Will the new air handler electrical supply connection point be in the same location? Will the new air handler require the same size electric circuit?

There are no air handlers being replaced on 912 chiller project.
