Questions and Answers to draft Request for Proposal Solicitation No. FA9101‐14‐R‐0200, Facility Support Services

QUESTION

Can you provide a copy of the current Integrated Natural Resource Plan?

Yes, the Integrated Natural Resource Plan is available on the Federal Business Opportunities website (FBO) (explicit access required).

3.13.3 The Contractor shall, for activities that generate

Hazardous or Regulated wastes, have adequately trained personnel, and maintain compliance with the AEDC Hazardous Waste Permit, AFIs 32‐7001/7042 as well as the AEDC Hazardous Waste Compliance, Management, and Minimization Plans and appropriate AEDC procedures Question: How many activities are involved that will generate Hazardous or Regulated waste on base?

Question: What is the historical data as to the amount of generated waste that has been produced by the activies?

What CLIN is contractor use for this requirement? The FSS contractor shall use the Environmental Compliance contract line item number (CLIN) for this requirement.

Question: How do we price the various environmental plans‐ create a new plan once per year, revise existing? How often do these get revised?

These plans require annual reviews and revisions when needed (i.e., something changes like regulations, personnel, or processes / corrective actions)

Draft PWS 3.13.2 Workforce requirement In PWS 3.13.2, a “spill response team” is referred to in the requirement. Is this a Government entity, or a Contractor provided workforce?

This team is a combination of contractor and government points of contact (POCs), and information regarding this team is contained in Spill Prevention Controls and Countermeasures (SPCC) plan which is available on FBO and other emergency response plans. The FSS contractor may be required to respond to any spill on Arnold AFB.

Draft PWS 3.13.5 Plan access Do Offerors currently have access to the “AEDC Wastewater Compliance Plan”? If not, would the Government please provide access to the current plan?

The Wastewater Compliance Plan is posted on FBO (explicit access required).

Draft PWS Sections 3.5 Environmental Management Program and 3.7 Occupational and Environmental Health, Clause H098, Associate Contractor Agreements Lab Services ATA is currently operating a single lab to analyze all samples collected on site, i.e. air, water, and other hazardous materials.

This lab will be operated by the TOS contractor in the new arrangement. Could the Government make that lab available as "Government Furnished" to the FSS contractor to support the sampling requirements in the Industrial Hygiene and Environmental elements of the FSS PWS in order to avoid duplicative and/or more costly options? Providing the lab as Government Furnished would seem to satisfy the intent of Clause H098, Associate Contractor Agreements, "The Contractor shall not duplicate contracted functions intended by the Air Force to be provided by an associate contractor pursuant to the terms of their contracts."

No, the Government will not specify the Test Operations and Sustainment (TOS) Chem lab as Government‐furnished equipment (GFE) for the FSS contract.

PWS 3.5.1.2, page 66. Will the Government provide a copy of the spill control plans for the local and GSUs?

The AEDC Spill Prevention Controls and Countermeasures Plan for Arnold AFB TN is available on FBO (explicit access required). PWS 3.5.1.2 will be revised in the final RFP to remove the requirement for a spill plan for geographically separated units (GSUs), since they are covered by the spill plans at the host base.

PWS 3.5.2.5, page 72‐73. Will Government provide a list and location of the above ground and underground Storage Tanks and a copy of the subject plans?

A list and location of aboveground and underground storage tanks are available on FBO (explicit access required) as part of the AEDC Spill Prevention Controls and Countermeasures Plan, the Facility Response Plan Appendix F, the Aboveground Storage Container Compliance Plan, and the Underground Storage Tanks Compliance Plan.

PWS 3.5.3, page 74. Will the Government provide a copy of the White Oak and NFAC current Environmental Compliance programs?

PWS 3.5.3 will be modified to clarify the role of the FSS contractor at the GSUs.

Reference PWS 3.5.1.1 …When a spill occurs, the Contractor shall: implement a notification process…. and Performance Standards: STD: Zero preventable reportable spills.

a. If the TOSS contractor has a preventable reportable spill, how is the FSS contractor held accountable for the performance standard?

b. How many preventable reportable spills occur on the average each year and the nature of the spill?

a) The FSS contractor will not be accountable for TOS contractor spills; the FSS contractor will only be responsible for their spills. However, FSS will be responsible for reporting all spills at AEDC per deliverable OT‐2014‐30085. The standard applies for FSS responsible spills only.

b) The Government will add summary spill data to FBO (explicit access required).

Draft PWS 3.13.4 Plan access Do Offerors currently have access to the “AEDC Hazardous Materials Management Plan”? If not, would the Government please provide access to the current plan?

The Hazardous Materials Management Plan was cited in error and does not exist; however, the PWS will be changed to cite the use of SHE Std A6 as the guide for managing hazardous materials at AEDC (Arnold AFB). SHE Stds are posted on the TOS competition library (www.arnold.af.mil/toslibrary).

Reference 3.5.1.2.2, “Contractor shall manage spill response in accordance with the AEDC Spill Prevention, Controls and Countermeasures Plan….Immediately report to the Government all chemical, oil, toxic, or other hazardous material spills and take action to mitigate environmental and mission impacts of the release.”

a. Will the government provide a copy of the AEDC Spill Prevention, Controls and Countermeasures Plan?

b. Request the government provide guidance on who is responsible for spill cleanup, loading hazmat into drums and disposal? PWS does not specify a spill response team and/or response times. Request clarification specific to the FSS spill response management.

a) These plans are available on FBO (explicit access required);

b) Spill clean up responsibility is identified in the AEDC Spill Prevention Controls and Countermeasures (SPCC) Plan. FSS is typically responsible for providing transportation and storage of correctly labeled waste containers to the Hazardous Waste Facility (Bldg 1456). Additional details are included in AEDC‐ SHE‐STD‐E17, AEDC‐SHE‐STD‐E18, AEDC SPCC Plan, and Facility Response Plan (FBO, explicit access required).

Reference 3.5.1.8. “The Contractor shall provide an Environmental Impact Analysis Program for all activities on AEDC in accordance with AFI 32‐7061. Evaluate Environmental impacts on all actions (work orders, projects, tests, plans, etc.)

that have the potential for causing environmental impacts.”

a. Request the government provide the number of work orders, projects, tests, plans and other actions that require environmental evaluation each year.

Total FY10‐14 data are as follows:

Dig Permits ‐ 1043, Facility Site Plans ‐ 81, EIAP Reviews ‐ 320 (for various projects, work orders, tests, etc.)

Reference 3.5.1.9. “The Contractor shall perform environmental technical reviews, when requested, for technical reports, studies, memoranda, plans and designs by outside agencies or other Contractors, and provide detailed written comments and recommendations where applicable.”

a. Request the government provide the number of environmental technical reviews for technical reports, studies, memoranda, plans and designs by outside agencies or other Contractors each year.

The PWS will be updated to include this workload. Over the last five years, the contractor conducted an average of 10‐15 environmental technical reviews per year.

Reference 3.5.1.10. “The Contractor shall provide data to the Government, when requested, to support Government efforts to prepare planning and programming documentation for environmental compliance, pollution prevention, and natural and cultural resource conservation.”

a. Request the government provide the number of engineering evaluations, work requirements and projects executed each year.

The PWS will be updated to include this workload. Over the last five years, the contractor conducted an average of 3‐5 environmental engineering evaluations per year.

There is a lot of repetition in the various Environmental Management PWS statement areas. Each of the following PWS areas represents a similar scope of work. Please consider combining or rearranging them to avoid duplication and confusion in the proposal and cost estimates:

� PWS 3.5.1.1 (SPCC) and 3.5.1.2.2 (SPCC).

� PWS 3.5.1.3 (Compliance Assessment) and PWS 3.5.1.5 (Regulatory Support).

� PWS 3.5.1 (Environmental Program Management), 3.5.1.6 (EMS), and 3.5.3 (Environmental Compliance Program).

� PWS 3.5.1.5 (support regulatory activities) and 3.5.1.7 (prepare/certify reports, plans, etc.).

� PWS 3.5.1.10 (support data to Government) and PWS 3.5.1.11 (support data calls).

� PWS 3.5.1.2.1 (HMMP) and 3.5.2.6 (HMMP).

The Government will consider this recommendation.

PWS 3.5.2.2 (ODC management) omits certification of AEDC refrigeration equipment and monitoring of certification records.

Refrigeration equipment certification is a TOS requirement. Ensuring that all refrigeration equipment is certified is a FSS requirement. The final PWS element 3.5.2.2 has been modified to clarify this requirement.

3.4.1.1 The Contractor shall provide on‐site staffing and

emergency response in accordance with DoDI 6055.06 (2006 Edition). Arnold AFB classification is "structural only” and has one fire demand zone; the minimum acceptable number of firefighters at Arnold AFB for Optimum Level of Service is 13 on duty (12 Fire Fighters and 1 Assistant Chief) and the Contractor shall staff to this level at all times.

Question: Are all the firefighters trained in the field to provide Advanced Life Support (ALS) Emergency Medical Services?

All firefighters are qualified to the State of Tennessee Emergency Medical Responder (EMR) level.

Two firefighters per shift are cross‐staffed and are firefighters / paramedics.

Question: What is the schedule for firefighters do they work? Fire department coverage for Arnold AFB is 24/7/365. Manning is outlined in AFI 32‐2001. Schedule / shifts will be determined by the FSS contractor.

3.4.1.3 The Contractor shall provide ALS Emergency Medical

Service, as well as pre‐hospital emergency evaluation and treatment for occupational illnesses and injuries Question: Of the 48 FTEs listed for Fire dept. operations how many are qualified to meet the requirement of 3.4.1.3?

Paramedic requirements for Arnold AFB are two per shift

Question: Who pays for continued training for the firefighters and emergency medical personnel for current or new requirements?

The FSS contractor is responsible for all training costs.

3.4.4 The Contractor shall staff the Emergency Communications Center with at least 1 dedicated dispatcher, certified in accordance with DoD 6055.06M, on duty to respond to calls 24 hours a day, 7 days a week.

Question: Where is this position located?

The dispatcher is located in the Emergency Communication Center (ECC) in Bldg. 251

PWS 3.4.1.5, page 62. Is this requirement for all AEDC contractors and Government?

This requirement is the responsibility of the FSS contractor as outlined in AFI 32‐2001, paragraph 4.1.4.

PWS 3.4.4, page 64. Where is the Emergency Communications Center located?

Emergency Communication Center (ECC) is located in Bldg. 251.

3.1.1 The Contractor shall establish and maintain an industrial security program…. At AEDC White Oak and AEDC Moffett Field contractors will be designated as Integrated Visitor Groups, and will operate under the direct control/supervision of the AF.

Question: Will contractor have permanent staff at White Oak and Moffett?

The GSUs do not have a requirement for security manning.

Question: Of the FTE’s listed does this include personnel needed at White Oak and Moffett?

The GSUs do not have a requirement for security manning.

3.1.1.1 The Contractor shall obtain and maintain a facility

clearance at the classification level of Top Secret prior to performing any classified work on the contract.

Question. What is the time frame after award that the contactor has to obtain its clearance?

The contractor has to obtain its clearance by 01 Oct 2015.

3.1.2.1 The Contractor shall designate a full time Facility

Security Officer (FSO) with independent authority to manage and enforce all aspects of the Industrial Security program requirements for the company.

Question: Can the FSO have other duties in addition to enforcing all aspects of the Industrial Security program requirements for the company?

As stated in the PWS, the FSO must be able to respond and facilitate all security requirements.

Question: Who provides the security training? Security training and FSO certification is required in accordance with NISPOM and acquired through the Defense Security Service.

Question: What professional certifications are required? Security training and FSO certification is required in accordance with NISPOM and acquired through the Defense Security Service.

Question: Does the Facility Clearance Level requirement only apply to the offeror or must all its subcontractors also possess the appropriate TOP SECRET FCL? Is it permissible for the offeror to sponsor a subcontractor if the FCL requirement applies to subcontractors as well?

This requirement depends upon the contractor's particular business structure. A good reference can be obtained through the Defense Security Service, http://www.cdse.edu/toolkits/fsos/facility‐ clearance.html.

Question: Is there a website a contractor can familiarize themselves with the requirements for ‐facility clearances in order to have all the required documents prepared for submittal?

Offerors can use the following website: http://www.dss.mil/isp/fac_clear/fac_clear.html.

3.1.2.3 The Contractor shall ensure the FSO or an appointed

alternate is physically located on base in order to monitor and facilitate all security requirements.

Question: Can the government please identify which positions or work areas will require personnel with Secret Clearances?

Positions and work areas that require clearances will vary depending upon the Offeror's work structure.

Draft PWS 3.13.10 Information definition Would the Government please define or give an example of “Scientific and Technical Information” as referred to in PWS 3.13.10?

See definition provided in DoDI 3200.12 page 15.

PWS para 3.1.28.a, page 26, references “Course #2500”. Will the Government provide a copy of “Course #2500” prior to RFP release?

No, course information can be found at https://www.iad.gov/ioss/index.cfm.

PWS Table 3.1.1, page 30, CNNSI 5006 “Need Title”. Will Government provide a title prior to RFP release?

CNNSI 5006 title is: National Instruction for Approved Telephone Equipment.

Attachment 1, page 14, 3.1.7.3 Pricing. Contractor must provide fully equipped mid size SUV or Van. What is the government’s definition of fully equipped?

Final PWS will be corrected; no specialized equipment is required.

PWS Table 3.1.1, page 32, DoDI 3200.12 is listed. Did the Government also intend to include DoDI 3200.11?

No, the Government did not intend to include DoD Directive 3200.11.

PWS Table 3.1.2, pages 41‐44. Will the Government provide a map with all building locations marked prior to/as part of the

RFP?

A list of closed and restricted areas are provided, and a map of building locations are provided in the competition library. The Government will not combine both of these into one document.

Attachment 2 DD254 Page 1 Please confirm/verify that all subs/teammates will be required to be TS cleared?

The Prime Contractor must obtain and maintain Top Secret Facility Clearance Level (FCL).

Subcontractors must obtain / maintain appropriate FCL for the work being conducted.

The PWS states: Section 3.1.1 The Contractor shall establish and maintain an industrial security program compliant with DoD 5220.22‐M …. As the Prime Security Contractor and an “on‐ base cleared facility” the FSS Contractor will be responsible for establishing & managing all physical space, listed in Table 3.1.2, required for test operations, establishing standard security practices and procedures for classified and commercial test areas as well as managing the Special Access Programs (SAP) Security Program.

a. Will the FSS contractor be responsible for personnel entry and operational test security, at each specific location within the complexes along with training requirements for ALL contractors utilizing the space? Several locations have different levels of security within a complex; these areas of entry will affect FTE requirements to maintain secure work areas.

The FSS contractor will be responsible for ensuring personnel entry requirements and operational test security requirements are established and implemented for each test effort as well as ensuring all personnel (including DoD and other contractors) are trained on security procedures and the Test Security Plan. The industrial security / test security section of the FSS contractor will not be responsible for providing personnel for manning the facilities for personnel entry; however, they will be responsible for ensuring personnel entry requirements are in place by utilizing test facility personnel, automated entry controls, or other supplemental entry controls (as necessary). If supplemental controls include the need for armed guards, this will be accomplished using the cost reimbursable CLIN in the security forces area.

The PWS states: Section 3.1.7 The Contractor shall provide SAP security management for all AEDC SAP requirements. The Contractor shall manage, administer, and sustain all aspects of a SAP security program compliant with all applicable DoD, AF, and JAFAN requirements. The Contractor shall provide SAP security management for test security, physical security, personnel security, information security, operations security, and SAP security education and training.

a. Does this refer only to FSS prime contractor employees and their associated subcontractors on the FSS contract or all contractors performing work on Arnold AFB?

PWS Section 3.1.7 refers to providing security management support for all AEDC special access program (SAP) security requirements including FSS subcontractors, DoD, and all other contractors performing work on Arnold AFB TN and providing support for AEDC GSU government program managers and security managers as required.

The PWS states: Section 3.1.12.5 The Contractor shall brief all test support personnel on the requirements of the Test Security Plan or Program Protection Plan.

a. Does this refer only to FSS prime contractor and all subcontractors on the FSS contract or all contractors performing work on Arnold AFB?

This requirement applies to all personnel supporting the test.

Reference 3.1.7.1. “The Contractor shall maintain a SAP billet plan for each supported program and ensure initial and annual AEDC Government approval of each plan.”

a. Request the government provide the number of support programs. A billet plan was required under previous SAP Regulations; does the government still want to follow these past requirements?

Additional workload data will be provided in the competition library prior to the issuance of the final RFP. This requirement is to facilitate personnel security efficiencies at AEDC. Yes, the government requires this to be accomplished by the FSS contractor.

Reference 3.1.7.6.2. “The Contractor shall provide IA support for all SAP Information Technology requirements to include standalone systems, High Performance Computing systems, analysis systems, and ID&C systems in accordance with JAFAN 6/3, JAFAN 6/3 Implementation Guide, Joint Security Implementation Guide (JSIG), 9 October 2013, DoD Joint SAP Implementation Guide (JSIG, 09 Oct 2013).

a. Request the government provide work load data inclusive with the number of systems and sub‐systems.

Additional workload data will be provided on FBO (explicit access required) prior to the issuance of the final RFP.

Reference 3.1.8. “The Contractor shall process all Homeland Security Policy Directive 12 and other “Position of Trust” investigative requests through the AEDC Government Personnel Security Program Manager in accordance with AFI 31‐501.

Reference 3.1.9. “The Contractor shall provide electronic fingerprint services, required for official Government business, to all U.S. Government employees, contractors, visitors or tenants at AEDC requiring a background investigation.”

Reference 3.1.13. “The Contractor shall maintain, control, and issue accountable Security Material in accordance with DoD 5220.22‐M, DoD 5200.01‐M, Vol. 1‐4, AFI 31‐401, AFI 31‐601, and supplements. Accountable items include classified storage equipment, containers, vaults, and combination locks used in the AEDC Information Protection/Industrial Security Programs.

a. Request the government provide the number of classified storage equipment containers, vaults and number of safe combinations required?

The classified / unclassified safes and lock listing are included in Attachment 6, FSS Property Lists.

Reference 3.1.22. “The Contractor shall provide analytical, technical, and administrative security support services to Information Protection, Industrial Security, and SAP Security programs managed by the Government.”

a. Request the government provide work load data to include how many security reviews, evaluations, initial surveys, and assessments are supported each year.

Additional workload data will be provided on FBO (explicit access required) prior to the issuance of the final RFP.

Reference 3.1.23.3. “The Contractor shall destroy and dispose of all Controlled Unclassified Information (CUI), including all data storage devices/media, at AEDC Arnold AFB.”

a. Request the government provide work load data to include how much CUI in lbs. or Cubic feet per year.

The PWS will be updated to include this workload.

Reference 3.1.27. “The Contractor shall participate in scheduled and ad‐hoc security working groups in accordance with DoD 5220.22‐M, AFI 10‐701, AFI 31‐401, AFI 31‐501, AFI 31‐601, and supplements.”

a. Request the government provide work load data to include how often these working groups meet and for how long.

The PWS will be updated to include this workload.

Reference 3.1.29.4. “The Contractor shall assist the Government to conduct Staff Assistance Visits with the Government as required or requested in accordance with AFI 10‐ 701.

a. Request the government provide work load data to include how many staff assistance visits per year.

The PWS will be updated to include this workload.

Question 21: Reference 3.1.25. “The Contractor shall provide security‐related technical assistance to the Government and Contractor personnel for briefings and conferences.”

The PWS will be updated to include this workload.

5.0 Industrial Security, Test Security, and Security Management Support

2. There was no specific mention of the Contractor being required to implement TEMPEST (EMSEC) countermeasures when a specific threat is identified in an area where classified processing is being conducted.

Final PWS will be amended to include this requirement.

3.3.2 The Contractor shall perform base telephone operator

duties in support of and in conjunction with the base automated telephone system.

No, on‐duty controller numbers will not be provided. The current operating contract includes a clause that outlines the Government's rights to information and data. The Government generally has the rights to information and data except that marked by the Contractor as competition sensitive data, such as personal data on individuals, payroll records, management methodology, and organizational approaches. The Government reviewed the question and determined it provides the Contractor's management methodology and organizational approach for manning the Ops Center; therefore, it is not releasable to potential offerors.

3.3.3 The Contractor shall support the Crisis Action Team (CAT) Director by acting as a liaison (24 hours/day, 7 days/week) and accomplishing initial situational briefings, initiating all HHQ reports (e.g. Operational Reporting (OPREP), Situational Reporting, Commanders Critical Information Requirements (CCIR), General Administration), monitoring and reviewing incoming/outgoing message traffic, participating in training sessions/exercises, and utilizing crisis/contingency logs to record all events in accordance with AEDC Instruction (AEDCI) 10‐1.

Internal training is conducted by the Training Manager IAW the locally developed training plan.

Currently, initiating the work request will be the only requirement. Converting work requests to work orders, closing out work orders, follow‐up, etc.., will be the responsibility of the executing contractor.

3.3.18 The Contractor shall maintain an Alternate Operations

Center capability that ensures continued Operations/C2 Element functions during contingency or emergency relocation.

Question: What type of location would fulfill this requirement?

The Alternate Operations Center must mirror the Primary Facility, meaning it must have the same capabilities and functions to carry out operations in case of a relocation / activation.

Question: What CLIN would contractor bill this requirement to, rental of a building, all services needed to maintain AOC operations?

The Alternate Operations Center (AOC) should be located on Arnold AFB, not at an off‐site facility.

The current AOC is located in the basement of Bldg 1103. Buildings used by the FSS contractor on Arnold AFB are not subject to rental fees.

Draft PWS 3.3.10 Timeframe clarification Would the Government please provide the acceptable timeframe for delivery of the “daily Morning Report” for PWS 3.3.10?

The timeframe for delivery is annotated in the CDRL 30062, which is by 0700L.

PWS 3.3.4.b, page 56. Can Government define STD and AQL in acronym list and describe how STD can be 10 minutes faster than AQL in this example?

The Standard (STD) is the objective and the Acceptable Quality Level (AQL) is the lowest acceptable threshold. The Standard is to disseminate / push notifications within 5 minutes but not exceed 15 minutes (AQL).

PWS 3.3.16, page 59. Will Government define who maintains, if any, the Exception to Policy letter to AFI 10‐207 dated 15 Mar 13?

AFMC/A3 Policy & Procedures created the policy letter, and it is a final binding document. If changes need to be requested, it will have to be fielded to AFMC/A3 and then approved by HQ AF.

PWS 3.3.18, page 60. Will the Government define where the current Alternate Operations Center Capability is today as part of the PWS?

The Alternate Operations Center Location is the basement of Bldg 1103.

Can you provide a copy of the Quality Control Plan? No, each contractor working at AEDC will implement their own processes, procedures, and quality controls that ensures compliance to the requirements stated in the PWS.

Would the contractor need to use cell phones or pagers on the site?

The contractor will need to determine the best method of communication unless otherwise specified in the PWS.

Can you provide the amount of gas and diesel fuel used per season?

The draft RFP H‐Clause H119, Vehicle and Equipment Fuel, allows the FSS contractor to use Government‐provided fuel. See the specific H‐Clause language for details.

How much inventory is needed for spare parts? The FSS contractor is responsible for determining spare part inventory levels for GFE.

2 General Requirements The effort will be performed primarily at the AEDC site at Arnold AFB in Tennessee. Performance will also be required at AEDC facilities housed as tenants on sites in White Oak, MD and on the National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) grounds at Moffett Field, CA.

Requirements listed in this PWS are assumed to be AEDC Arnold AFB unless specifically noted otherwise.

The Government does not anticipate FSS personnel to be permanently located at the geographically separated units (GSU); therefore, no GFE is provided for the FSS contractor at NFAC and Tunnel 9.

All Contractor created geo‐spatial products shall be provided in digital form to the AEDC‐GIO for storage and adhoc access.

PWS element 3.12.8 is a firm‐fixed‐price requirement and will not be reimbursed under a reimbursable CLIN. This requirement is for the FSS contractor to support the Air Force Geo‐Base Administrator as needed. This support is given in the form of providing updated data in the areas of:

1) Land Use, 2) Wet Land map data, 3) Cultural resource locations, 4) National Pollutant Discharge Elimination System (NPDES) monitoring points, 5) Surface drainage, and 6) endangered species maps.

Note that all this data is well established and infrequent updates are required. The Government expects that this support will occur as part of normal FSS Environmental Management office operations.

Attachment 7, Section L‐3.3.1 Part Organization, shows a general outline for how the Past Performance part should be organized. The table lists “Past Performance References” before “PPI Submission”. Does the CO want the offerors to submit a separate table or document (summarizing the information submitted in the following PPI printouts, consent letters, authorization letters, relevancy matrix.) How would this list be difference from the List of Questionnaire Recipients?

As part of the hard copy Past Performance Part, the FSS contractor shall submit a simple table of the referenced contracts which are being submitted to demonstrate your performance. This requirement will be a listing of the references input into the PPI tool.

The Past Performance References is a shorter list than the Questionnaire Recipients List and only indicates the references you are submitting.

In Attachment 7, Section L, item L‐3.3.3.3 Relevant Contracts and Recency Determination, the language states “Offeror shall submit information on up to 5 recent contracts deemed relevant in demonstrating the ability to perform the full range of capabilities… and explain how/why the referenced contracts are relevant.”

Yes, this information is part of the information input into the PPI tool. The PPI tool has no page limits and your hard copy Past Performance Part will mostly consist of printouts from the completed PPI tool (ref Section L‐3.3.3.2). A simple table of references should also be included.

On page 7 of the instructions for the PPI Tool (Section L, Attachment L‐1), under “POC and Key Individuals Tab”, the Note states “In accordance with FAR 15.305(a)(2)(iii), relevant contract efforts performed by key personnel may be evaluated.

No, we are not going to evaluate management of firm‐fixed‐price contracts (the integration function) separately from the major functional areas (scope elements). The evaluation of relevancy will focus on the subfactors (see Relevancy Matrix, Attachment L‐6) which also have traceability to the questionnaire.

There is validity in the concern that the number of efforts similar to FSS magnitude ongoing concurrently within the last three years may not be very high due to small business caps. Since the FSS acquisition is a small business competition, we will revise the recency criteria to 5 years. Section M‐2.4.1 will be amended.

For clarification purposes, the $24M estimate to which you refer was a rough order of magnitude estimate included in the early stages of this acquisition for the purposes of discussing various constructs and was prior to the addition of the AbilityOne (Refuse, Custodial and Grounds Maintenance) requirements to the FSS scope.

Reference Performance Requirements (PWS 3.1‐13) and Section L ‐ 3.3.3.1. Number of PPI References.

a. Considering the diverse nature of the 13 PWS sections, contract performance requirements stated in 3.1‐3.13, and that some of the requirements have scope, magnitude and complexity that are unique to the Arnold Engineering and Development Center, would the Government consider expanding the number of past performance submissions for subcontractors from two to four to demonstrate a wider range of relevant past performance?

No, since we are allowing any subcontractor that is responsible for a major functional area (any of 11 represented by PWS 3.1 thru 3.11) to be defined as a major subcontractor, the two performance submittals per major subcontractor could yield 22 different references. Increasing the limit to four could significantly increase the evaluation scope and affect the FSS acquisition schedule. Offerors are encouraged to submit references they deem most relevant IAW Section M.

What is required for past performance for a joint venture?

How many PP from each partner?

Sections L and M are being modified to allow: five submitted references for a prime, three for each JV partner (if offeror is a JV), and two for each major subcontractor. These limits are meant to be caps on the number of submitted references, so offerors should submit the efforts deemed most relevant while still meeting these guidelines.

3.6.4 The Contractor shall establish and execute an annual

facility safety inspection program.

Per 29 CFR 1960.25(c) "all areas and operations of each workplace, including office operations, shall be inspected at least annually.
