Questions and Answers to Final Request for Proposal Solicitation No. FA9101‐14‐R‐0200, Facility Support Services (FSS)

16 December 2014

CQ# QUESTION RESPONSE

1 Reference: CLINs 0023, 0024, and 0048 Question: Please provide workload to estimate these CLINs. Helpful workload would include: how many projects and general scope of projects; how many 24/7 emergencies and their scope; how many unscheduled collections and pick‐ups and their scope.

The Government estimates the following workload for CLINs X023, X024, and X048 (Note:

the Government is giving workload in estimated man‐hours in lieu of actual number of test projects, number of 24/7 emergencies, and scope of projects):

CLIN 0023 Test Support Services Test Post Guards: 4,800 man‐hours annually Test Security Services: 1,000 man‐hours annually Customer Test Article and Equipment Packing / Crating: 800 man‐hours annually Customer Test Article and Equipment Transportation Services: 700 man‐hours annually

CLIN 0024 Mission‐Essential Services The Government cannot provide estimates for this requirement. Predicting crisis events is not a reasonable request. Historically, the last time when Mission‐Essential Service requirements were needed was 9/11.

CLIN 0048 Unscheduled Pick‐ups and Special Events The Government estimates 3‐5 annually.

2 Can the government provide a copy of ATA / Sverdrup Technology Wage Employees Retirement Savings Plan for all incumbent personnel before Oct 1, 2013.

A copy of the Aerospace Testing Alliance (ATA) Wage Employees' Retirement Savings Plan will be posted in the Test Operations and Support competition library.

3 The Attachment L‐8 Over and Above Pricing Sheets contains the Best Estimated Quantity in hours, which is the same for the 4 Fiscal Years and FY20 (6 mos). Should the hours be reduced by half in FY 20?

Attachment L‐8, Over‐and‐Above Pricing Sheet, was modified to reduce the hours in Option Year IV (FY20), the six‐month extension, by half. The modified pricing sheet was included in Amendment 0002.

4 Attachment 6, Government Furnished Equipment does not include any equipment for Grounds Maintenance or Custodial Services. Will the government provide equipment for these areas, and add it to Attachment 6?

Custodial: Government‐furnished property will not be provided or offered for custodial services.

Grounds Maintenance: Attachment 6, Government‐Furnished Property, was revised to include Grounds Maintenance Equipment. The revised attachment was included in Amendment 0002.

5 Section # L‐3.1.3 Part I – Price Proposal, Defined Benefit Pension Plan Question:

The RFP states “Offerors shall include $1,600,000 in each CLIN for the DBPP contribution and administrative costs for the base period and each option year of their proposal. This amount is the Government’s estimate of annual costs for the DBPP and will be adjusted annually to reflect the actual costs associated with this plan”. For Option IV of the period of performance should the offeror use a different amount for the DBPP contribution and administrative costs since Option IV is only 6 months?

Yes, use $800,000 for the DBPP contribution and administrative costs, since Option IV is only six months.

6 Section # L‐3.1.4.6 Part I – Price Proposal, Fixed Hourly Rate Pricing Sheet;

Attachment L‐10 Question: The RFP states “Identify the proposed labor categories required to perform tasks for all cost CLINs in Column A (for example, Laborer I, Firefighter II, Environmental Specialist, etc.) Column C through G should include the fully burdened labor rate for each proposed labor category. The rates reflected on this pricing sheet should be the same rates shown on the Over‐and‐Above Pricing Sheet (Atch L‐8).”

In Attachment L‐8, Over‐and‐Above Pricing Sheet, there is only a “Task Categories” description column and no columns that show labor categories.

How are offerors to tie the rates from Attachment L‐10, Fixed Hourly Rate Pricing Sheet to Attachment L‐8, Over‐and‐Above Pricing Sheet when there are no labor category titles in Attachment L‐8?

The Government expects the task categories provided in Attachment L‐8, Over‐and‐Above Pricing Sheet, could require more than one labor category. For example, transporation services could require both a truck driver and a forklift operator. The rate provided in Columns D‐H would reflect the cost of any labor categories required. The Government does not know all the labor categories required by each FSS contractor; therefore, we request you identify these on Attachment L‐10, Fixed Hourly Rate Pricing Sheet.

7 Section # PWS 3.5.2.7 Question: The RFP States: The Contractor shall support and maintain AEDC's Cultural Resources Program in accordance with AFI 32‐7065.

Promote public awareness, support consultation with the State Historic Preservation Office, other authorities and interested parties, provide local guidelines for compliance with applicable laws and regulations, maintain an Integrated Cultural Resources Management Plan. Include support of Cultural Resources data management in GeoBase. Support curation inspections as required. Implement and maintain programmatic agreements, support inventories, provide, support and maintain recordations with the State Historic Preservation Office, consultations, and other management of cultural and historic interest on AEDC. Support reviews of projects to determine the need for consultations or other actions. Support projects from off base Contractors performing archaeological surveys or related work.

a ‐ How many times do we consult to the State Historic Preservation Office?

b ‐ How many projects are reviewed monthly or annually?

c ‐ How many off base contractors are supported monthly or yearly?

a ‐ The Government estimates 1‐3 formal consultations annually to the State Historic Preservation Office.

b ‐ This question was answered on the draft RFP Question & Answers as follows:

"Over the last five years, the contractor conducted an average of 3‐5 environmental engineering evaluations per year."

c ‐ The Government estimates 1‐3 contractors may be on base during a single year to accomplish Cultural Resource Studies and would require support from the FSS contractor.

Occasionally, minimal support is required for other projects that may impact Cultural Resources at AEDC.

8 Section # PWS 3.5.2.6 Question: The RFP states: The Contractor shall support and maintain AEDC's Hazardous Materials Management Program in accordance with AFI 32‐7086.

Provide technical support to Materials procurement and distribution by reviewing, approving and tracking hazardous materials using the AF system EESOHMIS. Maintain and update information in EESOHMIS. Provide technical assistance to the Recycling Operations Center, Emergency Operations Center, and other response efforts as required.

a. How many times a year is technical support provided for material procurement

b. How often is technical assistance provided to the Recycling Operations Center?

a. The FSS contractor will provide the following annual workload estimates for technical support for hazardous material procurement:

Hazardous material request = 1700 Hazardous material authorizations = 700

b. Technical assistance to the Recycling Center is usually required 4‐6 times per year depending on workload.

9 Section # PWS 3.8.7 Question: PWS 3.8.7 States: The Contractor shall maintain open storage in accordance with AFJMAN 23‐210, section 3‐44 and AFI 23‐101.

a. How big is the Open Storage Area?

b. How many line items are stored in the Open Storage area?

a. The Government has previously given details regarding the sizes of the five open storage areas. See Questions and Answers to draft RFP (page 24) posted on Federal Business Opportunities on 3 Oct 14.

b. The Government estimates that 1,200 line items are stored in these open storage areas.

10 Section # PWS 3.8.10 Question: PWS 3.8.10 States: The Contractor shall ensure personnel handle electrostatic devices in accordance with T.O. 00‐25‐234 and the storage area is clearly marked.

How big is this Storage Area? How many line items are stored in this Storage area?

The current electrostatic storage area is 48 sq feet and contains 94 line items.

11 Section # PWS 3.8.53 Question: PWS 3.8.53 States: The Contractor shall conduct customer assistance and/or resource management visits annually.

How many areas receive customer assistance visits annually?

The annual average customer assistance visits are estimated to be 10.

12 Section # L‐1.1 Budget/Funding Information Question: Please provide the CBA and SCA labor categories for each task area. For the CBA labor categories, please provide education/training, experience, certifications and job descriptions so Offerors can determine where the labor categories can be used (e.g. It appears Storekeepers may be the only CBA labor category available for all Supply, Warehousing and Freight Services, but we cannot determine if this is correct without this additional information).

The Government has released the complete CBAs and Service Contract Labor Standards wage determinations. Offerors must develop their own staffing approaches to fulfilling contract requirements.

13 RFP Reference: L‐3.3.3.3. Relevancy Matrix and Attachment L‐6, Relevancy Matrix Comments/Issue: There are multiple sheets in Attachment L‐6, but L‐3.3.3.4.

Relevancy Matrix does not appear to direct offerors to fill out all sheets in the document. Question: Section L‐3.3.3.4 directs offerors to complete the relevancy matrix found in solicitation Attachment L‐6. Attachment L‐6 contains two sheets, which include a “Section L” sheet and an “Internal” sheet. Is it the Government’s intent that offerors complete both sheets contained in Attachment L‐6?

The "Internal" tab is an old working tab that is not intended to be in the Attachment L‐6.

Please disregard the "Internal" tab. Only the "Section L" tab should be completed by Offerors and returned as part of the Past Performance Part.

14 RFP Reference: PWS, Pages 46‐49, 3.2.1 Comments/Issue: Reference Documents Question: Will the government post the reference documents listed at Table 3.2.1 into the FSS procurement library?

The reference documents listed in Table 3.2.1 are readily accessable on‐line, and the Government will not post in the competition library.

15 RFP Reference: PWS, Page 46, 3.2.1 Comments/Issue: Clarification on arrest and detaining procedures. Question: The PWS states that SF personnel shall not make ‘citizen’s arrests’, however 3.2.10.5 and 3.2.10.2.6 state that SF personnel have a responsibility to detain. Please specify the arrest and detain duty requirements and authority of SF personnel to arrest and detain.

On duty Protective Services personnel performing official guard duties have the authority to apprehend any person subject to the Uniform Code of Military Justice (UCMJ) regardless of rank. Protective Services personnel may apprehend any person subject to the UCMJ if they have probable cause / reasonable belief to believe an offense has been or is being committed and the person being apprehended committed or is committing the offense.

Civilians may be detained for offenses committed on Arnold AFB. Since civilians are not normally subject to the UCMJ, civilian violators are referred to the local civil authorities having jurisdiction (Coffee or Franklin County Sheriff or Tennessee State Police).

For minor offenses, release civilian offenders to their military sponsor. If they do not have a military sponsor, release them to a relative, friend or on their own recognizance.

16 RFP Reference: PWS, Page 51, 3.2.5.1 Comments/Issue: Training provided Question:

Will the government provide CATM initial and refresher training to contractor personnel?

The Government will not provide initial or annual refresher training to the FSS Combat Arms Training and Maintenance (CATM) instructor. As para 3.2.5.1, Attachment 1, Performance Work Statement (PWS), states "...CATM Instructor must have been a graduate of the AF Combat Arms Apprentice Course." The FSS contractor is responsible to ensure that the CATM Instructor has and maintains the proper training for the position.

17 RFP Reference: PWS, Page 51, 3.2.6 and 3.2.7; Contract 2014‐15 IGUA‐ATA, Section‐ 2 on Page 4, and Contract Wage Schedule on Page 67 Comments/Issue: Single vs.

combined positions/roles Question: The RFP identifies the requirement for Armory operation by the contractor as well as a requirement for the BDOC operation. The IGUA‐ATA Contract indicates within the Union Recognition Section and the Wage Schedule that the roles of Security System Admin / Armorer (SSA/A) are possibly a single combined responsibility position. Will the Government clarify whether or not these two roles are currently covered by the same position description and are they required to be the same position?

a. Currently, these two roles are covered by the same position description. During normal duty hours Monday‐Friday, "armorer" duties (issue and turn‐in) are shared by the System Security Admin (Alarm Monitor), "Day Shift Lead," and the CATM person. The second and third shift Leads perform armorer duties for their shifts.

b. The FSS contractor is responsible for determining a management approach for "who" and "how" armorer duties are performed.

18 RFP Reference: PWS, Page 52, 3.2.8.1 Comments/Issue: Single vs. combined positions/roles Question: The PWS states that a full‐time ESS Officer is required;

however the CBA seems to have this position combined with the Armorer. Are these two separate positions?

The FSS contractor is responsible for determining a management approach for "who" and "how" armorer duties are performed. Note:

This approach will require collective bargaining agreement (CBA) negotiations.

19 RFP Reference: PWS, Page 53, 3.2.10.2.1; Contract 2014‐15 IGUA‐ATA, Section‐2 on Page 4, and Contract Wage Schedule on Page 67 Comments/Issue: Position description names/titles Question: Is the Field Training Supervisor (in PWS) the same position titled as the Security Force Officer Lead (SFOL) listed and recognized in the IGUA Collective Bargaining Agreement?

Yes, the Field Training Supervisor identified in para 3.2.10.2.1 of Attachment 1, PWS, is the same position titled as the Security Force Officer Lead (SFOL) listed in the International Guards Union of America (IGUA) collective bargaining agreement.

20 RFP Reference: PWS, Page 56, 3.2.10.2.9 Comments/Issue: Augumentee readiness/availability/duration Question: What is the minimum time period in which the contractor has to provide/produce 16 augmentees? Are the augmentees uniformed and armed Security Force personnel? What is the duration of the Government provided initial and refresher training? What is the duration the 16 augmentees are used on average? Is there historical data on the use of augmentees?

a. The Integrated Defense Plan (IDP) does not identify a minimum time for augmentees to be armed, equipped, and posted during increased threats or contingencies. NOTICE: RFP Amendment 0002 revised para 3.2.10.2.9 of Attachment 1, PWS to indicate the requirement for 8 augmentees not 16. The calling in of augmentees is on an as‐the‐situation‐dictates basis. Normally, augmentees are NOT called in unless the Chief, Protective Services, needs them for additional posting during Force Protection Condition (FPCON) Charlie or higher or any other contingency that requires additional manpower over and above normal posting.

b. Augmentees are non‐Protective Services volunteers and are provided uniforms and associated post equipment by the FSS contractor.

c. Initial training consists of 28 hours, and refresher training is 24 hours.

d. Historically, augmentees have been used primarily for FPCON Charlie exercises for a

21 RFP Reference: PWS, Page 57, 3.2.11 Comments/Issue: Historical data/estimated quantities of work efforts

Question: To assist bidders with effective and efficient planning and estimating, will the Government provide historical data or estimated quantities of work efforts/products relative to the Security Section addressing at least numbers and magnitudes of:

a. reports & analysis

b. program documents

c. records managed

d. records disposed of

e. reviews

f. inspections

g. surveys

h. exercises

i. testing

j. audits

k. ID Training classes?

The Government estimates the following workload data for para 3.2.11 of Attachment 1, PWS:

a. Reports and analysis: 148 reports annually

b. Program documents: 1,200 annually

c. Records managed: 20 cubic ft annually

d. Records disposed of: 200 records annually

e. Resource Protection reviews: 16 reviews annually

f. Resource Protection inspections: 16 inspections annually

g. Resource Protection surveys: 16 surveys annually

h. Resource Protection exercises: 16 exercises annually

i. Testing: 2 tests per month

j. Audits: 3 audits annually

k. Integrated Defense (ID) training classes: 1 training class per quarter

22 RFP Reference: PWS, Page 57, 3.2.11.1; and AAFB IDP 31‐101 September 2014 Working Draft file document, Section 1.1.5.14 Comments/Issue: Clarification on AAFB IDB Question: The PWS section 3.2.11.1 states that “The Contractor shall be responsible for the Integrated Defense Plan, Integrated Defense Risk Management Process and Resource Protection Program.” The AAFB IDP section 1.1.5.14 identifies a Resource Protection Program (RPP) Manager, but is unclear if this role is a function of the DFC or part of the Contractor responsibility.

Will the Government please provide more specific role and function requirements and any minimum position(s) staffing that is the responsibility of the contractor?

The FSS contractor is responsible for executing the installation Resource Protection Program (RPP) and has an RPP Manager performing this function under the Chief, Protective Services.

The FSS contractor also has a Plans and Programs Manager who is responsible for writing the Integrated Defense Plan, managing the Integrated Defense Risk Management Process (IDRMP), and other additional duties as appointed by the contractor Chief, Protective Services.

23 RFP Reference: PWS, Page 57, 3.2.11.3 Comments/Issue: Integrated Defense training planning and estimating Question: The PWS section 3.2.11.3 states that “The Contractor shall assist the Government in conducting Integrated Defense training for asset owners/users.”

To assist bidders with effective and efficient planning and estimating, will the Government provide any further clarification in the form of either historical data, estimated quantities, or a planning basis value of work efforts/products to use relative to the contractor’s role in the training assistance task expected by the Government?

The Government estimates 8‐12 hours per quarter that the FSS contractor will support the Government in conducting Integrated Defense (ID) training.

24 RFP Reference: PWS, Page 58, 3.2.12, Second Sentence Comments/Issue: DEERs authoritative Database Question: Will the Government describe and clarify what is the Contractor responsibility relevant to this PWS language: “The Government Civilian Personnel Office will determine Uniformed Services' benefit eligibility and privileges in Defense Enrollment Eligibility Reporting System (DEERS) authoritative database, which is comprised of the National Enrollment Database and Person Data Repository.”

The FSS contractor's role for this task is to "issue" the military identification (ID) card to the applicant upon the Government Civilian Personnel Office determining eligibility and approving entitlements in the DEERS system.

The FSS contractor (Visitor Center) staff are NOT authorized to approve a DoD ID card applicant's entitlements, i.e., medical, BX/Commissary privileges.

25 RFP Reference: PWS, Page 58, 3.2.12.2 Comments/Issue: Full time armed supervision requirement Question: Is there a requirement for full time, armed and on‐location supervision at the VCC during operational hours?

No on‐location supervision requirement exists for armed staff personnel at the VCC.

26 RFP Reference: Section B Paragraph 3.4.1.5 Comments/Issue: CLINs 0009 and 0010 Question: Paragraph 3.4.1.5 is listed in Section B for CLINs 0009 and 0010 but does not exist in the PWS. Should this reference be ignored or is there another paragraph that needs to be included in CLINs 0009 and 0010?

CLINs X009 and X010 were revised to remove para 3.4.1.5 and add para 3.4.1.4. This revision was included in Amendment 0002.

27 RFP Reference: Comments/Issue: Tenure of current workforce Question: The Collective Bargaining agreements (CBAs) include many tenure dependent benefits such as vacation, 401k match, and severance that have a wide range of values. The assumed accrual of these benefits may significantly impact the proposed price. Will the government provide any information regarding the tenure of the current workforce?

In order to protect proprietary information, the Government provided demographic data in the form of a range. See Atch 1 to Questions and Answers to Final RFP released on 12 Dec 14.

28 RFP Reference: PWS Page 56, 3.2.10.2.9 Comments/Issue: Augumentee schedule or on‐call? Question: Paragraph 3.2.10.2.9 requires the offeror to provide 16 augmentees to the security force “as required”. Are the augmentees subject to on call requirements or will the use of the augmentees be known and scheduled in advance? Is there any workload data available in regard to this effort?

Augmentees are on an "On‐Call" status as required. Historically, augmentees are utilized during increased threats (FPCON CHARLIE or above) and during base exercises (FPCON exercises are conducted semi‐annually). AEDC has not issued any FPCON CHARLIE or higher since 9/11. NOTICE: RFP Amendment 0002 revised para 3.2.10.2.9 of Attachment 1, PWS, to indicate the requirement for 8 augmentees not 16.

29 Re: CBA ATA and IGUA Local 46; Article VII PTO; Page 37; Question: In order to insure equality for all bidders in determining benefit costs, would a current seniority list be provided or current number of personnel in each row for "Years of Company Service"?

In order to protect proprietary information, the Government provided demographic data in the form of a range. See Atch 1 to Questions and Answers to Final RFP released on 12 Dec 14.
