SCHEDULE OF CHANGES

The following question and answers are hereby incorporated for clarification purposes:
1. Question: In the Section L - Instructions to Offerors, Page 2 & 3, 3(a) and (b) requests the use of PPQs for Past Performance evaluations of the contractors. Will the contracting officer accept official CPARS Past Performance Evaluations from CCASS and ACASS for proposed similar projects from the contractor in lieu of the PPQ in the RFP? The formats are similar and the CCASS and ACASS are verifiable official CPARS government documentation of past performance.
Answer: Submission of PPQs is not required in order for a proposal to be considered responsive.
However, it is highly recommended that offerors submit Past Performance Questionnaires. The purpose of the past performance evaluation is to allow the government to assess the offeror's probability of meeting the solicitation requirements based on the offeror's demonstrated past performance. The Government intends to use CPARS evaluations, in addition to the PPQs, to conduct a thorough evaluation of an offeror's past performance. Furthermore, offeror's should keep in mind the recency and relevancy definitions in Section L, since the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this RFP.
2. Question: In the Section L - Instructions to Offerors, Section D, Subsection 4, Format for Proposals Parts II and III shall be as follows: (e) Electronic submission is authorized and should be sent to seth.king.3@us.af.mil (f) Hard copies must be received at the designated location no later than the due date and time listed in the RFP.
In section E of the same document, it states that Proposals will be accepted electronically, mailed, or hand -delivered… Proposals may be emailed to Mr. Seth King at seth.king.3@us.af.mil, or delivered to the address listed in block 8 of the SF 1442.
Please clarify if the proposal can be emailed and no hard copy is required if emailed. How will verification of email receipt be sent?
Answer: If proposal is emailed, an additional hard copy is not required. Please be sure to allow plenty of time for the emailed proposal, especially one with attachments, to make it through the Government's email system and firewall. If requested, receipt of the proposal will be acknowledged by return email.
The following due date and time is hereby set for the questions regarding this RFP:
All questions are due no later than Wednesday, 27 August 2014 at 2:00PM Central Time.
NOTE: The due date and time for receipt of proposal remains 04 September 2014 at 2:00PM Central Time.
