CQ# QUESTION RESPONSE
1 For the purposes of pricing based on the current contract, are the host of new requirements issued with this change currently being accomplished? Or are they new requirements?
This rewrite to logistics' change encompasses new requirements; some of which are not currently being accomplished.
2 3.8.25: do “disbursed locations” include the 2 GSUs (White
Oak and Moffett Field)?
No, "disbursed locations" would refer to the uncommon occurrence where in‐checking or inspecting property was not an option at warehouse
1 or 2 due to the nature of the property (size or form). At this time, AEDC's two geographically separated units (GSUs) do not fall into this category
3 3.8.54: Is a quarterly published electronic supply inventory newsletter published under the current contract? Might one be made available in the Bidders’ Library?
No, a quarterly publication is not currently published under the current contract.
4 3.8.60.3: Required “after hours support” seems to be a surge requirement. Is this to imply a 2‐shift operation or surge requirement?
PWS element 3.8.60.3 was removed because requirements language in 3.8.60 satisfies the requirement for HAZMART operation.
5 3.8.60.4: Please define EESOH‐MIS and AEDC/CEV. Is the latter an organizational designation? If so, please identify which organization.
EESOH‐MIS refers to the Electronic Environmental
Safety and Occupational Health Management
Information System and AEDC/CEV was corrected to
AEDC/TSDCI, which refers to the AEDC Environmental
Engineering office.
6 3.9.16: Is the statement following the requirement complete? I understand detention time as lost driver time waiting on trucks being loaded/unloaded. The statement
“Detention relates to equipment…” seems incomplete as written. Please clarify.
Para 3.9.16 has been removed from the performance work statement (PWS).
7 3.10.2, 3.10.4.3.1: Are current equipment and tools in support of Vehicle Ops and maintenance provided by current contractor?
No, current equipment and tools have been allocated as Government‐furnished property (GFP) to date.
8 3.10.3.1: The “Vehicle Operations Control Center” appears to be a new term. Where is this control center located currently? Does this requirement include providing drivers?
The Vehicle Operations and Control Center is synonymous with the vehicle dispatch office at AEDC.
Yes, there is a requirement to have the necessary quantity of vehicle operators to meet daily FSS mission requirements.
9 3.10.3.4: What is the scope of the required school bus service? As there are no schools at AEDC, and limited base housing, where is school bus service required from/to? Is there a school bus within the current GFE list?
The scope and workload of the required school bus service will be captured in the final PWS. A school bus is not included in the current GFP list.
10 3.10.4: In order to adequately understand costs associated with expected replacement of GFE vehicles, replacement cost to be borne by FSS Contractor, please provide age and history of all GFE equipment identified by the count within para 3.10.1.
Attachment 7 of the final request for proposal (RFP) will highlight GFP vehicles age, mile / hours and condition code as recognized by the USAF Vehicle
Equipment Management Support Office (VEMSO).
11 3.10.4.5.3: The contractor shall be responsible for cost of replacement tires.” Does this include all tires; including those on special purpose vehicles such as Fire Trucks?
Yes, this responsibility includes all tires to include special purpose vehicles; however, Section H clause
H117, Parts and Materials Required for USAF‐Owned
Vehicles, provides details for unscheduled maintenance procedures and associated reimbursement options.
20 November 2014 12 3.10.4.6.4, 3.10.4.6.5: Do these paragraphs only apply to
TMDE required in the operation and maintenance of vehicles?
Yes, these paragraphs only apply to Test, Measurement, and Diagnostic Equipment (TMDE) required in the operation and maintenance of vehicles.
13 3.10.7: A wrecker was not identified in the GFE list (DRFP
Attach 6). Does a wrecker currently exist in the GFE or current contractor inventory? Given the broad land area covered by AEDC, is a 10 minute response time reasonable?
A wrecker is listed as GFP in Attachment 7 of the final
RFP (reg number 09C00608; it is a 2009 International
Harvester). Yes, 10‐minute response time is reasonable to make contact for the emergency service request. If circumstances dictate extended response times, those will be addressed with the
Contracting Officer's Representative (COR) after the emergency situation is addressed.
14 Para 3.10.9.1: Reference appears to be a typo. Should it be
AFI 24‐302?
Yes, Para 3.10.9.1: Reference should read AFI 24‐301;
change to the PWS has been made.
15 3.8.1 Can you define “Consumables” that will not be maintained in retail stock? Does this include demand level items?
Consumables that do not have a demand re‐leveling requirement is an item that is a one‐time purchase item that will be used to its full capacity.
16 3.8.1, third paragraph. Inventory Reduction Contractor is referenced; who is this?
This was going to be a function built into the PWS as a forecasted effort to aid the government's focus on
GFP reduction. However, the "Inventory Reduction
Contractor" has been removed from this PWS element.
17 3.8.2 Regarding the performance standard of 98%; is this for counted items or the item value?
The 98% performance standard is for counted items.
19 3.8.6 Regarding secured storage areas, is this area to be alarmed? What is the approximate number and size of items to be secured/segregated?
Currently, secured storage areas have the capability to be alarmed and are when applicable. Upon contract award, more specifics will be given regarding typical contents (size / number).
20 3.8.32 Is this still a requirement if there isn’t a Standard
Base Supply System?
Yes, even though AEDC does not currently use a typical Standard Base Supply System, current and future supply programs and infrastructures will be managed under Equipment Authorization Inventory
Data / Document (EAID) and Air Force Equipment
Management System (AFEMS) accountability standards.
21 3.8.38 Can you provide the number of types of cylinders? AEDC has approximately 125 ea gas cyclinders;
numbers vary slightly on occasion (+/‐5‐10%). Most cylinders contain acetylene, oxygen, and propane.
22 3.8.40 Can you provide the age and maintenance records on the Mechanized Material Handling Systems or mechanized storage equipment?
All maintenance records will be available upon contract award. Please see the competition library for material handling equipment life cycle status.
23 3.10.3.4 Can you provide the location (s) the bus will be traveling to and the average number of passengers?
The scope and workload of the required school bus service will be captured in the final PWS.
20 November 2014 24 3.10.4.3.1 If the contractor is to purchase replacement vehicles and maintain the fleet as a contractor owned; are the TOs and other AFI’s still applicable standards to be maintained?
The contractor is to use and maintain the applicable technical order library to perform inspections and maintenance on USAF registered vehicles. As the
Government progresses towards reducing the number of these vehicles and equipment, the contractor shall maintain replacement vehicles IAW
T.O. 36‐1‐191.

‐ Does this requirement flow‐down to affected subcontractors
/teammates?
The requirement for a job order cost accounting system is no longer applicable. The final RFP contains cost CLINs; therefore, Offerors are required to have an adequate accounting system.

Acquisition Regulation (FAR) Part 12 policies and procedures.":
‐ Can the revised Section B be provided for industry review/comment/questions prior to final RFP issuance?
‐ In addition to FAR Section 12.207, can the USG detail what other portions of FAR Part 12 will apply, e.g., FAR Sections 12.208, 12.209, 12.213 & 12.214 and Subparts 12.3 – 12.6?
This question is no longer applicable. The Facility
Support Services (FSS) effort is a non‐commercial acquisition.

‐ Can these two sheets be provided for industry review/comment/questions prior to final RFP issuance?
The final RFP was released on 19 Nov 14; the two pricing sheets were attached. Industry may provide comments / questions by 2 Dec 14.
4 CBA page 1: Will the government provide seniority lists for the members of each collective bargaining unit? This is required for bidders to properly price for vacation accruals.
No, the Government cannot provide seniority lists for members of each collective bargaining unit. FAR
52.222‐41(n) and corresponding language in the
52.222‐17 identifies the lists to be made available to the successful offeror(s). Offerors should consult the relevant CBAs and wage determinations and price their proposals accordingly.
1 Paragraph 3.8.22. How many Reports of Survey have been conducted by this function annually over the past 4 years?
A Report of Survey has not been conducted over the past four years.
2 Paragraph 3.8.61.1. Will the Government provide how is this process accomplished today for the contractor to ensure
Government Purchase Card (GPC) holders purchasing items are
Unique Item Identifier (UII) coded?
These paragraphs have been removed from the final
PWS; they are no longer applicable.
3 Paragraph 3.8.63. Will the Government provide the current list of
Equipment Authorized In‐Use Detail assets upon contract award?
These paragraphs have been removed from the final
PWS; they are no longer applicable.
4 Paragraph 3.9.2.1. Will the Government provide how many appointed and trained Cargo Movement Operations Systems
(CMOS) administrators are employed at AEDC today?
PWS elements 3.9.2.1 and 3.9.2.2 have been edited to remove CMOS requirements.
5 Paragraph 3.10.4.4.3. Will the Government provide how many vehicle maintenance waivers are submitted per year? Will the
Government provide how many maintenance waivers are approved per year?
According to AEDC records, there have been zero maintenance waivers to date.
20 November 2014 6 Paragraph 3.10.6 assigns maintenance of the vehicle wash station to the FSS contractor from the TOS contractor. Will the government provide the last four years of wash station repair estimates and actuals, in‐service dates, and useful life information as part of the final RFP?
The FSS contractor is only responsible for performing preventative maintenance, corrosion control, and lubrication of the wash station equipment. The PWS requirements language will be clarified. Preventative maintenance records for the car wash will be available upon contract award; for FY14, cost for maintenance and consumables were $715.40.
