MEMORANDUM FOR NAICS CODE 335311- POWER, DISTRIBUTION, AND SPECIALTY
TRANSFORMER MANUFACTURING

SUBJECT: FA9101-25-R-B009 – Switchgear Replacement Effort – Notice of Intent to Sole Source
1) The Air Force Test Center (AFTC), Arnold Air Force Base, TN has concluded their market research and intends to solicit, negotiate, and award a sole source, firm-fixed price, requirements type Indefinite Delivery Contract (IDC) with a 5-year ordering period using authority FAR 6.302-1 – 10 USC 3204(a)(1), Only One Responsible Source – No Other Supplies or Services Will Satisfy Agency Requirements.
2) The IDC shall be awarded to large business: Siemens Industry Inc – CAGE: 1HLQ3 / Unique Entity ID: JZXZSN3BBL98. The North American Industry Classification System (NAICS) code for this acquisition is 335311 – Power, Distribution, and Specialty Transformer Manufacturing with the size standard being 800 EMP, and the PSC code is 6150. This IDC will provide the required iso-phase Gas-Insulated Switchgear (GIS) that includes a valid Original Equipment Manufacturer (OEM) warranty. The GIS are segregated into three separate housings: each phase of the switch, circuit breaker, and main bus section (phases A, B, and C). By segregating each phase of the switch, circuit breaker, and main bus section into three separate housings (phases A, B, and C), a phase-to-phase fault is eliminated since the switchgear main bus and switchgear feeders are isolated, thus preventing electrical arc-flash risks and significantly reducing instances of injury to workforce personnel.
3) The anticipated award date is 5 May 2025. This notice is not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Although the Government intends to solicit and award a sole source requirements type IDC, all responsible sources who believe their business can execute the requirements detailed in Atch 1 may submit a capabilities statement, which will be considered by the Government if received no later than 20 March 2025, 5:00 PM Central Time. Capabilities shall be submitted electronically to Contracting Officer: Greggory Jones greggory.jones.4@us.af.mil. The Government will not be responsible for any costs in the preparation of responses to this announcement.
