1 Reference: Final PWS dated 18 November 2014, Page 119, Section “Vehicle Operations and Maintenance,” Paragraph 3.10.12 Question: The PWS numbering jumps from 3.10.11.4 to 3.10.13., skipping
3.10.12. Please clarify.
The Final Performance Work Statement (PWS), dated 18 November 2014, contained a numbering error. A revision will be made to define 3.10.12 as Reserved.
2 Reference: Final PWS dated 18 November 2014, Page105, Section “Vehicle Operations and Maintenance,” Paragraph 3.10.1 Paragraph 3.10.1 states:
“The Contractor shall perform vehicle operations and maintenance services for Government‐registered vehicles and vehicular equipment at AEDC Arnold AFB.
The current vehicle/vehicular equipment fleet is identified in Appendix L. The quantity of vehicles will fluctuate; factors for fluctuation include but are not inclusive to: continuous evaluations by both Government and Contractor or USAF (VEMSO) enterprise‐wide mandates such as command leveling.”
Question: Appendix L listing does NOT provide any age or miles/hours for any vehicles or equipment listed. In order that offerors may adequately understand costs associated to the vehicles and equipment listed in Appendix L, request the Government provide age and miles/hours for any vehicles or equipment listed.
The Government has revised Appendix L to include the current mileage or hours for each vehicle. The year that each vehicle was manufactured is identified by the first two digits in Column B. In addition, the Government has identified the vehicles for FSS and Test Operations and Sustainment (TOS) operations.

3 Reference: Final PWS dated 18 November 2014, Page 108, Section “Vehicle Operations and Maintenance,” Paragraph 3.10.4 states:
The Contractor shall provide maintenance, repair and replacement of Government Furnished Vehicles/Equipment in accordance with AFI 24‐302, paragraph 4.80 at AEDC Arnold AFB.
**Please note, vehicle replacement cost and acquisition (for FSS Contractor functions) will be the sole responsibility of the FSS Contractor. Additionally, before executing any vehicle (USAF Registered Vehicles—viewable in RFP Attachment 7) turn in action, the Contractor must coordinate in writing intent and specifics with the Government Chief of Logistics.** Question: Attachment 7 does not include age, miles/hours for any of the vehicles or equipment listed. In order to adequately understand costs associated with expected replacement of GFE vehicles, replacement cost to be borne by FSS Contractor, request the Government provide age and history of all GFE equipment identified in Attachment 7 of the final RFP)

4 Reference: Final PWS dated 18 November 2014, Pages 18‐70, Section “Attachment 6 Government Furnished Property” Question: Attachment 6 (GFP) does not include age, miles/hours for any of the vehicles or equipment listed. In order to adequately understand costs associated with the maintenance of GFE vehicles and equipment to be borne by the FSS Contractor, request the Government provide age and history of all GFE equipment identified in Attachment 6 of the final RFP.
The Government will not provide any additional data for the equipment / vehicles listed in Attachment 6.
5 Reference: Appendix L, “Vehicle Fleet and Vehicular Equipment Listing” Question: Numerous vehicles and vehicular equipment listed in Appendix L are assigned to functions to be performed under the FSS contract. Will these items be provided to the FSS contractor?

6 Reference: CLIN 0022 Question: The description of CLIN 0022 states that it is to include “all personnel, equipment, tools, materials, supervisions, and other items” necessary for performing major vehicle maintenance. However, Section H117 referenced in the description states that all labor will be included in CLIN0020. Furthermore, the instruction for the L‐8 pricing sheet for Major Maintenance of USAF‐Owned Vehicles states that “labor is not included in the Major Maintenance of USAF‐ Owned Vehicle CLIN X022.” Please confirm whether labor costs associated with major maintenance of USAF‐owned vehicles are to be included in CLINs X020 or X022.
Labor costs associated with major maintenance of USAF‐owned vehicles is to be included in CLIN X020. CLIN X022 will be revised to state: "Provide all equipment, tools, materials, other items, and specialized subcontract work necessary to perform activities IAW 3.10.4.3.1 and Section H117, Direct Parts and Materials Required for USAF‐ Owned Vehicles."
7 Reference: PWS 3.10.4.3.1 Question: Request the Government provide an estimated annual number of repairs, or estimated annual labor hours, for the Major Maintenance described in
PWS 3.10.4.3.1.
The estimated annual repairs for major maintenance is three (3).
8 Reference: PWS 3.10.4.3.1 Question: Request the Government provide an estimated annual number of vehicle recovery/ wrecker service calls as described in PWS 3.10.7.
The estimated annual vehicle recovery / wrecker service calls is six (6).
9 Reference: PWS Page 166, Table F2 – Solid Waste Pickup Locations & Estimated Frequencies and Map of Refuse Dumpster Locations on page 174 Question: In order to optimize the collection route for Table F2 locations, please provide the street address – or even better – the latitude and longitude of each bin.
The Solid Waste Collection Area Map (RFP Attachment 1, Appendix G) provides dumpster locations and primary street names. Global Positioning System (GPS) positions of dumpsters are not available.
10 Was the FTE for PWS 3.9 Freight Services accidentally left out? The full‐time equivalent (FTE) for WBS 3.9, Freight Services, is included in the Logistics Mgmt / Base Supply category.
The Government did not intend for the table in L‐1.1, Budget / Funding Information, to match the PWS by category.

11 RFP pg. 92 Section: H117 Parts and Material required for USAF‐Owned Vehicles Solicitation: H Q: The clause states “All costs of direct parts and materials, as well as specialized subcontract work, incurred to perform necessary repairs and corrective maintenance on vehicles listed in Attachment 7, USAF Owned / Registered Vehicles, as well as those vehicles that are primarily used by the TOS contractor (see Appendix L, Attachment 1, Performance Work Statement) will be reimbursed on CLIN X022, Major Maintenance of USAF‐Owned Vehicles. These purchases shall be approved by the Contracting Officer prior to the expenditure of funds.” Can the Government clarify the meaning of this statement? It appears to say that the above mentioned vehicles repairs and corrective maintenance will be on a Cost Reimbursable basis, is this the Government’s intention?
Section 3.10.4.3.1 in Attachment 1, Performance Work Statement, provides clarification on when CLIN X022 is to be utilized.
12 RFP pg. 92 Section: H117 Parts and Material required for USAF‐Owned Vehicles Solicitation: H Q: If H117 is Cost Reimbursable for repairs and Corrective maintenance is the Contractor to propose a value within section B?
As stated in tab entitled "Major Maintenance of Vehicles" in Attachment L‐8, Over‐and‐ Above Pricing Sheet, use $10,000.
13 Att. 1 – PWS pg. 129 Section: 3.11.13 Solicitation: Laboratory testing (shortened) Q: Please provide any additional detail regarding this requirement, e.g., what is the requirement, who performs it now, frequency, historical costs associated with, etc…
Amendment 0002 will state that PWS element
3.11.13 has been revised to remove "laboratory testing" from the requirement.

14 Ex. C – CBA pg. 93 (electronic) Generally Section: A Solicitation: Wage Rates Q:
Please confirm/verify that the Grounds Maintenance effort under PWS Section
3.11 is covered by this CBA? If not, please advise as to the applicable/governing wage determination? Q: If this CBA does cover the Grounds Maintenance effort IAW PWS Section 3.11, please either provide Position Descriptions (PDs) for each position title/labor category listed in Exhibit A or identify which position titles/labor categories are applicable to the Grounds Maintenance effort?
Grounds maintenance personnel are currently covered under the "Air Engineering Metal Trades Council (AEMTC)" CBA. Grounds personnel are categorized as Light Equipment Operators (tractor and mowing operators), Laborers (trimming, pruning, etc.), and Truck Drivers (refuse truck and truck driver support).
These positions are not classified as grounds maintenance workers, since they are used in other Test Operations and Sustainment (TOS) capacities such as moving crews, industrial cleaning and pump operations, supporting heavy repair / excavation operations, street sweeping, and road maintenance. Custodial is covered under the "Premiere and Air Engineering Metal Trades Council" CBA.
Operation Center Controllers are not covered under a CBA.
15 Final RFP dated 16 Nov 14 and Att. 1 and Appendix A, F&I Q: How will variation in the referenced estimate quantities be handled by the USG?
If the Contractor is required to exceed the estimated workload estimates in Appendix A of Attachment 1, Performance Work Statement (PWS), the Government will request a proposal for the additional workload. The FSS Contractor and Government will then enter negotiations. If negotiations are successful, a bilateral modification will be awarded to incorporate the additional workload.

16 Att. 1 – PWS, Starting on p. 134 and Section 3.13 Starting on p. 178 and Appendix I Q: Please provide the custodial cleaning times/hours of operation for these services/bldgs…
Upon contract award, custodial cleaning times / hours of operation will be negotiated and set with the Government Contracting Officer's Representative (COR).
17 Appendix C – CBA, p. 57 electronic Art. XVII, and Appendix F – CBA p. 40 & 64 electronic Sect. 4 Severance Allowance & Severance Payment Q: Please confirm/verify that the incoming contractor (awardee) will be liable for any severance liability/obligations/payments associated with any reductions in force?
The current contractor (losing employer) is liable for severance payments to employees who do not find work with a follow‐on contractor. The awardee will be responsible for severance payments to employees who may be affected by a reduction in force during their contract period of performance in accordance with the collective bargaining agreement (CBA).
18 Att. 1 – PWS, Appendix I pg. 187 Section: N/A Solicitation: N/A Q: The 3600 Level 2 Totals do not include Concrete SF whereas the 3400 Level 2 Totals include Concrete SF; is there a reason for this or should the 3400 Level 2 Totals equal 432,370 vice 380,680?
Amendment 0002 will revise page 187 in Appendix I of Attachment 1, PWS, to correct Total Floor SF for 3600 Level 2 to 432,370.
19 Att. 1 – PWS pg. 3, 154 and 190 Section: Appendix K ‐ Reserved Solicitation: N/A Q: Please confirm/verify that Appendix K is in fact Reserved?
Amendment 0002 will reflect revision to Appendix K, adding a map entitled, "Bare‐ Ground Herbicide Map 2014."

20 Ex. C – CBA pg. p. 61 & 62 electronic Section: Art. XVII, and Sect. 5 Retirement Plan. Solicitation: Enhanced 401K Plan Q: Please clarify/quantify offerors obligations regarding this Plan, e.g., matching required, at what percentage, etc…?
Offerors are encouraged to develop their own initiatives with respect to employee benefits.
Outside of employees covered by the CBA, there is no requirement for employees to be offered a savings plan. However, please be advised that employer contributions to savings plans will be considered in the technical portion of the proposal with respect to total compensation. Information concerning the demographics and cash equivalent cost of the current benefits provided to the workforce is available on charts 28 and 29 of the Facility Support Services (FSS) Industry Day No. 2 briefing (http://www.arnold.af.mil/shared/media/doc ument/AFD‐140903‐058.pdf).
21 Att. 1 – PWS pg. 119 Section: 3.10.13.1 Solicitation: Routine Maintenance Parts and Supplies Q: Are we to assume that the plug number for annual costs for all maintenance parts and supplies such as tires, batteries, oil filters etc. is still $115K.
Is this statement still true to use in our estimate?
The $115K is the Government's FY14 estimate for routine maintenance parts and supplies.
22 Att. 1 – PWS pg. 115 Section: 3.10.6 Solicitation: Car Wash Maintenance Repair and Consumables Q: Are we to assume that the plug number for car wash maintenance repair and consumables is still $715.40. The final RFP did not address the plug number estimate for wash station repair.
The $715.40 is the Government's FY14 estimate for car wash maintenance and consumables.
23 Att. 1 – PWS pg. 100 Section: 3.9.1 Solicitation: Freight Materials Q: Is the annual cost for materials used is freight still $40K? Is this a valid assumption for freight services?
The $40K is the Government's FY14 estimate for freight materials.

24 PWS pg. 56 Section: 3.2.10.2.7 Solicitation: Protective Services Q: Does the over watch requirement apply in FPCON Normal and Alpha; it appears to be excessive for the low threat area? Is the over watch gate manning considered in the 57 FTEs for Protective Services in Section L?
Yes, AFI 31‐113 requires "overwatch" be posted 24/7 at primary installation entry points. An armed "overwatch" must be posted 24/7 at the Main Gate and Gate 2. The overwatch is factored in the 57 full‐time equivalents (FTEs). NOTE: During "peak traffic ingress," interior patrol personnel provide overwatch to the Main Gate and Gate 2 Entry Controllers. Once traffic subsides after the morning rush, the outer inbound lane is closed and that entry‐controller becomes the overwatch position.
25 PWS pg. 56 Section: 3.2.10.2.8 Solicitation: Protective Services Q: Will the Test Security Plan note the number of posts required and is this requirement the same as discussed in the Over and Above for Protective Services?
a. Yes, the test security plan will note the number of posts required.
b. Yes, per para 3.2.10.2.8 of Attachment 1, Performance Work Statement, "The Contractor shall provide armed Test Post Guards as required by the Test Security Plan on a project‐by‐project basis."
26 PWS pg. 56 Section: 3.2.10.2.9 Solicitation: Protective Services Q: Is it expected these 16 augmentees will come from across all the contracts or be provided by the FSS alone?
Amendment 0002 will revise para 3.2.10.2.9 of Attachment 1, Performance Work Statement (PWS) to reflect the 16 augmentees are being reduced to 8. The FSS contractor will be responsible to determine the best approach to meeting this requirement.

27 PWS Attachment 1 pg. 78 Section: 3.5.2.8 Solicitation: Environmental Management Section Q: What role is expected from the FSS Natural Resources element regarding wildland/grass fires on the AEDC reservation? Is there a training requirement and coordination requirement for the Civil Engineering (TOS) roads and grounds crew to assist in the FSS Fire Department response to those fires? This assumes that the TOS contractor has been tasked with the support to the Fire Department’s response in event of protracted fire response event. Please confirm.
The FSS Natural Resourses Element will not respond to grass / brush fires on the AEDC reservation. A training requirement does not exist between FSS and TOS for grass / brush fires. The Fire Department will use an urban interface approach to grass / brush fires;
anything beyond that practice will require the Tennessee Department of Forestry.
28 Will the FSS Contractor have customer ‘donee’ privileges at the DS (DRMO) turn in for old, but serviceable, GFE?
The FSS contractor will not have customer "donee" privileges.
29 Will the government provide historical data for consumable products? Approximately 11,000 consumable items are managed in the warehouse.
30 Reference: Final PWS dtd 18 November 2014, Attachment 6 Question: Attachment 6 lists: “AR269180 Motor Pool Vehicle Maint Tool Crib.”
Request the Government please provide the inventory of the Tool Crib listed in Attachment 6, valued at $20,000.00.
The Government will provide the inventory for the Tool Crib in the Competition Library.
31 Reference: Final PWS dtd 18 November 2014, Page 117, Section on Vehicle Operations and Maintenance, Paragraph: 3.10.9 Questions: Paragraph 3.10.9 states: “The Contractor shall provide and maintain a Command and Control Vehicle (CACV).” 1) Is the Contractor expected to provide this vehicle? 2) What size is this vehicle? 3) What Special Equipment is expected to be installed on this vehicle?
1)This Center Commander vehicle is to be provided by the FSS contracctor. 2) The current vehicle is a Ford Hybrid Fusion. 3) The vehicle requires a base radio receiver / transmitter (supplied by the Base Communications and Information Technology Services [BCITS] contractor) and emergency lights.

32 Section # PWS 3.12.1.1 Question: The RFP states: The Contractor shall empty MSW dumpsters based on historical data for the first 30 days of performance. The Contractor shall establish initial vehicle routes and collection schedules upon contract award. Routes and collection schedules are to be submitted to the Contracting Officer (CO) five (5) calendar days prior to start of contract performance. The Contractor may propose adjustments to the schedule at any time but as a minimum, the COR and Contractor shall monitor fill capacities during the first 30 days of performance and during one other period to be agreed upon during the same performance period. No changes are allowed to the schedule or haul route without CO or COR coordination. Historical frequency tables are located at Appendix F, Table F2. When the Contractor completes service at a location there shall be no litter, waste, or recyclable material on the ground within a 10‐foot radius of the container.
If the workload is higher after the 1st 30 days, will the Government allow an equable adjustment to CLIN x045?
If the Contractor is required to exceed the estimated workload estimates, the Government will request a proposal for the additional workload. The FSS Contractor and Government will then enter negotiations. If negotiations are successful, a bilateral modification will be awarded to incorporate the additional workload.
33 Section # PWS 3.2.10.2.9 Question: The RFP states: The Contractor shall identify and utilize as required, sixteen (16) augmentees. The Government Training Manager will conduct all initial and refresher training required for augmentees.
Are these augmentees Military, Civil Service or Contractors? Please Clarify.
The augmentees required para in 3.2.10.2.9 of RFP Attachment 1, Performance Work Statement (PWS), are contractor personnel.
34 Section # PWS 3.10.4.3.7 Question: PWS 3.10.4.3.7 States: The Contractor shall perform mobile maintenance on assigned vehicles and vehicular equipment in accordance with AFI 24‐302.
Historically, what have been number of mobile maintenance requests yearly?
The estimated annual mobile maintenance requests are 500.
35 Section # PWS 3.10.4.3.8 Question: PWS 3.10.4.3.8 States: The Contractor shall accomplish, time compliance technical orders (TCTOs), modifications, service bulletins, and Air Force directed inspections/alterations within the specified time
IAW AFI 24‐302.

The estimated number of annual requests for TCTOs, modifications, service bulletins, and AF directed inspections is 10.

36 Section # PWS 3.10.4.3.10 Question: PWS 3.10.4.3.10 States: The Contractor shall prepare and process vehicles for shipment and turn‐in to salvage as required.
Historically, what have been the number of shipments and/or turn in requests yearly?
The estimated annual vehicles for shipment and turn‐in to salvage is 21.
37 Section # PWS 3.10.4.3.15 Question: PWS 3.10.4.3.15 States: The Contractor shall provide corrosion control treatment and repair IAW TO 36‐1‐191, Chap 6, to prevent premature vehicle deterioration, maintain vehicle serviceability, structural integrity and to extend the service life of the vehicle/equipment.
Historically, what have been the number of preventive maintenance actions and the number of repairs yearly?
The annual corrosion control treatment and repair actions is estimated to be 5.
38 Section # PWS 3.10.4.3.16 Question: PWS 3.10.4.3.16 States: The Contractor shall accomplish upholstery repair/replacement using material of a matching color and equal in quality to the original material.
Historically, what have been the number of repairs/replacements yearly?
The estimated annual number of upholstery repair / replacements is 6.
39 Section # PWS 3.10.4.3.17 Question: PWS 3.10.4.3.17 States: The Contractor shall provide serviceable replacement batteries and battery service for USAF owned vehicles and equipment. The Contractor shall accomplish servicing, storage, and disposal of batteries IAW federal, state and local directives/regulations.
Historically, what have been the number of batteries replaced yearly?
The number of batteries replaced annually is estimated to be 140.
40 Section # PWS 3.10.4.4.5 Question: PWS 3.10.4.4.5 States: The Contractor shall enter the start and stop times into OLVIMS with the appropriate transactions. The Contractor shall account for all NMC hours IAW AFI 24‐302. Non‐Mission‐Capable time shall start when the vehicle deficiency is reported to maintenance and ends when the user is notified that repairs are complete. The Contractor shall be responsible for all vehicle NMC time to include Non Mission Capable Supply (NMCS) and Non Mission Capable Maintenance (NMCM).
What have been the historical number of work orders open and closed yearly?
The historical annual On‐Line Vehicle Interactive Management System (OLVIMS) work orders processed is estimated to be 615.

41 Section # PWS 3.8.1 Question: PWS 3.8.1 States: The requirement is to manage repairable, facility reconfiguration items, and capital assets unique to the AEDC infrastructure.
How many lines items are managed?
The estimated repairables is 602; the estimated facility reconfiguration items is 4,300; and the estimated capital assets spares is 850.
42 Section # PWS 3.8.4 Question: PWS 3.8.4 States: The Contractor shall receive, store, issue and label all stock listed hazardous material through the Hazardous Material Pharmacy (HAZMAT / HAZMART), and operate the HAZMAT / HAZMART using Government furnished hardware and software.

43 Section # PWS 3.8.6 Question: PWS 3.8.6 States: The Contractor shall establish and operate specialized or segregated storage areas to ensure safety and security provisions are complied with.
How many areas are currently set up for specialized or segregated storage? How many line items are in these areas?
Currently, three (3) areas are set up for specialized / segregated storage, containing an estimated 450 items.
44 Section # PWS 3.8.11 Question: PWS 3.8.11 States: The Contractor shall manage and maintain a warranty and guarantee program for applicable assets purchased with Government funds in accordance with AFI 23‐101.
How many warranty / guarantee items are currently being managed?
This data is not currently tracked. Warranty / guarantee items are handled on an individual basis in accordance with the contract / purchase order terms and conditions applicable to a particular item.

45 Section # PWS 3.8.55 Question: PWS 3.8.55 States: The Contractor shall conduct Base Supply customer training to instruct AEDC contractors on how to conduct business with Base Supply.
How many classes have been conducted historically yearly and average number of students?
This data is not tracked. The Government estimates that 5‐10 customer training classes will be required on an annual basis
46 Section # PWS 3.8.51 Question: PWS 3.8.51 States: The Contractor shall establish and maintain all supply item records and support records IAW FAR 45.
How many supply records are currently maintained?
The supply records currently maintained are estimated to be 100,000. This estimate includes, but is not limited to, issues, receipts, deliveries, special storage, movement, benchstock, returns / turn‐ins, and other special support.
47 Section # PWS 3.8.41 Question: PWS 3.8.41 States: The Contractor shall manage AEDC bench stocks (In regards to distributing and issuing material), process backorder requests, and process equipment requirements IAW AFI 23‐ 101, AFMAN 23‐122, and AFH 23‐123.
How many Bench Stock accounts are assigned to AEDC? How many total line items are assigned? How many issues are processed monthly?
AEDC has 16 bench stock accounts containing approximately 3,000 line items with approximately 830 annual replenishments.
48 Section # PWS 3.8.27 Question: PWS 3.8.27 States: The Contractor shall manage material turn‐ins, picking up property, scrap material, precious metal and process turn‐in for transport to Defense Logistics Agency (DLA)‐Disposition Services where applicable.
How many turn ins are processed monthly? How many pick ups are made monthly?
The number of estimated turn‐ins processed monthy is 256, and the estimated monthly DLA pickup is one (1).

49 Section # Attachment 7 – USAF Owned/Registered Vehicles Question: For Government furnished vehicles with replace code H, will the contractor be required to immediately replace those vehicles or may the contractor initiate a service life extension program?
a. The Government does not an expect the contractor to immediately replace H‐coded vehicles. The Government expects these vehicles to be replaced by attrition as required.
b. Vehicles on Attachment 7, USAF Owned / Registered Vehicles, will require replacement by the contractor through attrition.
50 Section # Attachment 7 – USAF Owned/Registered Vehicles Question: The RFP has provided Replace Codes for AF provided vehicles and equipment in Attachment 7. In order to determine the service life extension for these vehicles, could the Government provide the year of manufacture, the condition, Service records, and miles or hours of each GFE vehicle, as promised during the 12 November Industry Day?
The Government has revised Attachment 7, USAF Owner / Registered Vehicles, to include the current mileage or hours for each vehicle.
The year that each vehicle was manufactured is identifed by the first two digits in Column B.
In addition, the Government has identifed the vehicles for FSS and TOS operations.
