QUESTION OPR RESPONSE
3.10.1 The Contractor shall perform vehicle maintenance and
operations services for Government‐registered vehicles and vehicular equipment.
Question: Is there a dollar threshold for how much money the contractor spends before being reimbursed?
Maintenance definitions and associated dollar thresholds will be detailed in the final RFP.
Would the Government please clarify if scheduled maintenance has the same threshold as minor maintenance?

3.10.9 The Contractor shall assume sole responsibility for all associated utilization costs of the Government Furnished Property (GFP) vehicles, including operations, maintenance, repair, replacement and licensing/registration requirements.
Question: Can you provide all historical cost associated with
GFP?
Historical costs associated with GFP will be posted in the competition library prior to release of the final
RFP.
3.7.11 Who will be responsible for State Asbestos License for Asbestos Program Designer and Asbestos workers?
The FSS contractor will be responsible for ensuring personnel performing the requirements in PWS element 3.7.11 are properly trained and licensed. The following clarification will be added to the final
PWS:
"Technical assistance consists of reviewing sampling data provided by other contractors who have performed abatement projects. The FSS contractor will also conduct abatement spot checks as necessary to confirm compliance and inspect abatement containment areas to ensure they comply with regulations. Abatement requirements are a result of AEDC facility maintenance and sustainment projects and can fluctuate from year to year."

Comment concerning Sections 3.7 & 3.8. These requirements would be best provided under the Fire and Emergency Services
3.7.7 The Contractor shall develop local written procedures for responses to all types of emergencies (fires, chemical spill, accident, terrorist act, natural disaster, etc. in accordance with AFI 10‐2501, section 4.3.1.
3.7.9 The Contractor shall conduct a respiratory protection
program, when required for Government employees, in accordance with AFI 48‐137.
3.7.10 The Contractor shall implement a fetal protection
program and evaluate occupational hazards to pregnant employees for potential risk to the mother and the unborn fetus in accordance with AFI 48‐145, section 2.13.3.
Questions: How is it feasible for a contractor without a doctor to be responsible for a mother and the unborn fetus? Is this requirement just miss stated and the intent is to insure clean environment. Government employees have insurance and their own practitioners; therefore, how would a contract be responsible for their health?
Section 2.13.3 of AFI 48‐145, "Occupational and Environmental Health Program," describes duties that need to be performed for this requirement. Requirements include assessing and documenting the health risk to the mother and fetus. This information is to be given to the affected pregnant Government employee. The Government employee is responsible to give this information to their perspective Primary Care Physician (PCP).
3.8.17 The Contractor shall manage the Hazardous Material
Pharmacy. All hazardous material will be managed and stored in accordance with AFI 32‐7086.
Is this the paragraph that is being removed? If not the management of any Pharmacy has to be done by an Environmental Specialist, is this what is required for this task?
The requirements for managing the Hazardous Material Pharmacy have not been removed. The Hazardous Material Pharmacy will be managed by the FSS contractor in accordance with AFI 32‐7086, Federal, State, and local procedures. The FSS contractor is responsible to ensure that appropriate qualified personnel perform the requirements.

Reference Wastewater Compliance Plan, page 11, 1.2.8 Sample Collection: “All wastewater and storm water samples are collected according to NPDES Permit(s) TN0003751, TNRO53036, TNRO53487 and/or SOP‐06006. Sample frequencies and methods are specified in the appropriate permit.
a. Please provide copies of the NPDES Permits so we can determine sample frequencies and methods specified.
Copies of the National Pollutant Discharge Elimination System (NPDES) permits are available in the competition library.
Reference Wastewater Compliance Plan, page 3, 1.2.8 Sample Collection: “During heavy storm events, both Bradley and Brumalow ditches overflow their pump‐back dams. AEDC’s National Pollutant Discharge Elimination System (NPDES) permit identifies semiannual storm water sampling requirements at Bradley (SW2) and Brumalow (SW3). Any dam overflow that does not coincide with an associated storm event must be sampled according to the schedule for their respective outfalls, 002 and 003. During these periods, AEDC is required to measure pH, total suspended solids (TSS), flow, oil & grease (O&G), and chemical oxygen demand (COD).
a. Who performs the sampling and testing of the samples?
The FSS contractor is responsible for sampling and testing.

figure 4 indicates Internal Monitoring Points.
a. Who performs the sampling and testing of the samples at these monitoring points and what is the frequency?
The FSS contractor is responsible for sampling and testing at these monitoring points. Sampling frequencies are described in the NPDES permit.

Reference PWS 3.5.1 Reference Deliverables
a. OT‐2014‐30081 AEDC SHE Standards: Please provide information on what SHE Standards are submitted with this deliverable and the frequency of the submission.
b. OT‐2014‐30091 Environmental Reporting Information: Please provide information on what reporting information is required to be submitted with this deliverable and the frequency of the submission.
c. OT‐2014‐30094 Technical Review Comments: Please provide information on the scope of the technical review comments (one to two pages or 20 pages) and how many reviews per year?
The Contract Data Requirements List (CDRL) and its associated Data Item Description (DID) describe the requirements for the information and the frequencies. All Safety, Health, and Environmental (SHE) standards have been posted on the competition library.

a. How many updates to the EESOH‐MIS required each year?
Updates to the EESOH‐MIS system regarding hazardous material management should be handled as a routine function. SHE Standard E6 describes the hazardous material management system; this standard is available in the competition library.
Reference PWS 3.5.1.4 Performance Standards”
a. STD: Inspections and audits completed within required time frames: How many inspections and audits per year?
b. STD: Appropriate corrective actions identified and implemented within required time frames: How many corrective actions identified per year?
The 2010 and 2011 Environmental Compliance Assessment Management Program (ECAMP) Management Action Plan will be posted on Federal Business Opportunities (FBO) (explicit access required) before release of the final RFP.

Reference PWS 3.5.1.5, The Contractor shall support regulatory activities: “Support of federal, state, and local environmental compliance regulators for AEDC, with respect to inspections, corrective actions, permits, and permit and systems monitoring and maintenance. Conduct surveys and studies and provide information in support of environmental permit reporting or other compliance requirements. Prepare requests for environmental permits, permit renewals, or permit modifications as required.”
a. Please provide workload for this section to further define 1) amount of inspections support required, 2) number of surveys and studies requested, 3) number of new permits and 4) permit renewals and modifications per year.
Workload is defined as follows:
1) Amount of inspections support required (qrtly, annual, semi‐annual Environmental Media Inspections) = approximately 12 inspections annually
2) Number of surveys and studies = estimated to be less than 3 annually
3) Number of new permits = estimated to be less than 1 annually
4) Number of permit renewals and modifications = all permits are in the competition library with their respective expiration dates. Estimates for modifications to be less than 4 annually.
Reference PWS 3.5.1.7, “The Contractor shall prepare and certify reports, plans, data, evaluations, and other information required by permit, regulation or law and verify accuracy and completeness.”
a. Please provide workload as to how many draft and final submissions are required each year and nature of submission (size and complexity) so we can estimate man‐hour requirements
Permit report requirements are specified in the individual environmental permits which are available in the competition library.
Reference PWS 3.5.1.11, “The Contractor shall support AF, AFCEC, and Regulatory Agency data calls.”
a. Please provide workload as to the number of data calls and the size and complexity so we can estimate man‐hours.
Data calls estimated to be 4 per year with varying levels of complexity.
Reference PWS 3.5.2.4, “The Contractor shall support and maintain AEDC's Storm Water and Wastewater Program in accordance with AFI 32‐7041.”
a. Please provide workload with regard to inspections, monitoring, recording and reporting as required by permit or regulation.
The requirements for inspections, monitoring, recording, and reporting are thoroughly detailed in the permits for Storm Water and Waste Water. The requirements contained in the permits indicate workload. These permits are available on the competition library.

Reference PWS 3.5.2.6, “The Contractor shall support and maintain AEDC's Hazardous Materials Management Program in accordance with AFI 32‐7086.”
a. Please provide workload on number of new hazardous materials requests per year that require approval and tracking in
EESOMIS.
Hazardous material management should be handled as a routine function. SHE Standard E6 describes hazardous material management, including hazardous materials requests, approval, and tracking. This standard is available on the competition library.
Reference Integrated Natural Resource Management (INRMP) Plan, page 225, 9.2 “Natural Resources Management Staffing”.
a. This plan presents many projects accomplished by several contractors; it also presents the “Conservation Support Contractor” composition of professional management personnel. Request the government identify which parts of the INRMP Plan are the responsibilities of the FSS contractor. For example, (1) does the FSS support the Conservation Support Contractor within the FSS scope of work? Geographical Information System (GIS) is included as a Conservation Support Contractor effort but not mentioned in the FSS PWS.
b. Request workload data and information on the GIS system if it is included in the FSS PWS. PART b OF THIS IS CONSOLIDATED IN
ANOTHER QUESTION.
(a) The FSS contractor is responsible for managing and meeting all Integrated Natural Resource Management Plan (INRMP) goals in concert with Air Force, DOD, US Fish and Wildlife, and Tennessee Wildlife Resource Agency (TWRA).
Note: FSS is responsible for coordinating, managing, and planning the prescribed burn programs (coordination is with the Air Force Wildland Fire Center). However, the FSS contractor does not execute these prescribed burn programs.
Geographical Information System (GIS) is now referred to as GeoBase. These requirements are contained in the PWS element 3.14.8.
