19 Feb 13 Exciter Site Visit
Questions
1) The spec requests vendors to show experience dealing with the Megadrive –. When you look at the I/o points of this system they are not proprietary protocols, just dry contacts, 0-10V & 4-20mA signals and to have Modbus capability back to the control room but not to the Megadrive. Is the RFP asking for experience to show understanding of function vs experience on a specific vendor’s product.
The RFP is asking for experience with starting synchronous motors with a medium-voltage variable-frequency drive. It is not necessary to show experience with a specific vendor’s product. ABB Megadrive LCI.SO units are not considered more applicable than other units that meet the same specification. This shall overwrite the statement in paragraph D of attachment 3.
2) Is there one or two openings to lower equipment into the lower level of building 903? I remember there was an opening on the east end, but I cannot recall if there was one on the west end?
There are two openings in Building 903 – one each on the east and west ends of the building.
Both or either may be used.
3) Is a factory acceptance test required for each new excitation unit?
Yes, see Specification, Paragraph 3.13.3. The Government may choose to not witness all of the factory tests (Spec Section 3.6.2).
4) When pictures are posted on FBO.gov will it include shots of the remote control panel?
The exciter control panels will be shown in the photos.
5) Please confirm that the start-up sequence is the same for all the units.

6) Request PLC Logic and Control Scheme that ties to existing Exciters.
Control schematics are being provided.
7) Request Motor Specification Sheets & Nameplate Information for each Exciter Motor if available
Please see Specification Table II and Appendix C.
8) Are there any extended warranty requirements?
Warranty requirements are given in Specification, Paragraph 3.13.5.
9) Are there any extended startup & commissioning requirements other than during Normal Business Hours M-F 8AM-5PM?
Please refer to Specification, Paragraph 3.6.4 for exciter commissioning schedule requirements.
Equipment availability referred to in Paragraph 3.6.4 (B) may vary due to plant operation requirements.
10) Request any witness testing at manufacturing facility prior to shipment.
Witness testing can be at the manufacturing facility. See Specification, Paragraph 3.6.2.
11) Request Communication Scheme i.e. Modbus, Profibus, Ethernet…etc…
Ethernet drops for the Plant network are located on the floor directly above the exciters in each motor’s vibration monitor cabinet. An approximately 60 feet long conduit run will be required from each exciter to reach up to the vibration monitor cabinet. Provide ModbusTCP communication capability per Specification, Paragraph 3.4.2. PLC programming is not included in this specification.
12) Request Wiring Diagrams (Power & Control)
Wiring diagrams will be provided after contract is awarded.
13) Request AS BUILT Drawings for all Excitation Control Supplied Units
Wiring diagrams will be provided after contract is awarded.
14) Request One-line Diagram
One-line Diagrams are being provided.
15) Can we use overhead cranes if we provide certified operators?
Please see Specification, Paragraphs 3.5.5 and 3.8.3 for crane use requirements.
16) Can we work in buildings during testing?
Yes.
17) What amount of time will be allowed for each option for installation?
Please see Specification, Paragraphs 3.6.4 A and 3.8.1. 12 weeks will be allowed for each exercised option.
18) Option 4 group 2, when setting unit #211, will units 212 and 213 be available to place behind it?
Yes.
19) Can a monorail be attached using anchors in the concrete ceiling over the area to move units a12 –a13-and a14 into place?
There is no prohibition against this idea. The Contractor would need to provide a plan prepared by a qualified structural engineer. The plan would be subject to the reviews described in Paragraph 3.3.4 of the Specification.
20) Can units be offloaded and stored in building 903 and 929 for installation?
Yes.
21) Will AEDC offload salvage units that we move to salvage yard?
AEDC will not offload salvage units. Please refer to Specification, Paragraphs 3.5.5 and 3.7.7 for information related to disposition of debris and salvageable materials.
22) If a junction box is needed for the control cables and the cables are to short is it alright to install terminal strips in the junction box?
Yes.
**Also see suggestions below: We may be able to clear all of these by saying that our specification is sufficient to meet our needs?
1‐ I noticed during the site walk that the existing BBC exciters has Rotor earth fault relay. I did not see this requested in the specification. Normally all static excitation systems have this relay. We suggest the following additions to the specification:
A separate Rotor Earth Fault relay should be furnished to detect a ground fault in the field winding. The relay shall have one (1) contact for alarm and one (1) contact for trip.
This is required in Specification, Paragraph 3.4.2 J.
2‐ There is no specification for the excitation transformer (PPT). We suggest the following addition to the specification:
The PPT shall be of three‐phase, self cooled, VPI type with copper windings and shall be sufficiently dimensioned to take into account harmonic heating generated by a six‐pulse rectifier load. The PPT shall conform to IEEE C57.12.01 and IEEE C57.110. The PPT shall have a minimum impedance of 6.0% and have a 220 degrees C insulation class.
The transformer shall have a steel base with provision for easy anchoring to floor and for lifting of transformer. The PPT have an electrostatic shield between the primary and secondary winding to limit transfer of harmonics created by the SES.
Each low voltage phase shall be equipped with sensors for temperature measuring. The PPT temperature shall be made available on Ethernet from the excitation system to the plant PLC in addition to PPT alarm and trip signal for high temperature. See Addendum to Specification below:
3.4.2 U.
The excitation Power Potential Transformer (PPT) shall be a dry-type, three-phase, self-cooled unit with copper windings designed for the application. The insulation system shall be VPI, encapsulated, or cast coil with temperature class not less than IEEE Class H. The PPT shall have an electrostatic shield between the primary and secondary windings. The PPT shall conform to IEEE C57.12.01 and IEEE C57.110.
3‐ We also suggest primary fusing of PPT to protect the system from any fault between 480Vac switchgear and the PPT.
Please see Specification, Paragraph 3.4.3 A.
4‐ Power supply for static excitation system is typically taken from two (2) sources to improve system reliability. One (1) source shall be 125VDC station battery and the other source shall be an AC source taken from the secondary of the PPT. The exciter shall not trip if there is a loss of one power source for the controls.
Please see Specification, Paragraph 3.4.2 P.
5‐ We suggest the following addition to the specification related to the thyristor bridge:
The rectifier shall be fully controlled (six thyristors per bridge) to supply both positive and negative output DC voltage. There shall be a fuse and snubber circuit for each thyristor leg.
The Peak Inverse Voltage (PIV) rating shall be 3 times the PPT RMS value
Please see Specification, Paragraph 3.4.1 B.
The thyristor bridge shall be equipped with redundant fans, so in case of failure in the primary fan, the redundant fan will automatically supply required cooling to the thyristor bridge. Each bridge shall have air‐flow monitoring to detect loss of air‐flow and automatically start the redundant fan without interruption of operation. It shall also be possible to manually switch fans from the local HMI screen of the SES.

Each thyristor shall be equipped with a temperature sensor so that individual temperatures can be monitored. Each fuse shall be equipped with a micro‐switch for blown fuse indication. Each phase shall be equipped with current measuring and the controller shall employ a current sharing scheme to ensure even wear of each thyristor.
Complete failure monitoring of the thyristor bridge shall be available on the HMI of the SES without need to connect an external computer. The following annunciation and control shall be available:
∙ Blown fuse indication providing information regarding exact location of failed fuse
Temperature monitoring with user adjustable alarm and trip setting
∙ Temperature trending of each thyristor in order to predict failures
∙ Indication of current flowing through each phase of the bridge
∙ Indication of failed bridge and failed fan
∙ Control for switching bridges and fans

For safety reasons, the power and control of the thyristor bridge cabinet shall be separated to the most extent possible, so that testing of firing and control circuits can be done without danger of touching high voltage/current parts.
6‐ We suggest the following addition for the discharge circuit:
A crowbar or equivalent device shall be furnished to protect the motor field and the SES from over voltages resulting from a pole‐slip or other unusual event. The over voltage protection must protect against both positive and negative over voltages. The circuit shall also provide a path to discharge the energy through a discharge resistor to ensure a fast dissipation of the energy stored in the field winding.
Please see Specification, Paragraph 3.4.2 B.
7‐ We suggest the following addition to the limiters:
An OEL function is required to protect the motor field and the SES from over heating. It shall be set to match the motor capability curve. The OEL function shall use field current as feedback signal to its control loop and shall have the following functionality:
∙ An instantaneous over current limiter
A time‐delayed (overload) limit in the form of I2t characteristic
∙ A rotor heating memory (accumulative) to prevent over heating during repetitive field forcing
A set of tuning parameters (gains and time constants), limiter set points must be provided and shall be user configurable from the HMI panel.
Limiter status shall be indicated on the HMI panel and a digital output signal shall be provided as a normally open contact.
The UEL shall limit the reactive power absorbed by the motor to prevent loss of synchronism. The UEL shall use active power and reactive power along with terminal voltage as feedback signal to the control loop.
The UEL shall match the Motor capability curve as close as possible by using a look‐up table or equivalent method, consisting of a minimum of seven (7) points. The seven points shall be user adjustable through easy access on the HMI panel.
The voltage dependency for the UEL function shall be user selectable as well through the HMI panel, as constant, proportional or squared with terminal voltage.
A set of tuning parameters (gains and time constants), limiter set points must be provided and shall be user configurable from the HMI panel.
Limiter status shall be indicated on the HMI panel and a digital output signal shall be provided as a normally open contact.
The V/Hz limiter shall reduce the field current according to a proportional ratio between terminal voltage and frequency.
A set of tuning parameters (gains and time constants), limiter set points must be provided and shall be user configurable from the HMI panel.
Limiter status shall be indicated on the HMI panel and a digital output signal shall be provided as a normally open contact.

As the intent with this exciter upgrade is to update the technology and increase the reliability for the next 20‐30 years, The contractor is highlighting the above items which are commonly requested in the industry to ensure that AEDC will receive a system that provides increased reliability, ease of operation / testing as well as additional safety for personnel
