CQ# QUESTION RESPONSE
1 Reference: PWS 3.3.7 states, “The Contractor shall initiate Work Requests in the Computerized Maintenance Management System during off‐shifts, weekends, and holidays.”
Question: It does not appear that the TOSS contractor transfers the maintenance service call program to the FSS Operations Center during off‐shifts, weekends, and holidays. Please clarify.
The Test Operations and Sustainment (TOS) contractor does not "transfer" the service maintenance service program. The FSS Operations Center has the same capability that the TOS Integrated Scheduling has authorizing / allowing the Operations Center to perform these roles if and only when needed in order to keep the mission ongoing. This limited scope of capabilities is based on the roles required to initiate Work Requests during these times only.

2 Reference: Original Question from FSS_DRFP_Questons_1, page 2:, Sections 3.5 Environmental Management Program and 3.7 Occupational and Environmental Health, Clause H098, Associate Contractor Agreements Lab Services. ATA is currently operating a single lab to analyze all samples collected on site, i.e. air, water, and other hazardous materials. This lab will be operated by the TOS contractor in the new arrangement. Could the Government make that lab available as “Government Furnished” to the FSS contractor to support the sampling requirements in the Industrial Hygiene and Environmental elements of the FSS PWS in order to avoid duplicative and/or more costly options? Providing the lab as Government Furnished would seem to satisfy the intent of Clause H098, Associate Contractor Agreements, “The Contractor shall not duplicate contracted functions intended by the Air Force to be provided by an associate contractor pursuant to the terms of their contracts.”
Original ORP Response from FSS_DRFP_Questons_1, page 2: No, the Government will not specify the Test Operations and Sustainment (TOS) Chem lab as Government‐furnished equipment (GFE) for the FSS contract.
Question: Follow up question to clarify the ORP Response: In the response to the Q&A above, the Government indicates the Chem lab will not be furnished as GFE. a.)
Will the FSS contractor be permitted to submit test samples to the Chem Lab for analysis? b) If so, will a cost reimbursable CLIN or JON (Job Order Number) be utilized to pay for these services? c.) If not, will the Government provide a plug number for the amount of missions per year to estimate test sample quantities?
a. No, AEDC's chemistry lab will not be available as Government‐furnished equipment (GFE) to the FSS contractor for submission of test samples for analysis. As indicated in the PWS, maintaining compliance with environmental regulations, which includes permit‐required testing, is the responsibility of the FSS contractor.
b. Cost reimbursable contract line item numbers (CLINs) or JONs will not be utilized to pay for analysis / testing to meet the requirements of the PWS.
c. The Government will not provide plug numbers for analysis / testing needed to meet the requirements of the PWS.

3 Att. L‐9 and Att. 8, pg. 9 Section: L‐3.1.4.5 N/A Solicitation: Base Services Pricing Sheet Q: Can the USG provide any additional explanation for this Attachment other than it being “used for budgetary and Government information only.”, e.g., will it be used to add/delete work, i.e., bldgs.., act as a schedule of deductions, provide baseline for determining variations in quantities, etc..? This is especially true considering Att. 5 (p. 109) of the Final RFP dated 16 Nov 14.
Attachment L‐9, Base Services Pricing Sheet, may be used in pricing added or deleted work.
The pricing sheet will also be used for Government reporting purposes. Each Air Force base is required to report grounds and custodial and refuse services costs at the task level, which is reflected in the Base Services Pricing Sheet
4 FSS_DRFP_Questions_20Nov14.pdf pg. 41702 Section: Q&A #4 Solicitation: Seniority Lists Q: Would the USG consider requiring a mandated Productive Labor Year (PLY) for purposes of proposing & evaluating? This will ensure any incumbents bidding are not placed in an unfair competitive disadvantage considering they know the actual seniority risk/liability/obligations. This will also ensure the USG does not receive unrealistic/unreasonable PLY estimates/projections from other offerors.
No, the Government will not mandate a PLY for purposes of proposing and evaluating. Offerors are required to resource the requirements to comply with all rules and regulations (collective bargaining agreement [CBA]; Service Contract Labor Standards; 52.222‐46, Evaluation of Compensation for Professional Employees; etc.).
5 PWS Attachment 1 pg. 75 Section: 3.5.2.1 Solicitation: Environmental Management Section Q: Will AEDC be responsible for the emergency generator at the Coffee County Landfill (included in AEDC’s Title V permit) which in October 2015 will be contracted through an Air Force organization that does not report directly to AEDC?
Several years ago, EPA issued a memorandum that allowed DoD facilities to exclude air emitting activities that were operated by separate military entities that were not under the common control of the base Commander.
No, AEDC is not responsible for the emergency generator at the Coffee County Landfill. Bhate Environmental Associates is the Installation Restoration Program (IRP) contractor, who is responsible for remediation at the landfill.
Bhate is the source owner for all equipment associated with the Coffee County Landfill Remediation systems. The FSS contractor will be responsible for confirming and consolidating reporting information in accordance with the Title V Air Permit, including any applicable information from all source owners.

6 PWS Attachment 1 pg. 76 Section: 3.5.2.3 Solicitation: Environmental Management Section Q: Will the Air Force pay the fees for shipment and disposal of both hazardous and solid waste to permitted facilities?
Hazardous Waste: The Air Force pays the fees for shipment and disposal of hazardous waste.
The Air Force has a central funding document which is billed by the Defense Logistics Agency (DLA) when hazardous wastes are picked up and disposed of by the DLA contractor. The FSS contractor is not responsible for hazardous waste disposal fees.
Solid Waste (refuse collection and special waste):
The FSS contractor is responsible for solid waste shipment and disposal fees. This responsibility includes Special Waste (oil contaminated soils and gravel).
7 PWS Attachment 1 pg. 76,77 Section: 3.5.2.4 Solicitation: Environmental Management Section Q: Will the IRP contractor be responsible for sample collection, analysis, reporting, and permitting of the CCLF discharge to the Manchester POTW?
Yes, the Installation Restoration Program (IRP) contractor, Bhate Environmental Associates, will be responsible for sample collection, analysis, reporting, and permitting of the Coffee County Landfill (CCLF ) discharge to the Manchester Publically Owned Treatment Works (POTW).

8 PWS Attachment 1 pg. 76,77 Section: 3.5.2.4 Solicitation: Environmental Management Section Q: Will the TOS contractor’s chemistry laboratory be responsible for completing all of the permit‐required wastewater, hazardous waste, solid waste, drinking water, etc. analysis? The TOS RFP mentions that they are to maintain certifications and complete these type analyses.
No, the Test Operations and Sustainment (TOS) contractor will not be responsible for completing all FSS permit‐required wastewater, hazardous waste, solid waste, drinking water, etc., analysis.
As indicated in the PWS, maintaining compliance with environmental regulations, which includes permit‐required testing, is the responsibility of the FSS contractor. AEDC's chemistry lab will not be available as Government‐furnished equipment (GFE) to the FSS contractor for the testing.
9 PWS Attachment 1 pg. 77 Section: 3.5.2.5 Solicitation: Environmental Management Section Q: Is each contractor responsible for completing required tank inspections on their own tanks, or is FSS required to complete tank inspections for each contractor (e.g. large tanks at the bulk fuel farm)?
Each Government contractor at AEDC Arnold AFB who is considered a "Tank Owner" is responsible for completing required tank inspections. The FSS contractor needs to ensure / track / report the inspections are completed in accordance with environmental compliance requirements.

10 PWS Attachment 1 pg. 85 Section: 3.7.6 Solicitation: Occupational and Environmental Health Q: This section implies that the IH group will develop work‐specific Hazcom plans; however, AFI 90‐821, paragraph 3.1, states that “supervisors…must prepare and implement a written work area‐specific HAZCOM program.” Please clarify.
Government personnel supervision is responsible for preparing and implementing a written work‐area specific HAZCOM program.
The FSS contractor will be responsible for:
1. Ensuring there is a compliant HAZCOM program available to all of the workplaces for which Government personnel are working in.
2. Inspecting the work‐area specific programs to ensure they are compliant with regulations.
3. Provide assistance to Government supervision to set up and maintain their HAZCOM program
11 PWS Attachment 1 pg. 86 Section: 3.7.9 Solicitation: Occupational and Environmental Health Q: This section only mentioned a respirator program for government employees. Will future IG inspections only evaluate this respirator program as it relates to Government employees?
The FSS contractor will be responsible for Government personnel only. Any inspections will be on the Government personnel that the contractor is responsible for and the program that the contractor is providing for the Government personnel.
12 PWS Attachment 1 pg. 86 Section: 3.7.10 Solicitation: Occupational and Environmental Health Q: Just a clarification… The fetal protection reference in the RFP should be AFI 48‐145 Section 2.12.3 instead of 2.13.3.
Yes, the fetal protection reference should be AFI 48‐145 Section 2.12.3. RFP Amendment 0002 will correct this reference in Attachment 1, Performance Work Statement (PWS).

13 PWS Attachment 1 pg. 87 Section: 3.7.17 Solicitation: Occupational and Environmental Health Q: AFPAM 48‐151’s purpose, cited in Section 3.7.17, specifically states that it applies to USAF personnel, and government civilians and contractors are not mentioned. Is this heat stress program to be limited to Active Military or extended to Air Force Civilians and Contractors?
Yes, the heat stress program is limited to Active Military personnel as indicated by AFPAM 48‐ 151 Section 3.7.17.

14 PWS Attachment 1 pg. 88 Section: 3.7.20 Solicitation: Occupational and Environmental Health Q:
a. What is meant by the “surrounding area?”
b. Does this include evaluation of tenant organizations such as the TN ARNG, or of areas not located on Arnold AFB property?
a. RFP Attachment 1, PWS 3.7.20 states:
"The Contractor shall perform Toxic Industrial Chemical/Toxic Industrial Materials assessment on base and surrounding area in accordance with AFI 10‐245, section 1.4.4.12.2."
AFI 10‐245 provides guidance for determining the specified radius (i.e., surrounding area ) for which toxic industrial chemical / toxic industrial materials assessments will be conducted.
b. Based on the guidelines given in AFI 10‐245 for calculating the specified radius, this area may include tenant organizations such as the TN Army National Guard (ARNG) and other areas not located on Arnold AFB property.
15 PWS Attachment 1 pg. 89 Section: 3.7.23 Solicitation: Occupational and Environmental Health Q: Section 3.7.23 states that the FSS contractor shall support the “support the base Radiation Safety Officer and Laser Safety Officer…” Do Government personnel currently staff these positions, or shall the FSS contractor fulfill these roles for the Government?
The Base Radiation Safety Officer and the Laser Safety Officer are Government personnel.
16 It has become increasingly clear that we need to know the anniversary dates for all the current employees. Without them it is significantly difficult to create a valid pricing estimate under a PPT/TA evaluation. There are just too many players in this
CBA.
In order to protect proprietary information, the Government is providing demographic data in the form of a range. See Atch 1 to these Questions and Answers to Final RFP.

17 The CBA talks about Integrated Disability Plan (IDP base and Options 1, 2 & 3). Can the government provide the number of incumbent personnel enrolled in each of those different options?
IDP is a benefit provided by the current contractor and not a requirement for the FSS contractor. IDP is a part of the collective bargaining agreement (CBA), which will terminate on 29 Sep 15. The Government cannot provide information regarding the medical histories of incumbent personnel.
18 The CBA talks about the ATA / Sverdrup Technology health plan coverages (family, employee + spouse, employee + children, individual). Can the government provide the number of incumbent personnel enrolled in each (family, employee + spouse, employee + children, individual)?
The Government cannot provide information regarding the number or ranges of personnel enrolled in the incumbent contractor's health coverage plans. This information is not available to the Government.
19 Can the government provide a listing of the personnel actively participating in the Enhanced 401k plan sorted by those that are vested and will become vested as of September 30, 2015.
No, specific personnel data is proprietary to the incumbent contractor and not releasable.
Information concerning the demographics and cash equivalent cost of the current benefits provided to the workforce is available on charts 28 and 29 of the Facility Support Services (FSS) Industry Day No. 2 briefing (http://www.arnold.af.mil/shared/media/docum ent/AFD‐140903‐058.pdf).
20 Can the government provide a listing of the number of interns and what labor categories are they in? What is the progression/promotion scale for them.
This information is not available to the Government.
21 How many temporary employees are currently performing and in what job categories?
This information is not available to the Government.

22 Can the government provide the present salaries for non‐union / management personnel.
Salary information can be found in different places. Several documents are located in the F40600‐03‐C‐0001 folder on the Test Operations and Support competition library: ATA Compensation Data, Historic Fringe Data, and Regular Full‐Time Wage Employees. Service Contract Labor Standards wage determinations are attached as exhibits to the FSS solicitation.
23 Will repair or replacement of Government provided containers be at the contractor’s expense? If so is there any historical data on the replacement frequency of containers?
Yes, if Government‐provided containers are used, repair and replacement will be at the FSS contractor's expense. In the last four years, 24 10‐cubic yard (cy) dumpsters were replaced at an average cost of $865 ea.
24 Can the Government provide us with an Attachment 1, Appendix L that is segregated based on functional area for equipment responsibility?
The Government will not provide an Attachment 1, Appendix L that is segregated based on functional area.
25 It is our understanding that in 2015 the GSA Leased contract will expire. Can the Government provide a list of GSA leased equipment that will have to be replaced by the new contractor? This information will be needed to provide for accurate pricing.
The Government will provide the current GSA vehicle list in the Test Operations and Support Competition Library. The FFS contractor will need to provide their own vehicle fleet.

a. Will ownership (Title Transfer) of the equipment in Attachment 1, Appendix L, transfer to the new contractor after contract award since the contractor is responsible for all maintenance and replacement?
b. Will equipment in Attachment 7 fall under CLN X022 as reimbursable expense?
a. No, ownership of equipment does not transfer to the FSS contractor. Section H clause H107, Government Property, explains how the Government will provide equipment for the performance of the contract.
b. Para 3.10.4.3.1 of Attachment 1, PWS, provides clarification on when CLIN X022 is to be utilized for vehicles listed in Attachment 7.
27 What pieces equipment in Attachment 1, Appendix L, is at the end of its life expectancy and will need to be replaced immediately after contract award? This includes any equipment slated to be auctioned off after contract award.
Attachment 7, USAF Owned / Registered Vehicles, provides life expectancy data for each vehicle identified by the replacement code.
28 Is the contractor signatory to the CBA labor rates vs. the DOL WD rates for Tennessee?
The FSS contractor is bound to the rates in the current collective bargaining agreement (CBA) for the first year of the contract or until a new CBA is negotiated. For those employees covered by Service Contract Labor Standards, the applicable wage determination rates for Coffee and Franklin County, TN will be used (see RFP Atch 3, Service Contract Labor Standards Wage Determinations).
29 Can the client provide a copy of CBA labor rates for each labor category? Labor rates are listed in each of the collective bargaining agreements (CBAs). The CBAs are available in the Test Operations and Support Competition Library and attached as Exhibits C, D, E, and F to the RFP.

30 Ref H 105 Given the complexities of dealing with multiple unions with members eventually working under different union contracts, request that the government provide a list of personnel (no names or personal data) seniority statistics to enable a level playing field when pricing personnel pay and planning vacation time off?

31 Do the FTE levels provided include surge capacity/seasonal variation? The full‐time equivalent (FTE) levels provided are estimates over the course of an entire year.
They do not include surge / seasonal variation.
32 Ref L‐3.2.2.8 Does the government want the details of professional series pricing in the technical plan?
As stated in L‐3.2.2.8, all details of the professional employees total compensation plan shall be included in the Technical Proposal Part.

33 Please identify mission essential personnel. Two areas:
a. When it comes to security clearances, will there be a list of mission essential personnel who need Secret/Top Secret Clearances vs. background investigations?
b. REF 3.15.13, The Contractor shall perform Protective Services, Operations Center and Command & Control (C2) Element Functions, Fire and Emergency Services, and Environmental Management after normal working hours up to 24 hours per day, seven days per week as requested to support mission requirements upon implementation of contingency plans and during emergencies, major accidents, disasters, or Continuation of Essential Department of Defense Contractor Services during crisis.
Protective Services, Operations Center and Command & Control (C2) Element Functions, Fire and Emergency Services, and Environmental Management are deemed to be mission essential services during a crisis.
Who is considered mission essential?
a. No, a specific list of personnel that would need security clearance vs. background investigations will not be provided. Due to costs involved with security investigations, requests for Contractor security clearances shall be kept to an absolute minimum necessary to perform contract requirements. The Contractor shall ensure that sufficient personnel have the appropriate security clearance or background investigation to accomplish all tasks specified in this PWS prior to the performance start date.
b. RFP Attachment 1, PWS 3.15.13 is a requirement regarding mission essential services to be performed during crisis events. The functional areas listed in PWS 3.15.13 are considered mission essential during a crisis. The Government does not identify mission essential personnel.
34 Will the government allow for 3 past performance entries for a primary subcontractor?
No, as stated in Section L‐3.3.3.1, Offerors are to provide not more than two references for each major subcontractor.

35 Ref attachment L‐2, letter K, will the government please clarify “Program Phase (e.g., Engineering and Manufacture Development (EMD))?
The intent of para K, Program Phase, is to identify the phase of the program in which the contract work was performed (for example: start‐ up, operations, close‐out, design and development, etc.). EMD is an example of the engineering / design phase once the concept has been defined for large DoD weapon system acquisitions
36 Are the fire trucks/equipment considered USAF VAL equipment? Will they be retained as USAF owned property for breakdown and replacement cost?
The fire trucks are listed in Attachment 7, USAF Owned / Registered Vehicles. These vehicles are on the USAF Vehicle Authorization List (VAL), and ownership remains with the USAF. The FSS contractor is responsible for maintenance of the fire trucks (Reference RFP Section H Clause H117, Parts and Materials Required for USAF‐ Owned Vehicles).
In accordance with Section H Clause H107, Government Property, the FSS contractor is also responsible for replacing fire trucks when they are no longer usable. The FSS contractor shall have title to all replacement property.
37 Ref Attachments 6 and 7, please clarify which of these lists of vehicles will be contractor owned throughout the life of the contract.
The list of property on Attachment 6, Government Furnished Property, and Attachment 7, USAF Owned / Registered Property, is Government owned, not contractor owned. As stated in Section H clause, H107 Government Property, these items are provided to the contractor for performance of the requirements.

38 Reference: PWS 3.4.1.2, RFP Attachment 6, and RFP Exhibit C ‐ CBA between ATA and AEMTC Question: PWS 3.4.1.2 requires emergency medical response with ALS ambulance support. In addition, RFP Exhibit C ‐ CBA between ATA and AEMTC, specifies EMS personnel will transport patients off‐installation to a local health care facility. PWS
3.4.1.2 also requires Haz Mat response which requires a vehicle carrying Haz Mat equipment to respond and most likely pull the apparent Haz Mat trailer. RFP Attachment 6 lists a Shadow Master trailer that we assume is the Haz Mat unit. An ambulance or ambulances and a tow vehicle that could be identified for use as a Haz Mat response vehicle are not listed in either Attachment 6 or 7. Are an ambulance(s) or haz mat towing vehicle(s) GFE?
Ambulance and hazardous materials towing vehicles are to be furnished by the FSS.

39 Section # Attachment L‐8 Over‐and‐Above Pricing Sheet Question: In the Test Support, Protective Services and Mission Essential Services tabs, Column A is titled “Task Categories” and there are line items (for example, Transportation Services, Environmental Labor, Protective Services, Over and Above, etc.) which require fully burdened labor rates. If some of the line items require more than 1 labor category, can the offeror propose a blended rate?
In order to provide a price for the over‐and‐ above CLINs, Offerors shall calculate the total of the rates for their proposed labor categories required to complete a task / service and multiple that total by the best estimated quantity (hours) on Attachment L‐8, Over‐and‐ Above Pricing Sheet. Multiple categories may be required for each task / service based on each Offeror's approach. For example, Transportation Services may require a fork‐lift operator, a driver, and a receiving clerk. The product of that calculation becomes the unit price for the over‐ and‐above CLIN for purposes of evaluation. In reality, an Offeror may require a different number of hours from a proposed labor category for each task / service.
Attachment L‐10, Fixed Hourly Rate Pricing Sheet, will become Attachment 5. As stated in Section L‐3.1.4.6, Offerors shall provide a complete list of all proposed labor categories required to perform the tasks and include the fully burdened rates for each category.
40 Section # Attachment L‐9 Base Services Pricing Sheet Question: In the Custodial tab in the Custodial Option CLIN section, in column’s Z‐AC, the POP title is listed as “Option 3” but it should be listed as “Option 4 – 6mos”. Can the Government please update so that it is listed as “Option 4 – 6mos”.
Attachment L‐9 Base Services Pricing Sheet, has been revised to correct the error (See Amendment 0002).

41 Section # PWS 3.5.1.2 Question: The RFP states: The Contractor shall formulate, implement, and maintain pollution prevention controls for the reduction or elimination of pollution sources at the point of generation to include hazardous materials management and spill control plans for the AEDC Arnold AFB.
How much hazardous material and hazardous waste is generated yearly?
Hazardous Material is not generated at AEDC unless it is a recyclable material that is no longer needed at AEDC (rare).
Hazardous Wastes generation figures were posted 9 October 2014 on the FSS solicitation of Federal Business Opportunities (FBO) (explicit access required).
42 Section # PWS 3.5.1.2.1 Question: The RFP states: Provide technical assistance and support to the Recycling Operations Center in accordance with Safety, Health, and Environmental (SHE) Standard E6.
How much is recycled yearly at the recycling center?
The FY14 totals for the three main recyclable materials processed at the Services Recycling Center are: cardboard, 100 tons; mixed paper, 50 tons; and plastic, 8.5 tons.

43 Section # PWS 3.5.2.8 Question: The RFP States: The Contractor shall support and maintain AEDC's Natural Resources Program in accordance with AFI 32‐7064.
Implement a comprehensive rare, threatened, and endangered species management program to include identifying flora and fauna species, and developing and maintaining management objectives for the protection of these species. Develop, conduct, and maintain a comprehensive integrated ecosystem management program for the conservation and management of natural and cultural resources, including forest, fish and wildlife, wetlands, and threatened and endangered species. Assist the Government in engaging applicable state and federal agencies, private organizations, university, and conservation organization stakeholders in the ecosystem management process. Support prescribed burning program executed by AF Wildland Fire Center or agency MOA, land management, ecological restoration, integrated pest management, ecosystem monitoring, endangered species monitoring to include endangered bat species, plant species and other threatened species of concern or protected species, consultations and cooperative efforts with US Fish and Wildlife Service, and others as required. A "Section 10" Permit is required.
How many rare, threatened, and endangered species are in the area?
AEDC Arnold AFB has two endangered species in the area. The current federally listed endangered species reported on AEDC are the Gray Bat and the Indiana Bat.
The Northern Long Eared Bat is a candidate species currently proposed by the US Fish and Wildlife Service for listing as endangered.
AEDC also has 21 animals and 63 plants that are State‐listed species as threatened, endangered, or special concern. Although not actively managed, these are listed in the Integrated Natural Resource Management Plan posted on FBO. This plan is currently undergoing a revision.

44 Section # PWS 3.5.3 Question: The RFP states: The Contractor shall support the disposal of hazardous and other regulated wastes at AEDC White Oak and AEDC Moffett Field locations according to federal, state, and local regulations.

a. AEDC White Oak does not have onsite disposal capabilities; therefore, there are no hazardous and other regulated wastes disposal onsite at White Oak.
b. AEDC White Oak has an estimated 1‐2 pickups per year

53 RFP Reference: PWS (3.5.1.5) and (PWS 3.5.1.11) Comments/Issue: Workload data for Regulatory Activities Question: We cannot locate any workload data for 3.5 Environmental Management. Will the government provide workload data for this requirement?
a. Specifically, how many regulatory activities (PWS 3.5.1.5) are conducted in a typical year?
b. How many data calls (PWS 3.5.1.11) are issued in a typical year?
c. How many above ground/below ground storage tanks are monitored/tested?
d. What quantity of hazardous materials are typically disposed of in a year?
e. How many cultural and natural resource actions are taken in a year?
a. The Government estimates 12 to 16 regulatory activities routinely occur at AEDC each year. In addition, an Inspector General (IG) inspection occurs every three years.
b. The Government estimates 6‐8 data calls occur each year and is dependent upon any additional higher headquarters initiatives or requests.
c. Ground / Storage tank information has previously been given in the answer to a FSS Draft RFP question. The Draft RFP answer was the following:
“A list and location of aboveground and underground storage tanks are available on FBO (explicit access required) as part of the AEDC Spill Prevention Controls and Countermeasures Plan, the Facility Response Plan Appendix F, the Aboveground Storage Container Compliance Plan, and the Underground Storage Tanks Compliance Plan.”
