CQ# QUESTION OPR RESPONSE
1 RFP Reference: Comments/Issue: Holiday Pay Question: The language in Article XIX Section 8 appears to require that fire and rescue personnel that work on a holiday be paid 8 hours of holiday pay in addition to their regular straight time rate and time and a half for the remaining 16 hours of the 24 hour shift. Is this correct?
The Government does not participate in negotiations or communications between Offerors and the unions of the represented workforce. Therefore, the Government does not interpret the terms the collective bargaining agreements (CBA).

Question: In order to insure equality for all bidders in determining wage rates, what are the current number of SFO's, SFOL's and SSA's in each of the steps on this chart?

3. Is the 48 FTE estimate in section L for the Fire Services SOW reflective of the reduced or optimum level of service?
The 48 FTE estimate in section L for the Fire Services PWS is reflective of an approximate reduced level of service.

5 Ref: L‐3.2.4.3. Provide a process for determining position sensitivity requirements and procedures relating to suitability and fitness for employment, physical access to controlled facilities, and logical access to information. Include classified access, DoD Homeland Security Presidential Directive‐12 (HSPD‐12) requirements and other position of public trust requirements.
a. Will the government provide parameters for position sensitivity requirements?
b. Will the government clarify which positions will require Top Secret, Secret, or NACLC background investigations?
a. The Government provides and/or defines position sensitivity requirements within the Performance Work Statement (PWS).
Parameters for position sensitivity are defined in DoD 5200.02‐R, DoDD 5220.22‐M, and AFI 31‐
501. Non‐sensitive positions required in the PWS must meet the parameters specified in Homeland Security Policy Directive (HPSD‐12).
b. No, a specific list of personnel that would need security clearance vs. background investigations will not be provided. Due to costs involved with security investigations, requests for Contractor security clearances shall be kept to an absolute minimum necessary to perform contract requirements. The Contractor shall ensure that sufficient personnel have the appropriate security clearance or background investigation to accomplish all tasks specified in this PWS prior to the performance start date.

6 After additional due diligence, we are still concerned about the response to Question 10 of 9 December. The previous question was in reference to Att. 1 – PWS pg. 129 Section: 3.11.13 Solicitation: Integrated Pest Management (IPM).
a. Can the USG provide the name of the subcontractor that is performing this work now?
b. Please confirm/verify that this work does not include any interior requirements, e.g., bldgs./facilities in Appendix I?
c. Can the USG provide the name of the current base pest controller(s) that perform interior IPM requirements?
Answer:
a. The current contractor subcontracts the application of pesticides, herbicides, and rodenticides to Chempro Services, Inc., Ocean Springs, MS.
b. Facility pest control will be performed under the Test Operations and Sustainment (TOS) contract.
c. The Government will not provide current base pest controllers that perform interior IPM requirements. Facility pest control will be performed under the TOS contract.
Apparent Disconnects:
• Chempro Services only handle Herbicides. They do not perform any pesticide or rodenticide support.
• After additional inquiries it was determined that the current single individual onsite that handles pesticide and rodenticide activities for inside the facilities and the outside grounds. This individual carries all of the required permits and certifications and has committed to the winner of the TOS contract. This would put into question the use of the mixing facility utilized for pest control and if it would be available for use by the FSS contractor.
• Appendix E “Authorized Chemicals” only identifies herbicides. Should this list also include pesticides and rodenticides?
Question: Is it the intent of the USG to include pesticide and rodenticide control in the scope of the FSS contract? If it is, can the USG provide a list of approved pesticides and methods of rodenticide control? Can the USG also confirm that the use of the pesticides mixing facility will be available for the FSS Contractor.
The Government does not intend to include pesticide and rodenticide control in the scope of the FSS contract.
The FSS contractor is responsible to either provide, obtain, or secure the use of a mixing facility.
