The purpose of this modification is to correct the SF1449 that established this solicitation as a Total Small Business Set-Aside. As a result of the non-applicability of the SBAs Non-Manufacturer Class Waiver for the NAICS (333911) and PSC code (4320) identified for this procurement, this procurement is hereby competed as Full and Open or Unrestricted. This does not preclude Small Businesses from submitting proposals for this solicitation. This amendment does not change the terms and conditions of the solicitation.
The following question and answers are hereby incorporated for clarification purposes:
Q1. The specification calls out API 610 but does not list an edition. Should every bidder be quoting the
API 610 11th addition?
A1. In Section 2 APPLICABLE DOCUMENTS, Paragraph 2.2.1A references API 610 2010 which is the 11 th edition.
Q2. 3.1.5 Calls out a seal in accordance with API 610. If we are pumping water we don't really need an
API 682 Seal and an ANSI style seal can be used. Please specify if all bidders are required to offer an API
682 mechanical seal.
A2. A seal suitable for water service is an acceptable deviation.
Q3. The specification does not call out the pump materials to be used. S-4 could be used on this application but S-8 should probably be used because the pump will not be operating 24/7. Should all vendors quote to S-8 construction?
A3. Bidder is correct that the material is not specified. Bidder should propose the most economic material that is compliant with API 610. Material is not an evaluation criterion, except verifying it is compliant with API 610. For additional guidance, the pump is being procured for a specific test project of limited duration.
Q4. 3.1.1.D Calls out "removable casing feet". Is there a material requirement for this, IE steel, etc?
Should this be a one-piece construction or can it be multiple pieces?
A4. There are no material or specific design requirements specified. The only requirement on the casing feet is to be able to support the pump weight and any other loads required by the standard.
Q5. 3.1.3.A Calls out "removal of the rotating element" "without moving the motor" 3.1.9 Calls out "set of special equipment" for dismantling are required. The below Framehook is not absolutely required for disassembly (just a nice tool to make it easier) thus, we may not include it in the price. May we offer items as options?
A5. The intent of Section 3.1.9 is for the bidder to provide any special or proprietary tooling that is required for repair or adjust but potentially difficult or time consuming to procure. The Bidder is encouraged to propose options for additional features or accessories that would be beneficial to the
Government. The additional items would not be included in proposal evaluation, but may be included in the final contract.
Q6. Appendix B calls out -20F being the low end of ambient temperature. Does the pump need to have some sort of Freeze Protection or will AEDC provide for freeze protection?
A6. Freeze protection for the pump flow path will be provided by the Government. Typical freeze protection for the raw water system is to drain the piping. Any components that would be damaged by exposure to the specified low temperature (e.g. motor) should be protected by the Bidder.
