Questions and Answer to Draft Request for Proposal Solicitation No. FA9101‐14‐R‐0200, Facility Support Services (FSS)

QUESTION RESPONSE

DPWS 21 August 2014, Page 44, 3.2.1 ‐ What are the requirements of the SF to have a Project Manager such as Chief and/or Deputy Chief? The government has previously indicated that contractor provided SF Chief and Deputy requirements are or would be stated in the Integrated Defense Plan; however these positions are not covered therein.

The requirement for Protective Services to have a Chief is identified in the mandatory document listed in PWS, Table 3.2.1, AEDC Arnold AFB Integrated Defense Plan (IDP) 31‐101. Page XXV of the IDP calls out the position of "Defense Force Commander (DFC)" which states "on AAFB the DFC is the Chief, Arnold Police (Contractor)".

DPWS 21 August 2014, Page 49, 3.2.9.2;

And FSS_DRFP_Questions.xlsx file document of Government answers, dated 10/3/2014, Page 31 of 39 ‐ The ‘Government‐ approved post and patrol priority chart’ is not provided in the DPWS. FSS_DRFP_Questions.xlsx dated 10/3/2014 states ‘The Post Priority Chart is addressed in the Integrated Defense Plan (IDP) which is posted on FBO (explicit access required)’ however the chart is not provided in the IDP. Please provide the post priority chart.

The Post Priority Listing was posted on Federal Business Opportunities (FBO) on 19 Nov 14 (explicit access required).

DPWS 21 August 2014, Page 53, 3.2.10.2 ‐ The DPWS section

3.2.10.2 states that “The Contractor shall assist the Government in the administration of the AEDC Antiterrorism/Force Protection Program in accordance with AFI 10‐245.”

To assist bidders with effective and efficient planning and estimating, will the Government provide any further clarification in the form of either historical data, estimated quantities, or a planning basis value of work efforts/products to use relative to the “assistance” task expected by the Government?

With respect to final PWS 3.2.10.2, the Government estimates the assistance to be 360 hours annually based on the following estimated workload:

a. Tracking completion of unit and police Random Antiterrorism Measures (RAMs): 3 hours per week x 52 = 156 hours

b. Conducting physical security inspections of fence line: 6 hours per quarter X 4 = 24 hours

c. Assisting in the annual vulnerability assessment and documentation: 120 hours annually

d. Inspecting and maintaining antiterrorism‐related equipment: 5 hours per month X 12 = 60

Reference to PWS 3.2.10.2.9 in “FSS_DRFP_Questions_2.xlsx DRFPQuestions” file document of Government answers. ‐ In the second answer provided by the Government on page five of nine in FSS_DRFP_Questions_2.xlsx DRFPQuestions, the Government states that “Visitor Control Center (VCC) roles and responsibilities and SF augmentee requirements will be written and / or clarified in the final PWS (PWS element 3.2.10.2.9 was added to the PWS requiring security guard augmentees).”

a) The DRFP only contains four subsections within 3.2.10.2 ‐ Will the government explain what the other four new sub sections will contain at 3.2.10.2.5‐8?

b) Will the Government provide the VCC roles and responsibilities?

c) Will the Government provide the SF augmentee requirements?

a. Yes, the other four sub‐sections 3.2.10.2 5‐8 are covered in the final RFP.

b. VCC roles and responsibilities are in the final PWS 3.2.12.

c. Protective Services augmentees are only assigned duty positions (e.g., gate guard over watch, ride‐along members of a two‐person patrol, member of a response team, etc.). Augmentees will never be assigned solo duties. Furthermore, augmentees are only trained to the level commensurate with their duties. Finally, augmentee duties will be trained by the Government training manager IAW Air Force Instructions. The FSS contractor will not be responsible for training augmentees.

DPWS 21 August 2014, Page 54, 3.2.11 ‐ Is there an approved weapon storage capability at the VCC?

The Government is procuring a Class V storage container and clearing barrel so VCC personnel can clear and secure their weapons /ammo at the VCC. The Government anticipates having this ready for use by FSS contract start.

Draft PWS page 79 sec/para: 3.7.2, OEH Assessments ‐ Section

3.7.2 of the Draft PWS requires routine qualitative and/or quantitative OEH assessments on all processes in all Government workplaces (industrial and administrative) that identify health hazards.

a) ∙ Does this include all workplaces at AEDC for all Contractors, or does this limit the scope to only those that will be used by Government employees?

b) ∙ If it is meant only for workplaces used by the Government employees, please provide a list of those facilities, or of the AEDC facilities that do not require assessments.

c) ∙ If intended for Government only, how will joint work areas of Government and Contractor employees be handled such may the case in a Combined Test Force situation?

a. No, this assessment does not include all workplaces at AEDC. Para 3.7.2 of Attachment 1, Performance Work Statement (PWS), applies to Government workplaces only.

b. As previously answered, "Government personnel currently work in approximately 70 industrial workplaces at AEDC Arnold AFB. Note: Not all work areas have industrial hazards." The Government cannot provide the list of the actual facilities these Government personnel currently work in. This information will be given upon contract award so that the FSS contractor will have the most current information.

c. The Government offers the following clarification regarding how joint work areas, including Combined Test Force situations, will be handled with regard to industrial hygiene and occupational health requirements:

For Industrial Hygiene and Occupational Health requirements, the FSS contractor will determine if there is a potential health hazard to Government employees (determined by exposure to the hazard[s]). This includes both joint areas and/or Combined Test Force areas. The FSS contractor will be responsible for ensuring compliance with applicable standards, rules, and regulations. In areas where Government personnel are performing a task where hazards are present and contractors may also be exposed, the AF will share that information with the contractors. It is important to note that shared information should not be used for health screening data but for reference only. Sampling should be completed by each contractor for the information that is relevant to them.

Draft PWS page 81 sec/para: 3.7.9, Respiratory Protection Program ‐ Section 3.7.9 of the Draft PWS requires the contractor to conduct a respiratory protection program, when required for Government employees, in accordance with AFI 48‐ 137.

1. Does this requirement apply only to Government employees?

2. If intended for Government only, how will joint work areas of Government and Contractor employees be handled such may the case in a Combined Test Force situation?

1. Yes, all respiratory protection program requirements are for Government personnel only.

2. The FSS contractor will be responsible for Government personnel only. In accordance with the PWS, the FSS contractor will be responsible for the Government worker in combined test force cases. For purposes of Industrial Hygiene and Occupational Health, the FSS contractor will determine if there is a potential health hazard to Government employees in those areas (determined by exposure to the hazard(s), then the FSS contractor will be responsible for ensuring compliance with applicable standards, rules, and regulations. In areas where Government personnel are performing a task where hazards are present and contractors may also be exposed, the AF will share that information with the contractors. That shared information should not be used for health screening data but for reference only. Sampling should be completed by each contractor for the information that is relevant to them.

Draft PWS page 174 and 179, Appendix C Section 1.5 and 3.2 and Draft RFP FSS Property ‐ ∙ Contractor Provided Equipment and Supplies ∙ Government Furnished Supplies and Equipment ∙ Government Furnished Property

Questions:

1. Regarding Custodial Services, please confirm/verify that the USG will not provide any GFE (e.g., floor machines) to include vehicles to support this functional area?

2. If this is not the case, please provide a list of vehicles (GSA‐ leased and/or USAF‐Owned/Registered) and equipment to include quantities that will be provided by the USG to perform this work.

3. Will special purpose vehicles such as Street Sweepers be provided as GFE or will a Govt‐to‐FSS contractor process be offered.

1. The Government is not providing custodial type equipment as Government‐Furnished Property (GFP) (reference Attachment 6, Government‐Furnished Property, and Section H Clause H‐107, Government Property.

2. N/A

3. GFP is listed in Attachments 6, Government‐Furnished Property, and 7, USAF Owned / Registered Vehicles. Vehicles and Vehicular Equipment (including special purpose vehicles) are listed in Attachment 7. Vehicles and Vehicular Equipment (including special purpose vehicles such as Street Sweepers) are also identified in PWS Appendix L, Vehicle Fleet and Vehicular Equipment, which the FSS contractor will be required to maintain per PWS element 3.10.1.

**NOTE: A majority of vehicles and vehicular equipment listed in Attachment 7 and PWS Appendix L will be maintained by the FSS contractor and be used by the TOS contractor. RFP Amendment 0002 provides a revised Attachment 7, which shows vehicles that are used by the FSS contractor and that are used by the TOS contractor.

a. Will CA/CRL’s be established prior to start of FSS contract and provided across the base to other contractors and government custodians?

b. Will this be a business system element in the Oracle WAM system?

a. Yes, the Government intends to have Custodian Authorization / Custody Receipt Listings (CA/CRLs) established prior to awarding the FSS contract. This process is currently underway.

b. This inventory will not be an element of Oracle WAM for the FSS contract. The FSS contractor will be required to coordinate with AEDC/TSD LG and/or the 96LRS to manage Government furnished property accountability in the Air Force Equipment Management System.

Draft PWS page 10 sec/para: 3.8.47, Retail Material Management Activity ‐ Who is designated as the Retail Material Management Activity? Is this a FSS contractor or a Government activity?

Final RFP PWS 3.8.47 (page 97 or 213) references the Material Management Activity. The Material Management Activity is a FSS contractor "Base Supply" function.

Draft PWS page 14 sec/para: 3.8.63, Equipment Authorized In Use Detail ‐ Clarification of this process is requested. Will assets turned over to the FSS contractor be in the AFEMS and reconciled by the Govt?

PWS 3.8.63 has been removed from the final RFP, Attachment 1, PWS.

Draft PWS Informational Announcement to Industry page 28 sec/para: 3.10.4.5.3, Replacement Tires ‐ Will the Govt provide estimated number of tires to be replaced by type (i.e., sedans, special purpose vehicles, fire engines, ambulances, etc.)?

The Government estimates 125 replacement tires annually with respect to sedans and trucks. Fire fighting apparatus tire replacement estimates are not available. The ambulance vehicles are GSA leased. The FSS contractor is responsible to procure and maintain ambulance vehicles.

Draft RFP Attachment 6 FSS Property List, Government Furnished Property ‐ How will FSS bidders know what the total requirement for vehicles and equipment is from the TOS contractor and/or TMAS contractor?

The Government provides the following clarification regarding the various RFP attachments with respect to Government property and clarification with regard to the total requirement for each:

RFP Attachment 6 ‐ Govt Furnished Property:

Attachment 6 is a comprehensive list of Government property being offered to the FSS contract upon contract award.

Specific requirements for this property is given in Section H Clause H107, Government Property.

RFP Attachment 7 ‐ USAF Owned / Reg Vehicles:

Attachment 7 are all vehicles identified on Arnold AFB Vehicle Authorization List (VAL). Most of these vehicles will be used by the TOS contractor but maintained by the FSS contractor. Vehicles are not provided to the TMAS contractor.

Furthermore, all the vehicles listed on the VAL are also listed in Appendix L of Attachment 1, PWS. Requirements for these vehicles given below.

RFP Attachment 1 ‐ FSS Performance Work Statement, Appendix L AEDC ARNOLD AFB VEHICLE FLEET AND VEHICULAR

EQUIPMENT:

PWS Appendix L is an overall listing of vehicles and vehicular equipment (utilized across both the TOS and FSS contracts) for which the FSS contractor will maintain per PWS 3.10.1 "The Contractor shall perform vehicle operations and maintenance services for Government‐registered vehicles and vehicular equipment at AEDC Arnold AFB. The current vehicle/vehicular equipment fleet is identified in Appendix L. The quantity of vehicles will fluctuate; factors for fluctuation include but are not inclusive to: continuous evaluations by both Government and Contractor or USAF (VEMSO) enterprise‐wide mandates such as command leveling."

Can the Government post the following documents in the library:

The Government will not post DODI 6055.06, DoD Fire and Emergency Services (F&ES) Program, in the competition library.

DODI 6055.6 is a public document and can be searched and found on the Internet. Enclosure 9 is included in the DODI.
